1. Executive Summary

Many projects are completed this quarter in different ports. The highlights are the successful
security and traffic management during a bicycle event held in Khalifa Port, the completion of
the Tetra Communication project in Al Dhafra Region Ports, and the full operation of Gate 03 in
Zayed Port. Value Added Tax (VAT) was charged successfully in all Abu Dhabi Ports and receipts
are printed in the kiosk machines.

Major security and facility improvements are initiated to provide better and efficient services in
the ports. I-pad devices are installed in Khalifa Port and in Free Port to easily facilitate the
customers and made Port Pass Online service easier. Installation of security cabins, 7975 CISCO
IP Phones, gate barriers, safety cones, force protection barrier, humps and speed limits sign are
done to ensure and maintain port security and effective patrolling at the port premises.
Pursuant to the implementation of the new security policy, old security policies have been
replaced with the updated one in various buildings and department in the ports to keep
everybody posted and informed. New tariffs are implemented, COSCO 50 AED in Khalifa Port
for which is specific for COSCO and their subcontractors; and IRSHAD 150 AED in Free Port.

Various awards are received both by the port and port personnel for the first quarter. Gate 03
Project of the Zayed Port was awarded as the Best HSE Initiative to its major contribution on
HSE improvement, Mr. Aziz Ur Rehman (ZP security patrolling guard) given an award as one of
the selected Employee of the month for his remarkable submission of HSE Observation Reports
for month of December 2017 & YTD.

Security committee meetings, security inspections and improvement meeting with staff,
tenants and contractor are on going in different ports to update everyone on the current
security details of the port and its improvement, to comply with the 2018 Security
Improvement Plan and to maintain the highest numbers (1,405) of submitted and close out
Near Miss and HSE Observation that contributes a huge impact of a safer and secure working
environment in the Abu Dhabi Ports.

2. Special Projects
The Abu Dhabi 2030 Vision has a core commitment to building a sustainable, diversified and
high value-added economy. Hence, special projects are actively initiated in each ports to put
the 2030 vision in action.
2.1. Zayed Port
2.1.1. Gate 03 Project Completion
With the combined efforts of AD Ports Operation Team with Gate Pass and IT, Gate 03
was fully operational last April 2018. This is a new project that provides a new entry
access to commercial trucks. It has an allocated parking area for the drivers waiting for
gate pass approval. Gate 03 project has been selected as Best HSE Initiative to its major
contribution on HSE improvement.













2.1.2. Security Incident Advance IP Phone Installation
For security improvement, a new 7975 CISCO IP Phone
was installed. It has advanced feature that other IP
Phones because it has a high-fidelity wideband audio,
improved navigation options and can save multiple
numbers. It has an enhanced user experience since
button allows the operator to call the registered
numbers in promptly, which is very time efficient.

2.1.3. Security Patrolling Vehicle Branding and Patrol Light


Installation
Security patrolling vehicle branding is crucial to provide identity and authority of security
port officers. Core responsibilities of patrolling vehicles are to immediately respond and
Emergency incident, guides External entities to an incident location, ensure a secure ship
chandler delivery, cycling escorting and to monitor the port premises.

Emergency patrolling vehicle light is more visual light to convey to other road users the
urgency of the vehicle. It gives signal to another driver to stop for interaction or to give
way. This will help the effectivity and efficiency of Port Emergency Respond. AD Ports
Emergency No. 800-112 also visibly seen on each side of the patrol vehicles.

Zayed Port is one of the state-of-the-art terminal in Abu Dhabi. The facilities cater to a
worldwide fleet of cruise ships, with increased capacity and compliance with Abu Dhabi’s
environmentally minded development approach. Thus, improvements on security and main
facilities are regularly done to ensure safety and maintain the world class services offered
by the Port.

2.2. Khalifa Port
2.2.1. Security cabin and gate barriers installation
Security cabin and new gate barriers are installed in the entrance and exit of the
relocated CFS/EGA operations area. A security guard is placed 24/7 to man each security
post.

2.2.2 Traffic Management Participation in Bicycle Event


Khalifa Port management participated in the traffic management of the bicycle event
held in the port to ensure a successful event. The preplanning was done together with
the other departments in the deployment of security guards and other traffic resources.

