UVOD
INTRODUCTION

NEDELJA ARHITEKTURE ove godine poprima karakter utemeljene manifestacije koju, po drugi put, organizuju
Društvo arhitekata Beograda i Kulturni centar Beograda. Ovogodišnja smotra nastaviće da promoviše profesiju
predstavljanjem uspešnih ostvarenja, konkursnih projekata i vizionarskih ideja naših arhitekata, ali i autora iz
inostranstva. Istovremeno, organizator želi da približi teorijska načela i istoriografske principe koji doprinose
unapređenju arhitektonske struke i kvalitetu izgrađenog prostora.

I ove godine, NEDELJA ARHITEKTURE želi da zainteresuje i uključi u razmišljanje o gradskom prostoru Beograđane
različitih profesija i generacija. Tako će, organizovanjem raznovrsnih tematskih šetnji koje treba da podstaknu
njihovu znatiželju, građanima biti pružena mogućnost da uz podršku vodiča, arhitekata i istoričara arhitekture,
otvore čula za upoznavanje kvaliteta arhitektonskog okruženja. NEDELJA ARHITEKTURE ponovo želi da privuče
i najmlađe Beograđane koji će, u nizu akcija i radionica, imati priliku da bolje upoznaju arhitekturu i arhitekte.
Jedna od najvažnijih uloga ove manifestacije jeste popularizacija arhitekture i nastojanje da se svakom omogući
da razume svoju ulogu u njenom stvaranju i trajanju.

Razmatranje šire shvaćene arhitektonske discipline obuhvatiće niz predavanja istaknutih teoretičara iz zemlje
i inostranstva i aktivnih učesnika u kreiranju prostora. Otvaranje NEDELJE ARHITEKTURE, u toku s najnovijim
evropskim kretanjima, pored predstavljanja stranih timova i autora, pratiće promocija arhitektonskog časopisa
A1O – prve publikacije osnovane u nameri da ujedini arhitektonsku struku cele Evrope.

NEDELJA ARHITEKTURE će, ipak, u najvećoj meri biti posvetćena domaćim temama, od predstavljanja
najuspešnijih konkursnih radova domaćih arhitekata, u organizaciji Društva arhitekata Beograda, do manje
popularnih tema, kao što su nadogradnje, s kojima se celokupna struka i šira javnost moraju uhvatiti u koštac.
Preispitivanje arhitektonskih vrednosti biće obogaćeno i diskusijom i istorijskim pregledom jednog veka
modernosti Beograda, Niša i Novog Sada.

Verujemo da će i ovogodišnja NEDELJA ARHITEKTURE ostvariti svoj glavni cilj – utemeljenje kriterijuma u
shvatanju izgrađenog prostora, afirmaciju pozitivnih vrednosti arhitektonske struke i unapređenje lika Beograda
kao aktivne evropske metropole. Naša misija je da podstaknemo bolje razumevanje uticaja arhitekture u
stvaranju lepše slike našeg grada, a takođe i da ukažemo na značaj arhitektonskog stvaralaštva kao javnog
interesa i izgrađenog prostora kao civilizacijske tekovine čovečanstva.

UVOD
INTRODUCTION

This year, the Architecture Week has assumed a character of an established manifestation organized for the second time by
the Association of Belgrade Architect and Cultural Center of Belgrade. Intention of this year’s manifestation is to continue
promoting the profession through presenting successful realizations, competition designs and visionary ideas in the field of
architecture, of both local and foreign authors. At the same time, the organizer wishes to bring theoretical principles closer
to historigraphic principles, which contribute to improving architectural profession and quality of built space.

This year likewise, the Architecture Week is aimed at arousing interest of Belgrade citizens of various professions and age to
include themselves in thinking of a city space. Thus, the citizens will be offered an opportunity to become more interested
in architecture as well as to open their senses for reading quality of architectural environment, through various thematic
walks led by guides, architects and historians of arts. The Architecture Week again wants to attract the youngest Belgrade
citizens who shall, through a number of actions and workshops, have an opportunity to come closer to architecture and
architects. One of the main missions of the Architecture Week is popularization of architectural discipline wishing that
everyone comprehends its role in its creation and duration.

