INSTRUCTIONS FOR ONLINE FILING OF APPLICATION FOR CONSENT

I.REGISTRATION OF INDUSTRY
1. Click the new industry Registration.
2. Fill up the details in „Industry details’ tab and „occupier details’ tab.
3. In „occupier details„ tab, enter the correct E-mail ID and mobile No. of the person,
who is dealing with the application file.
4. Enter the E-mail ID
5. Enter the name of the industry correctly.
6. Enter the correct District
7. Enter the correct category of industry.
8. Kindly note that the name of the industry, the District and the category of
industry cannot be changed after registration. Kindly be careful in filling the
details
9. In case of any clarifications, kindly contact the concerned District office.
10. On completion of the information in the two tabs, click „Save‟ button.
11. You will be provided with user ID and a temporary password.
12. The user ID cannot be changed and it shall be used for making application to
TNPCB in future.
13. The industry shall login with the user ID and temporary password.
14. Industry will be asked to change the password, follow the instructions to change the
password.
15. Industry shall login again using the new password.
II.APPLY FOR CONSENT
1. After login, click „Apply for consent’.
2. In the new screen, there will be two options. One option is for the new industry,
which is going to obtain the consent of TNPCB for the first time. The second
option is for the already applied industries, which have obtained consent and are in
operation.
3. Any new industry, which has not obtained the consent of TNPCB till date, shall
click the ‘new’ radio button.
4. The industry which has already obtained consent shall click on the „already
applied’ radio button.
5. Enter the MIS No. Which is available in the consent order already provided,
(example CHN 2356). Click on the „add‟ button below which is available in the
next row.
6. In the new screen, fill up the details requested and upload the last consent/RCO
obtained by the industry.
7. The documents to be uploaded shall be in PDF form and the size of the PDF file
shall not exceed 5 MB.

GENERAL DETAILS: (COMMON TO BOTH FORM I & FORM II)

THE INDUSTRIES WHICH HAVE ALREADY OBTAINED CONSENT OF TNPCB SHALL


FOLLOW THE PROCEDURE DESCRIBED BELOW:

1. The application Form I and Form II shall be kept besides them


2. The information available in the application form shall be filled up.
The industries which have already obtained consent orders of TNPCB shall have
the application under Water Act and Air Act besides them and fill up the information
available in the application form in OCMMS.
 The documents to be attached shall be scanned and shall be kept as soft
copy in PDF format.
 The PDF file size of each file shall NOT be more than 5 MB.
 For the present, the Demand draft taken towards payment of consent fee
shall also be scanned and kept ready
 The list of attachments to be kept ready for different types of applications is
detailed below.
1. CTE-Water’ and ‘CTE-Air’
Enclosures to be accompanied
1 A covering requisition letter stating the status of the industry and activities clearly.
2 Copy of attested sale Deed /Lease Deed or any other relevant documents as proof
to ensure possession of the site/factory for which application is made by the
applicant.
3 Copy of attested Memorandum of Articles in case of Public/Private sectors or
registered partnership deed in case of partnership company
4 Layout plan showing the location of various process equipments, utilities like
boiler, generator etc, effluent treatment plant, outlet location, non-hazardous and
hazardous waste storage yard.
5 Topo sketch showing the distance of water bodies, roads, existing/proposed
residential areas, agricultural lands, important religious locations, educational
institutions, ancient monuments, archeological places and other sensitive areas for
1 KM. radius from the units.
6 Detailed manufacturing process for each product along with detailed process flow
chart.
7 Details of Water Balance and wastewater balance for process.
8 Details of Material balance for each products and process.
9 Land use classification certificate as obtained from CMDA/ DTCP/LPA.
10 Auditor’s Certificate with break up details for the proposed Gross fixed Assets
duly certified by a Chartered Accountant in the prescribed format.
11 Consent fee under Water and Air Acts payable to the Board.
12 Ground water clearance obtained from the competent Authority (If applicable).
13 Sewage Treatment Plant(STP) proposal which must contain details of design
characteristics of sewage, treatment methodology, mode of disposal, design criteria
for various units, detailed drawing of STP and its layout, diagram showing the
hydraulic profile and mode of disposal of treated sewage and its adequacy(If
applicable).
14 Effluent Treatment Plant (ETP) proposal which must contain details including
breakup quantity of water requirement with sources, breakup quantity of trade
effluent, sources of trade effluent, characteristics of wastewater, treatment
methodology, mode of disposal, design criteria for various units, detailed drawing of
ETP and its layout, diagram showing the hydraulic profile and mode of disposal of
treated effluent and its adequacy (If applicable).
15 Air pollution control (APC) measures proposal which must contain the details
regarding fuels used, sources of emission, characteristics, concentration and
quality of pollutant, proposal along with design criteria and drawing for the
proposed APC measures, adequacy of APC measures and stack, odour/noise
causing operations and its specific odour/noise control measures(If applicable).
16 In case of hazardous chemicals used as raw materials, the Material Safety Data
Sheets (MSDS) should be enclosed for each and every item. If the quantity of the
hazardous chemicals handled is more than the threshold limit, the unit shall furnish
any one or combination of the following documents as required under the MSIHC
Rules (If applicable).:
Risk assessment report/Onsite emergency preparedness plan/Off site

