New Delhi, Dated: 12" June, 2018
Office Memorandum
Subject: Pay Revision of Board Level and below Board Level Executives and Non-
Unionised Supervisors of Central Public Sector Enterprises (CPSEs) w.e.f.
01.01.2017-Regarding
It has come to the notice of this department that some CPSEs have considered PBTS
of three Financial Years viz. 2013-14, 2014-15, and 2015-16 while assessing the
affordability for 2017 pay revision instead of taking into account the PBTs of the FY 2014-
15, 2015-16 and 2016-17 for implementation of the pay revision during the FY 2017-18.
2. In this regard, attention is invited to the DPE OM of even number dated 18.04.2018
clarifying “while implementing pay revision during the Financial Year 2017-2018, average
PBT of last three financial years i.e. 2014-15, 2015-16 & 2016-17 needs to be taken into
consideration”. The stand as conveyed by DPE is reiterated. Thus, if pay revision is being
implemented during financial year 2018-19, PBT of last three FYs viz. 2015-16, 2016-17
and 2017-18 needs to be taken for consideration”.
3. Accordingly, all the administrative Ministries/Departments are requested to
examine the pay revision proposals of CPSEs under their administrative control in the
light of DPE guidelines and take corrective measures, if required, to ensure that DPE
guidelines are followed in letter and s
