OXFAM PURPOSE
Shaping a stronger Oxfam for people living in poverty

COUNTRY PURPOSE
To significantly reduce poverty, inequality and suffering amongst the poor and marginalised in Zimbabwe,
Oxfam will, by working primarily through partner organisations, focus on

 Meeting humanitarian needs


 Strengthening local capacities
 Enabling communities

In addition to developing and supporting the strategic and operational capacity of our partner organisations, we
will build alliances and knowledge networks, undertake research and analysis to inform decision making and
influence local and global policy makers to facilitate and leverage change.

TEAM PURPOSE
To position Oxfam as a leading humanitarian and development organisation with strong influencing and
resilience programming to effectively tackle the root causes of poverty in Zimbabwe. The programme team
provides strategic and tactical leadership to programming through harnessing evidence gathered using the one
programme approach combined with evidence based lobbying to influence change in policies, attitudes and
practices linked to the root causes perpetuating the injustice of poverty. This is done through designing and
leading advocacy work supported by a harmonised programme coordination model which places influencing
and building of partnerships as key integration pillars. The team ensures that evidence from programmes drives
effective advocacy, influencing and campaigns while placing women’s rights at the centre of all we do

JOB PURPOSE
The Extractives Project Officer will work closely with the Regional Connector and country programme staff to
catalyse the growth and development of the Governance programme through providing support and effective
coordination. The Project Officer will also participate in resource mobilisation in line with Oxfam in Zimbabwe’s
Programme Strategic Framework 2016 to 2020

Key Responsibilities
I. Strategy & Programme Development
a. Contribute to the establishment of a conducive framework for optimal functioning of the
extractives industries sector in Zimbabwe

II. Interventions
a. promote and support active citizenship participation and involvement in key coalitions,
movements and/or round table dialogues
b. conduct assessments and selections of strategic social and private sector partners
c. accompany partners in the capacity building and influencing/engagement process
d. initiate action oriented research if and when necessary

III. Coalition Building & Networking


a. liaise with key stakeholders and facilitate the establishment of a community based and
transformative change approach to engage duty bearers in discussing development related
issues on behalf of citizen driven initiatives
b. maintain close contacts with relevant (I)NGOs, implementing partners and donors and
develop a network of technical experts and specialists
c. participate in regional EI-related initiatives

IV. Funding & Finances


a. provide assistance to the management team of the country office in the development of
funding bids
b. take responsibility of project cycle related responsibilities

V. Miscellaneous:
Be prepared to undertake other duties related to Oxfam’s programme as and when required by the
Country Leadership Team.

Technical Skills, Experience & Knowledge


Essential
 Degree in Policy Studies, Development Studies, Social Sciences, International Relations, Human Rights,
Governance or any other relevant qualification
 Minimum 2 of years working experience in a similar post

Policy and Influencing


 Experience of building alliances, networking around extractives issues and delivering impact advocacy
on human rights, accountability and transparency
 Solid knowledge and understanding of global frameworks such as the Kimberly Certification Process and
how to operationalise these for marginalised groups in Zimbabwe
 Experience in policy and influencing work that contributes towards change in power relations, attitudes,
and beliefs, and the formulation and implementation of official policies, laws/regulations, budgets in ways
that promote just societies without poverty
 Ability to communicate ideas in a culturally-sensitive manner and conducive to their practical application

Programme development and funding


 Excellent understanding of different aspects of quality programming (for example: partnership,
participation, accountability, innovation, gender and monitoring, evaluation and learning) and how these
can be incorporated into different interventions.
 Ability to develop programme design documents – including strong appreciation of theories of change
(logic models, logframes), contextual analyses (eg: power, gender), budgets, MEAL plans.
 Ability and experience in leading programme development sessions/workshops
 Demonstrable understanding of project cycle management practices in development programming.
 Strong technical competence and good critical grasp of latest sector thinking, codes, standards and
practice
 Strong results orientation
 Evidence of successfully fundraising and growing projects in an environment comparable to Oxfam
 Knowledge of donor environment, understanding of funding issues in relation to how Northern and
Southern NGOs work in development

 Understanding of gender issues in development programming, including key challenges and approaches
to mainstreaming gender
 Knowledge of training tools and methods and proven experience delivering training on accountability and
transparency -responsive projects and advocacy.
 Excellent people skills, with proven ability to motivate others and work collaboratively, requiring strong
self-awareness and inter-personal skills.
 Ability to adapt and work within a multicultural, multilingual and multidisciplinary environment.
 Ability to travel regularly and sometimes at short notice.