Khalifa Port is the largest infrastructure project in Abu Dhabi, and the first semi-automated port
in the Middle East and North Africa region. The port comprises an Advanced Terminal
Operational Building which uses state-of-the-art computer technology to control the container
terminal. It also boasts the longest bridge in the UAE and an eight kilometre break water
designed to protect the Ras Ghanada coral reef. Hence, the recent changes and development in
Khalifa Port is highly regarded since upon completion, Khalifa Port will become the main
commercial port of Abu Dhabi.

2.3. Musaffah/Al Dhafra Region Ports
2.3.1. Mugharag Port and Sila Port Barrier Project
This project is implemented in the Mugharag Port and Sila Port main gates.

2.3.2. Issuance of Security Items


Security items like safety cones and bicycles are provided in different ports. Al Dhafra Region ports
received 30 safety cones to control traffic. Mugharag and Sila Port Security Team received one
bicycle each for more effective patrolling in the port premises.









2.3.3 Facility Repairs
Bicycle Safety Cones


Sunken interlock in yard, security cabin’s LED Light and damaged perimeter fence in Sila
Port are fixed and repaired respectively. Repairs ar done immediately to prevent traffic
and maintain the smooth transaction within the ports, especially that almost all
transactions in the port involves cargo operations and warehousing.

2.3.4 Tetra Communication in ADR Ports
Al Dhafra Region Ports (i.e. Mirfa, Mugharag & Derma Port) Tetra communication device
project has been completed and it is fully operational. This will improve and make
communication transactions faster and clearer between ports. In addition, all incidents
can be addressed immediately and avoid delays in port operations.

3. On-Going Projects and Progress in Current Issues


3.1. Zayed Port

3.1.1. CCTV Camera Project


In completion of the CCTV Camera projects, additional cameras are installed at HQ
Building, Security Building, and Parking Areas including VIP Parking Area. The CCTV
camera projects will improve the monitoring system of Zayed Port and it will give a wide
coverage especially on critical areas. The project is still ongoing that aims an
improvement of all AD Ports.


3.1.2. Freeport ISPS Certification Update
Freeport Security Plan is submitted to General Authority for approval. The mandated
requirements are all in process for completion such as additional humps, standby
concrete barricades and emergency gates. These mandated requirements will regulate
the speed of vehicles going in and out of the ports and as compliance for the ISPS
Certification.

3.1.3. Red Zone and Green Zone Project
The proposal of Red Zone & Green Zone Project is in its initial stage. The map proposal
was already sent AMD for budget estimation. Once approved, it will be immediately
implemented as Zayed Port is the fastest growing port with increasing number cargo,
maritime and industrial operations.



3.1.4. Sand Area Project Update


Improvement in the Sand Area Project is still going on. The ISPS fence is extended,
asphalt ground is wider and replaced with a bigger security cabin. Washroom is already
available.

3.2. Khalifa Port


3.2.1. Game Management System Enhancement Plan
Game Management System (GMS) Enhancement Plan – GMS app is to be integrated to
the GMS computer workstation and mobile device. This will be used by the security
department to monitor transaction results from existing GMS functionalities and
process.















3.2.2. Hand-over of the New Gate Barriers
New gate barriers have been installed in a number of access points within Khalifa Port.
Functionality tests are still being performed before handed over to the Security
Department. This will strengthen the security of the whole port and manage the traffic
properly as well. The gate barriers are also in compliance with the on-going ISPS
Certification in Abu Dhabi Ports.

3.3. Musaffah and Al Dhafra Region Ports

3.3.1. Areas for Improvement


• Replacement for faded signboards in prohibited areas
• Installation of no security signboard ‘The use of Cameras or Video Equipment is prohibited’ in the
Worker Rest Area and Agility Warehouse.


3.3.2. HSE Observation, and Near Miss Report and Close Out
The MP/ ADR Ports Security department achieved the total of eighty-five (85) HSE
Observation & Near Miss Reported and close out for the 1st Quarter of the year. A total
of 58 MP & 27 from ADR Ports. All security personnel MP/ ADR Ports submitted and
participated to improve the safety and security of the port.

These are few of the unsafe places in the port that needs improvement for safety purposes.
These areas should be fixed immediately because it has unsound effects in the port like being an
eyesore and oftentimes causes unexpected accidents in the port.

3.3.3. Access Control in Admin Building at Musaffah Port


The Access Control proposal for Admin Building in the second floor is on progress.
Currently waiting for review by IT & under implementation.
3.3.4. Musaffah Port Server Room
PFSO reviewed Musaffah Port & discussed with the IT team to move the server room
from custom ground floor to AD Port’s Operation Office in the second floor.
3.3.5. CCTV Camera Project
The CCTV Camera Project is under budget costing and management approval. There are
three CCTV added on progress, waiting for the IT team and security system to do the
survey and provide the cost.

