I have been a Special A gent w ith the Federal Bureau of lnvestigation for

approxim ately fourteen years. Assuch,lam authorized to m ake arrestsfo<violationsoffederal

1aw and execute federalwarrants. 1am currently assir ed to the FortPierce ResidentAgency in

theM iam iDivision oftheFBI. Priorto thisassignmentIwasassignedtotheLexington,Kentucky

ResidentA gency ofthe Louisville Division ofthe FB I.Ihaveconducted a variety öfinvestigations

involving w hite collarcrim es,violentcrim es,crim es againstchildren,and various other crim inal

investigations.

This affidavitisbased upon m y ow n knowledge asw ellasinform ation provided to

m e by other 1aw enforcem ent officers. This affidavit is subm itted for the lim ited pup ose of

establishing probable cause forthe issuance ofa crim inalcom plaintagainstLaurence W ayne Key

(ttKEY'')forviolationofthelawsoftheUnitedStates,thatis,communicationofathreattokidnap
orinjure aperson,in violation ofTitle 18,United StatesCode,Section 875(c). Assuch,this
aftidavitdoesnotcontain allofthe inform ation know n to m e regarding thisinvestigation.

On oraboutJune 18,2018 atapproxim ately 7:35 p.m .Eastem tim ethe FB1was

notified ofathreatto U .S.Congressm an Brian M ast. A spartofthenotification,an em ailw assent

from Congressm an M ast'sofficein W ashington,D.C.,containingdetailsofthethreatasfollows.

At approxim ately 4:57 p.m . Eastern tim e,an intern at U .S.Congressm an Brian M ast's O ffice

located in W ashington D .C.received a phone call from 772-286-3865. The intern answ ered the

phone and said som ething to the effectofttthank you forcalling the oftk e ofCongressm an Brian

M ast,how can lhelp you?'' A m ale callerreplied,something to the effectof:ttYou can't. I'm

going to find the congressm an's kids and killthem . lfyou are going to separate kidsatthe border,

1'm going to killhiskids. Don'ttry to find m e because you won't.'' The caller then hung up. A

queryofrecordsfor772-286-2865 associated thisnumberwith Lawrence(sic)Key residing at

4646 SE CircleW ay,Stuart,Florida. Recordsalso revealedthatCongressm anM ast'soffcehad

beencontacted478timesbyLawrence(sic)Key.
4 Phone records show ed thaton June 18,2018 atabout 16:58:05 a 33 second phone

callwasplaced from 772-286-3865to 202-225-3026.According totherecords, the subscriberof

772-286-3865 is Bonnie K ey,Laurence W ayne KEY 'S w ife,w ith an adf essof4646 Circle W ay,

Sttlart, Florida. A n open source query revealed that 202-225-3026 is the phone num ber for

Congressm an Brian M ast in W ashington D .C. The records also show that 772-286-3865 also

called 202-224-3041,SenatorM arco Rubio'sW ashington D .C.office,and 202-224-5274,Senator

BillN elson's W ashington D .C .oftice,shortly after the callto Congressm an M ast'soffice.

On oraboutJune 18,2018 at approxim ately 9:15 p.m .,M artin County Sheriffs

O ftk e Detective Kevin Kryzda and Iinterviewed Laurence W ayne K EY at4646 SE Circle W ay,

Stuat't,Florida. Before asking KEY any questions 1advised him thathe w asnotunder arrestand

did nothave to speak to us. KEY 'Swife,Bonnie Key,wasalso presentforthe interview which

wasrecorded by Detective Kryzda. KEY said he understood and asked whatthis was about. 1

advised him thatthisw as abouta phone callthatw asplaced from 772-286-3865 to Congressm an

Brian M ast'soffice. KEY confirm ed that772-286-3865 ishishom e phone numberand thathe

calledCongressman Mast'sOftkeinW ashington D.C.from KEY'Shome(wherethisinterview

took place).ICEY saidhewasupsetwiththecurrentsituation attheborderwherekidsofillegal
im m igrants were being separated from their fam ilies. KEY said that he told the staffer at

Congressm an M ast's office that if he supports President Trum p's im m igration policies which

separatekidsfrom theirfam ilies,then Congressm an M astshould beseparated from hiskids.

denied saying anything aboutkilling kidsbutdid adm itto saying som ething aboutCongressm an

M astnever seeing hiskidsagain.

6. I telephonically interview ed the intelm w ho took the initialcall. H e said the caller

stated thatCongressm an M astcould not help him and thatthe caller w as upsetw ith the current

im m igration policies. The caller then asked how Congressm an M ast w ould like itif the caller

killedhiskids.Thecallerthenrepeated thethreataboutkillingCongressm anM ast'skidsand also

said som ething aboutkidnapping Congressm an M ast's kids. The caller'stone w asvery angry. 1

asked the intern how certain hewasthatthe word killwasused by the callerand the intem said

100% certain and then said 150% certain. The intern said thatafterthe callerhung up afterthe

tiheen to twenty second call,he satthere for severalsecondsin shock. He then contacted his

supervisorbecause he w as very disturbed by thethreatand w anted to reportitim m ediately.

16. Based on the forgoing,youraffiantbelieves thatprobable cause existsto arrest
