Request for Recognition

Mr. Stephen Hackley, Senior Regional VP Ms. Arlene Fidalgo, Manager

Comcast New England Comcast Fall River and Fairhaven FMA
330 Billerica Rd. 244 Huttleston Ave.
Chelmsford, MA 01824 Fairhaven, MA 02719

Dear Comcast managers,

The undersigned elected officials and community leaders met with technicians and warehouse
workers from Comcast's Fall River and Fairhaven locations on September 24, 2010 to determine
if a majority of the workers in the above named locations desire to unite in IBEW Local 2322
and begin collective bargaining with Comcast management for the purpose of improving their
wages and working conditions.

We were asked to engage in this process at the request of the employees because we are
respected community representatives and have the integrity to provide an unbiased and neutral
opinion on whether a genuine majority of the Comcast workers want to form a union.

We carefully reviewed a list of 97 employees at Comcast's Fall River and Fairhaven locations
and then checked it against the cards voluntarily signed and dated by employees at the same
locations authorizing IBEW Local 2322 union to represent them.

Based on our card count, an overwhelming majority of the employees want to unite in IBEW
Local 2322. Should the list of union eligible employees be slightly longer or shorter, it would
not change the outcome.

We write to urge Comcast management to respect the employee majority and voluntarily
recognize IBEW Local 2322 as their representative and begin collective bargaining for an
agreement covering their wages, benefits and working conditions.

These workers' right to form a union is protected by the NLRB. The law was enacted to
encourage a healthy relationship between workers and their employers. The statute guarantees
the right of employees to organize and to bargain collectively with their employers, and to
engage in other protected concerted activities.

We wholeheartedly endorse this voluntary approach to assist workers to gain a voice at work and
their collective bargaining rights. We sincerely hope you will respect the wishes of the majority
and begin collective bargaining as soon as possible.
A representative of IBEW Local 2322 will call your office shortly to follow up on this request.

Sincerely,

/s/ Stephen F. Lynch, Member of Congress

/s/ William Flanagan, Mayor, Fall River, MA