3.3.6. Delma Port ISPS proposal completion
On January 30, 2018, in a meeting between ADR Ports and General Authority, it was
advised that only the Ferry Terminal is required of ISPS. This is already waiting for the
General Authority letter and afterwards final proposal review with the requirement.

4.1.3. Security Critical Drill

The Security team rendered its full support and cooperation during the Rahma Run
Event Finale. Dr. Khaled Sultan was escorted by the Security team on his arrival at Gate
01, Zayed Port in completion of a 327 km continuous running. All trucks and vehicle
entry were diverted in Gate 02.











4.1.5. Appreciation Certificate and Italian Navy Ship
Italian Navy Ship Carlo Margottini expresses their gratitude and appreciation to the magnificent
effort and cooperation of Security Team during their Official Reception with High Ranks Officials
(Diplomat & Non Diplomat), Ambassadors, Embassy Personnel and other visitors. The Italian
Navy Ship held a successful Official Reception last March 26, 2018, which has approximately 250
visitors including Diplomatic, Defense Attaché, Italian & French Embassy Personnel, UAE High
Ranks Officials and Civilian Visitors. The Security Department manages all visitors access to the
navy ship and ensure that vehicles parked in the designated parking areas.

4.2.1. US Navy Ship Visit in Mugharag Port


Heightened alert security have been provided to the US Navy Ship during their stay in
the port to ensure safety and security.

4.2.2. Cruise Ship Call in Sir Baniyas Island
Security was deployed in Sir Baniyas Island during the cruise call to secure the vessel
visit. In the first quarter of 2018 there are already twenty-two (22) cruise vessel call in
Sir Baniyas Island.

Daily Security Briefing/Toolbox Talk are conducted to all security guards to ensure that all the
updates and port operations are circulated to all security guards to maintain the awareness of
the security at the ground. A good initiative from contracted security supervisors who
conducted an actual exercise execution to deliver the message clearly to all day shift and night
security guards.

Customer Service training was provided to all the security guards working in Khalifa Port in
order to enhance their skill, knowledge, and competency for customer satisfaction.












ISPS Security Training was given to all security guards both day and night shift. This training will
increase the security awareness of all the guards, and it will help them in identifying actions to
be taken in certain security situations. A total of 70 toolbox briefings were given to all of the
staff of KP Security Department. This includes all the updates on post orders and the contents
of the ports security work instructions. This is provided on a daily basis to refresh them on their
job responsibilities.

During the 1st Quarter, a total of 37 toolbox briefing sessions was conducted by PFSO Mr. Adeeb
Al Katheeri to the Musaffah Port security team. Before they started to work, the management
ensures that all guards are aware of their duties and responsibilities at work. All daily ports
operation including updates & new instructions fromthe security management are imparted to
the security guards. In addition, various security and safety related topics were discussed during
the sessions.

7. Security Services
Ports Security provide security services include but not limited to the provision of Barriers,
Booth, Container Barrier, Escort Services, Security Guards and Drove Services to Government
stakeholder and customer etc. We received application letters from several customer &
stakeholders for the excellence services provided.

8. Security Incidents
A Security incident means any suspicious act or circumstance threatening the security of a ship,
including a mobile offshore drilling unit and a high-speed craft, or of a port facility or of any
ship/port interface or any ship-to-ship activity. Therefore, incidents may occur, yet what

matters is the capability to react to such incidents prior to their occurrence, and have
capabilities to identify such breeches and report them, to respond appropriately to prevent
them from re-occurring.

11. Ports Permit System
In order to provide critical and timely assistance to our customers, all ports in Abu Dhabi
implemented new projects and changes in the system of permits.

In Khalifa Port, a new tariff had been implemented. The COSCO 50 AED tariff is for COSCO and
their sub-contractors. Value Added Tax (VAT) is successfully charged to customers through kiosk
receipts. Khalifa Port had installed an iPad device to facilitate the customers through easier and
faster Port Pass Online service.

In Free Port, a new tariff name is added in kiosk machines, which is the IRSHAD 150 AED. Kiosk
machines started to print VAT in customer receipts and an iPad device had been installed in the
port to guide the customers on how to apply gate pass online. Applying for the gate pass online
is easier and makes port transactions faster.