2. ‘CTE-Extension-Water’ and ‘CTE-Extension-Air’


Enclosures to be accompanied
1 A covering requisition letter stating the status of the industry and reason for
extension clearly.
3. ‘CTO-after CTE-Water’ and ‘CTO-after CTE-Air’
Enclosures to be accompanied
1 A covering requisition letter stating the status of the industry and activities clearly.
2 Compliance statement on the CTE special conditions stipulated under Water &
Air Acts
3 Auditor’s Certificate with break up details for the actual Gross fixed Assets (final
cost) duly certified by a Chartered Accountant in the prescribed format.
4 Photographs of the provided measures of ETP/APC/ other compliances of
conditions (If applicable).
5 Compliance statement on the EC conditions stipulated under EP Act (If
applicable).
6 Agreement with Common TSDF/ CBMWTF (If applicable).

4. ‘CTO-direct-Water’ and ‘CTO-direct-Air’


Enclosures to be accompanied
1 A covering requisition letter stating the status of the industry and activities clearly.
2 Copy of sale Deed /Lease Deed or any other relevant documents as proof to
ensure possession of the site/factory for which application is made by the applicant.
3 Copy of Memorandum of Articles in case of Public/Private sectors or registered
partnership deed in case of partnership company
4 Layout plan showing the location of various process equipments, utilities like
boiler, generator etc, effluent treatment plant, outlet location, non-hazardous and

periods ending Previous financial Years duly certified by a Chartered
Accountant in the prescribed format.
11 Consent fee under Water and Air Acts payable to the Board.
12 Ground water clearance obtained from the competent Authority (If
applicable).
13 Sewage Treatment Plant(STP) proposal which must contain details of design
characteristics of sewage, treatment methodology, mode of disposal, design
criteria for various units, detailed drawing of STP and its layout, diagram

17 In case of transport of hazardous chemicals, details of chemicals
transported, method of transport and its safety measures (If applicable).
18 Industries attracting EIA Notification shall submit Environmental Clearance
obtained from the MOEF/SEIAA along with the Environmental Impact
Assessment Report (If applicable).
19 CRZ clearance obtained from the competent Authority (If applicable).

5. ‘CTE-Expansion-Water’ and ‘CTE-Expansion-Air’

1 A covering requisition letter stating the status of the industry and Expansion
activities clearly.
2 Detailed manufacturing process for each product along with detailed process flow
chart.
3 Details of Water Balance and waste water balance for process.

6. ‘CTO-Expansion-Water’ and ‘CTO-Expansion-Air’


Enclosures to be accompanied
1 A covering requisition letter stating the status of the industry and Expansion
activities clearly.
2 Compliance statement on the latest Renewal and CTE-Expansion-special
conditions stipulated under Water & Air Acts
3 Auditor’s Certificate with break up details for the actual Gross fixed Assets (final
cost) duly certified by a Chartered Accountant in the prescribed format.
4 Comparison statement of the existing and expansion activities in the prescribed
format.
5 Photographs of the provided measures of ETP/APC/ other compliances of
conditions (If applicable).
6 Agreement with Common TSDF/ CBMWTF (If applicable).

7. ‘Renewal-Water’ and ‘Renewal- Air’


