2018-2019 Community Development Block Grant Public Hearing #1.


Carrie J. Haberstich, Planner/CDBG Administrator presented the Public Hearing.
Public hearings for the 2018-19 Community Development Block Grant (CDBG) program will be
conducted at the Village Board meetings on Monday, December 18, 2017, Tuesday, January 2,
2018, and Monday, February 5, 2018. Public hearings are mandated by the U.S. Department of
Housing and Urban Development (HUD) regulations to receive public input and determine the
Village of Skokie's funding request. A subsequent public hearing in March will also be
necessary to approve the Annual Action Plan that serves as our formal application for funding.
The upcoming fiscal year will be the 44th consecutive year of CDBG funding, during which the
Village has benefited from over $21.6 million in total grant allocations.

The Village’s adopted five-year Consolidated Plan focuses on the CDBG national objectives of
principally benefitting low/moderate-income persons(as defined by HUD) or preventing or
eradicating areas of blight.

2018-2019 Community Development Block Grant Public Hearing #2.


Trustee Sutker read a prepared statement:
“I am a Licensed Clinical Social Worker employed by a social service agency that is an applicant
for a CDBG grant. I do not believe this creates a conflict. However, I believe it is important to
avoid the appearance of partiality.
Therefore, I will recuse myself from participating in the discussions relating to the applications
and from voting on the grants. My recusal from participating in the discussion should not be
construed as indifference to the valuable services that the applicants provide to people in need. I
respect and admire all of the agencies for their efforts”
Trustee Roberts also recused himself from participation because he is on the Board of one
of the applicants for a CDBG grant.

The Village's entitlement grant for FY19 is not yet known. At this time, we are estimating
$500,000 in entitlement funds based on expectations that CDBG funding will decrease slightly
from this year’s entitlement amount. In addition to the new entitlement, we hope to reprogram
approximately $40,000 in previously unallocated funds and approximately $10,000 in program
income received during the current program year, while accommodating a reserve of unobligated
funds that could be used for emergency expenses, resulting in an estimated FY19 budget of

$550,000. Proposals from both Village staff and outside agencies total $706,835, so reductions
will be necessary. The program’s 20% cap for administrative funding is applied against the new
entitlement only, while the 15% cap for public services funding (non-capital/non-construction
