DOST Sec approves P1.188 M for Technology Transfer

Iloilo City- Departent of Science and Technology

(DOST) Secetary Fortunato De La Peňa approves
Php 1.188 Million of licensing agreements with
Fairness Opinion Reports (FOR) for technologies
ready for transfer in the same day of the
celebration of the Technology Transfer Day held
at the Iloilo Convention Center, Iloilo City last
October 27, 2017. This is the first time the
Secretary approves term sheets on the same day
of the event.

The 2017 Technology Transfer Day spearheaded

by DOST-Technology Application and Promotion
Institute (TAPI) is organized as an avenue to allow
technology generators and prospective
technology adopters to negotiate the transfer of
DOST-matured technologies and ensure that both
parties will benefit. This highlights the journey of
DOST and its partners in revolutionizing Filipino
science and technology to be more relevant and
responsive to the needs of the local industry.
Moreover, this event is a unique opportunity for
investors, enterprises and organizations to DOST Secetary Fortunato De La Pena presents
capitalize on the solutions offered by our term sheets evaluated with Fairness Opinion
homegrown technologies in the areas of Reports during the 2017 Technology Transfer Day
in Iloilo City.

In this event, the Fairness Opinion Board (FOB) evaluated negotiations in different industries
which include Food and Beverage, Agriculture, Agro-Forestry and Natural Fibers and
Fisheries. Pursuant to R.A. 10005, otherwise known as the “Philippine Technology Transfer
Act of 2009”, the Fairness Opinion Board (FOB) shall be composed of three experts from
public and private sectors, tasked to review or evaluate relevant documents submitted by
requesting parties and independent information obtained related to the request for FOR to
determine standard licensing and spin-off. It shall render opinion as to the fairness to the
Government Funding Agency (GFA), or DOST Research and Development Institutes (RDIs)
concerned of the proposed transaction, and TAPI, serving as the Secretariat, shall issue and
submit the FOR to the DOST Secretary.

Before the event ended, a total of 39 term sheets in the field of Food and Beverage industry
were evaluated where 18 was given with FOR and 21 was pending. In the field of
Agriculture Industry, 10 term sheets were evaluated where one got an FOR and nine was
still pending. Meanwhile, term sheets as regards Agro-Forestry and Natural Fibers, and
Fisheries were yet to be reviewed and verified by the FOB as these proposals need
thorough deliberations, some of which were almost ready but lacked documents necessarily
for approval.

The fast-tracked issuance of FOR is an innovation of DOST-TAPI as the Secretariat of the

FOB, which shortens the period of evaluation and issuance from about 60 days from the
constitution of the FOB, to a minimum of 10 days. This shall redound to great savings in
time and financial resources in the transfer of technologies in the country. FOB Secretariat
is chaired by Engr. Edgar I. Garcia, Director of TAPI.

In a press conference of the same event, DOST VI Regional Director Rowen Gelonga
emphasized the importance of research and development in the technology transfer. “We
would like to ensure that these technologies will become commercialized in the market and
also to give incentives to the researchers, so it’s really stimulating on the economy by
coming up with innovations, new products and services in the market and at the same time
encouraging the researchers to generate more technologies because kung wala nang
incentive, wala na, they produce technologies and they forget about it. So this is a ‘win-win’
scenario for us, coming up with new products and services in the market while encouraging
researchers to do more and generate more technologies, so that’s the concept of technology
transfer system.”, the DOST VI Regional Director said.

R.A. 10005 aims to promote and facilitate the transfer, dissemination, and effective use,
management, and commercialization of intellectual property, technology and knowledge
resulting from R&D funded by the government for the benefit of national economy and
taxpayers.

Attended by 513 participants from the private sector, academe, MSMEs, LGU, DOST-TAPI,
DOST VI and other sectors, the event was made possible through partnerships and linkages
among scientists, researchers, innovators, inventors, entrepreneurs and industry players in