Enclosures to be accompanied
1 A covering requisition letter stating the status of the industry and activities clearly.
2 Details of production capacity, actual products manufactured in month wise
during the previous financial year.
3 Details of changes if any in the quantity of sewage/trade effluent generated and
mode of disposal of the same indicated against in the original consent order(If
applicable).
4 Details of changes if any in the quantity of emission and number and height of
chimney/stacks indicated against in the original consent order(If applicable).
5 Details of changes if any in the name or in the management of the company(If
applicable).
6 A consolidated report of analysis of the treated sewage/ trade effluent samples
collected by TNPCB Officials during the previous financial year (If applicable).
7 Latest reports of AAQ, Stack Monitoring and Noise Level Survey conducted
through TNPCB lab during the previous financial year (If applicable).
8 Compliance report on the conditions of latest Hazardous waste
Authorisation/Biomedical Waste Authorisation issued to the unit (If applicable).
9 Compliance report on the latest consent/renewal of consent order conditions
stipulated under Water & Air Acts issued to the unit.
10 The latest Audited Balance Sheet/Auditor’s certificate showing the Gross Fixed
Assets (GFA) without depreciation of the unit in the prescribed format.
11 Consent fee under Water and Air Acts and water Cess fee under Water Cess Act
payable to the Board.
INSTRUCTIONS FOR NEW INDUSTRIES WHICH ARE APPLYING FOR CONSENT
FOR THE FIRST TIME
1. Full name of the applicant:
The applicant shall be the occupier of the unit or the person authorized by the occupier. In
case of the authorised person, the copy of the authorization letter shall be enclosed.
2. Name of the Industry:
If the applicant has more than one unit in the same name in TN, a distinction may be
made in the name. Ex. Unit I & Unit II, Power Dn., Chemical Dn., etc
3. Address of the factory location:
Please provide postal address of the factory
4. SF No
Please provide all the SF numbers, If sufficient space is not available provide as
annexure. All SF numbers should match with SF numbers in the land document. Please
provide it even if you are lessee. The unit shall enclose a copy of the entire land document
with the application. If on lease provide lease agreement that indicates the SF No. and the
lease value
5. Built up area:
It includes area allocated for buildings, roads and pavements. To convert the built up area
in M2, divide it by 10000. (Ex. Built up area 200 M2 is 0.02 Hec)
6. Irrigation area:
Area allocated for developing crops using the treated effluent both within the premises and
outside
7. Green belt area:
Area allocated for lawns, gardens and trees within the premises.
8. Solid waste storage area:
Area allocated for temporary storage/permanent disposal of solid and hazardous wastes
9. Date of commissioning:
New units indicate as “Proposed”. If possible provide probable date of commissioning.
Existing units indicate the actual date of commissioning and provide appropriate proof for
the same.
10. Gross fixed asset:
It includes land, building and all other fixed assets. Existing unit shall substantiate it with a
copy of latest balance sheet or auditor certificate. If the unit is on lease land or building or
both, land and building component of GFA shall be 20 years lease value. Ex if the monthly
lease value is Rs 10000, then the land and building cost is 10000 x 12 x 20, ie Rs
24,00,000.
11. Raw Materials:
If the unit proposes to store/handle hazardous chemicals, the unit shall provide MSDS for
all the chemicals. If the quantity is more than the threshold limit prescribed in the MSI
Rules, please furnish any one or combination of the following documents depending upon
the legal requirement. Risk assessment report/On site emergency preparedness plan/Off-
site emergency preparedness plan.
12. Principle use:
Please indicate the purpose for which this raw material is used.
Ex. Ammonia : To produce urea, NaOH: For degreasing
13. Details of air pollution control equipment:
Description Please indicate the type of measure like ESP, Scrubber, etc.
14. Details of effluent disposal:
Please indicate the qty of sewage/industrial wastewater/mixed wastewater against the
corresponding receiving body. The total quantity of sewage and industrial waste indicated
in the previous col. and the sum of sewage/industrial wastewater/mixed wastewater
quantities indicated against all the receiving bodies here should exactly match.
a) If the unit intends to discharge on land for irrigation/gardening, the unit shall
earmark adequate area within the premises based on the hydraulic loading rate
of 35 KL/Hect/day.
b) If the unit intends to discharge through SEP, the unit shall provide SEP area
calculated based on 4.5 mm/day evaporation rate.
c) If the unit intends to discharge into sea or marine coastal area, the exact point
of disposal shall be decided based on the oceanography study conducted by a
competent authority.
d) If the unit intends to discharge into sewers, the unit shall obtain necessary
permission from the authority who is in-charge of the operation of the sewer.
e) If the unit intend to discharge into CETP, or in the ETP of sister concern please
furnish a consent letter from the CETP/sister concern
f) If the unit intends to recycle the treated effluent/sewage, a detailed technical
feasibility report shall be submitted.
g) If the unit intends to recycle the treated effluent/sewage in other units/places, a
consent letter from the end user along with the technical feasibility report shall
be submitted.
Water Application
4. Details of hazardous solid waste:
Please note that if the unit generates HW, the unit shall file separate application to obtain
authorization under the HW (M&H) Rules for handling hazardous waste.
Please refer “List of Hazardous Waste” in the Help Column.
Method of collection: Please indicate “manual” or “Mechanical”
Method of disposal: Please indicate whether sold out, disposed through localbody, stored
inside the premises etc.
1. Details of Water source located in the vicinity of the unit
a) Please indicate the nearest three significant water sources like rivers, lakes, canals,
etc.
b) Please note that setting up of certain type of industries are banned up to 1 Km from
certain water bodies and up to 5 Km from certain rivers.
c) If the unit is to be located just outside these banned areas (ex. 1.5 Km from a
specified water source, 5.5 Km from a specified river), it has to be supported by
certificate indicating the actual distance from the water source with latitude -
longitude details obtained from a reputed educational institution.
2. Distance of the unit from sea shore/back waters
a) Please indicate the exact distance from the seashore/backwaters.
b) If the unit is located within 1Km from the seashore/backwaters it has obtain
certificate from Anna University stating whether the unit falls within the CRZ area or
not.
c) If the unit falls within the CRZ area and if the unit is a permitted activity, the unit
shall obtain CRZ clearance from the concerned authorities.
