CITY APPROPRIATION ORDINANCE NO. 2015-014

AN ORDINANCE AUTHORIZING THE AUGMENTATION OF FUND IN THE
AMOUNT OF EIGHTEEN THOUSAND PESOS (P 18,000.00) TO BE SOURCED
OUT FROM TRAINING EXPENSES FOR TRAVELLING EXPENSES BUDGET
ITEM OF THE CITY AGRICULTURE OFFICE

WHEREAS, there was a letter dated December 10, 2015 of

Hon. Dale B. Corvera, City Mayor, this City, addressed to the Honorable Sangguniang
Panlungsod Members through Hon. Harris Glenn D. Puyot, City Vice Mayor, forwarding
the letter of Ms. Ma. Arceli C. Soria, City Agriculturist, this City requesting for
augmentation of funds. Details of which hereunder specified:

From : Training Expenses - P 18,000.00

To : Travelling Expenses - 18,000.00
for appropriate action.

WHEREAS, the said letter was referred to the Committee on Appropriations,

Budget and Finance for study, evaluation and recommendations;

WHEREAS, the committee found the request of Ms. Ma. Arceli C. Soria to be in
order and recommended for a favorable endorsement.

NOW THEREFORE

BE IT ENACTED, by the 3rd Sangguniang Panlungsod, in its 109th Regular

Session assembled, that:

SECTION 1. USE OF SAVINGS AND AUGMENTATION. In accordance with

Section 336 of Republic Act No. 7160, the Local Government Code of 1991, the
Governor/Mayor and/or the Presiding Officer of the Sanggunian is/are authorized to
augment any item in the approved annual budget for their respective offices from
savings in other items within the same expense class of their respective
appropriations.

For this purpose, “savings” refer to portions or balances of any programmed

appropriation free from any obligation or encumbrance, still available after the
satisfactory completion or the unavoidable discontinuance or abandonment of the work,
activity or purpose for which the appropriation is authorized, or arising from unpaid
compensation and related costs pertaining to vacant positions and leaves of absence
without pay.

“Augmentation” implies the existence in the budget of an item, project, activity

or purpose with an appropriation which, upon implementation or subsequent evaluation
of needed resources, is determined to be deficient.

SECTION 2. AUGMENTATION. The amount of Eighteen Thousand Pesos

(P 18,000.00) under the Training Expenses is hereby authorized to be sourced out as
augmentation for Travelling Expenses of the City Agriculture Office in the amount of
Eighteen Thousand Pesos (18,000.00).

SECTION 3. SEPARABILITY CLAUSE. If, for any reason, any section or

provision of this Ordinance is declared invalid or unconstitutional, other sections or
provisions thereof which are not affected thereby shall continue to be in full force and
effect.

SECTION 4. EFFECTIVITY. The provisions of this Ordinance shall take effect

upon approval and posting requirements.