Consideration of a wider meaning of architectural discipline shall be covered by a series of lectures which will be delivered
by prominent theoreticians and active participants in creating space, from the country and aboard. Opening of the
Architecture Week, according to the current European movement, shall be supported, besides presenting foreign and
home teams and authors, also by a promotion of architectural magazine A10 – the first publication aiming at uniting
architectural profession throughout Europe.

Still, the Architecture Week shall be dedicated for the most of its part to local themes, starting from those positive ones,
such as presenting the most successful competition works of home architects in the organization of the Association of
Belgrade Architects, to those less popular ones such as superstructures with which the overall profession and wider public
should get to grips with. Also, reconsideration of architectural values shall be followed by discussions and historical review
of a century of modernism in Belgrade, Niš and Novi Sad.

We are hopeful that this year’s Architecture Week shall accomplish its main goal, namely, establishment of criteria in
comprehending the build space, affirmation of positive values of architectural profession and improvement of an image
of Belgrade as an attractive European metropolis. Our mission is to encourage better understanding of the impact which
architecture has in creating more beautiful image of our town, as well as to point out the importance of architectural
creativity, as a public interest, and the build space, as a civilization’s achievement of entire mankind.

Dogradnja: uklapanje ili kontrast?

Kad kažemo dogradnja objekata, svi odmah imamo asocijaciju na bezbroj primera loših, divljih dogradnji,
na pojam legalizacije, na čuvene beogradske i zemunske partaje, gde se dograđuje ono davno dograđeno,
komplikuje ono što je već haotično, neukusno, ili gde se samo dodaje kič na postojeću običnu kuću… Negde,
ne tako daleko od nas, u Italiji, Sloveniji, Češkoj, Nemačkoj, Austriji, dogradnja i adaptacija su pravi izazov za
arhitekte koji imaju afinitet prema iteraciji, uklapanju, prema malim, finim zadacima koji mogu da budu merilo
posebnog senzibiliteta.
Pitanje je stava – kada se dograđuje objekat spomeničke vrednosti koji je pod zaštitom: da li dogradnja treba
da bude čista rekonstrukcija onog što je nekada davno postojalo, ili treba da nosi pečat vremena u kojem se
dograđuje? Zaboravljamo na to da bismo, u slučaju pukog ponavljanja minulih razdoblja, imali samo objekte
čistih stilova, renesanse, baroka, moderne itd. Istoričari umetnosti ne bi mogli da identifikuju razne slojeve
koji su tokom vremena dodati pojedinim spomenicima kulture. Gradovi bi bili siromašniji za jednu pojavu:
slojevitost održivog rasta i promena građenih sredina.

Zato je važno da naša sredina ima savremeniji i jasniji, samosvestan stav o dogradnjama, uklapanjima u
spomeničko okruženje, da prati šta se dešava u zemljama koje imaju mnogo veću i bogatiju tradiciju na tom
polju. Muzej Kastelvekio u Veroni kod nas ne bi mogao da se na taj, ingeniozan način adaptira i dograđuje, kao
što je to arhitekta Karlo Skarpa uradio, na radost svih arhitekata i stručnjaka sveta koji odlaze na hodočašće
tom objektu, učeći se kako novo može da se uklapa u staro, a da to uklapanje ima jasan pečat autentičnosti,
sopstveni autoritet, svoj stil bez neukusnih preterivanja.

Velika je poteškoća naći pravu meru uklapanja ili kontrasta prilikom dogradnje čak i običnog objekta bez tereta
istorije umetnosti. Zanimljiva je tema kako od loše započetog objekta napraviti nešto pristojno i savremeno.
Kako edukovati investitore, građane, kako im približiti savremeni stil projektovanja, umesto olako prihvaćene,
loše interpretirane zavodljive postmoderne?

NEDELJA ARHITEKTURE, kao sve češća manifestacija u razvijenim gradovima svakako je jedan od važnih faktora
u edukaciji arhitekata, građanstva, budućih malih i velikih investitora.

Empirijskim putem dolazi se do imena autora koji, na visokom nivou, mogu da se bave tom problematikom.
Karl-Jozef Šatner je savremeni bavarski arhitekta, koga je Katolička crkva angažovala za srednjovekovni
ambijent Ajhšteta.

Tu odmah nailazimo na stakleni zid u našoj sredini: naša pravoslavna crkva je verno čuvala hiljadugodišnju
tradiciju dok se ona nije okamenila. Purizam ranog srednjeg veka u suštini je veoma blizak našem savremenom
minimalizmu, ili manirizam 16. veka, koji je po svojim principima sličan dekonstruktivizmu današnjice, dobri su
primeri kako treba razmišljati o stilovima koji prate tok vremena.
Danas savremeni arhitekta teško može da se probije svojim idejama u okvirima naših crkvenih spomenika kulture.
Da li postoji ličnost (arhitekta) od autoriteta koja bi mogla da približi savremenu umetnost i graditeljstvo našim
crkvenim veledostojnicima? Crkva akademika arhitekte Branislava Mitrovića pomak je u tom pravcu!

Daleko smo otišli od početne teme dogradnje, ali bez boljeg definisanja osnovnih dilema i stavova teško možemo
naći recept za naizgled jednostavan zadatak: kako dograditi sprat, izgraditi potkrovlje u centru Beograda, kako
u Novom Beogradu, a kako, na kraju krajeva, u starom zaštićenom jezgru Zemuna ili na Beogradskoj tvrđavi?
Pogledajmo izložbu naših kolega da se utešimo i da crpimo novu energiju i volju za te male zadatke...

Extension: Harmonization or Contrast?

When we think of the extension of buildings, what first comes to our minds are numerous miserable, illegal extensions, the
term of legalization, notorious Belgrade and Zemun “tenant extensions”, where the long-ago extended is re-extended, the
already chaotic is further complicated, garish, or kitsch added to an existing plain house… Somewhere - not so far from us,
in Italy, Slovenia, Czech Republic, Germany, Austria, the extensions and remodeling are a true challenge to the architects
with affinity for iteration, harmonization, small, fine tasks that can be a measure for special sensibility.
It is a question of position - when a monument type facility under protection is extended: whether the extension has to be
a mere reconstruction of something that had existed long time ago, or whether it should bear the stamp of times in which
it is being extended? We tend to forget - in case of a mere repetition of former styles - we would only have structures of
clean styles, renaissance, baroque, Moderna etc. The art historians would not be able to identify various layers that had
been added over the time to certain cultural monuments. The cities would be poorer for a phenomenon: stratification of
sustainable growth and change of the developed environments.

It is therefore important for our environment to have a more contemporary and clearer, self-confident position on
extensions, harmonization with the monument environment, to keep up with the goings on in the countries that have a
much greater and richer tradition in that sphere. The museum Castelvecchio in Verona could not have been refurbished and

extended here in that ingenious way, as was done by the architect Carlo Scarpa, to the joy of all architects and experts of
the world that go on a pilgrimage to that structure, learning how the new can be integrated with the old,
and this integration carries a clear stamp of authenticity, one’s own authority, own style without garish exaggerations.

It is very difficult to find the true measure of harmonization or contrast when doing an extension, even with a plain structure,
without “the burden” of the history of art. It is an interesting subject how to create something decent and contemporary
out of a facility that had had a bad start. How to educate investors, population, how to bring the contemporary style of
designing closer, instead of an easily accepted, poorly interpreted seductive postmoderna?

Architecture Week, a manifestation growing more and more frequent across the developed cities, is certainly one of the
major factors in education of architects, the population, future small and major investors.

The names of the authors that are able to deal with this subject matter, at a high level, are arrived at empirically.
Karljosef Schattner is a modern Bavarian architect engaged by the Catholic church to act in the medieval environment of
Eichstaett.
This is where we come up to a glass wall in our environment: our Orthodox church has kept faithfully the thousand year
tradition until it has petrified. The purism of the early medieval century was very similar in essence to our contemporary
“minimalism”, or mannerism of the 16th century, which is similar in its principles to the deconstructivism of the present
days. All these are good examples of how one should consider the styles accompanying the course of time.
The contemporary architect today has a hard time to push his ideas through within some frames of our ecclesiastical
monuments of cultures. Is there a personality (architect) of such authority that could bring the contemporary art and
architecture to our church dignitaries? The church of the academician architect Branislav Mitrović is a shift in that
direction!

We have strayed far from the original subject of “extension”, however, without defining well the main dilemmas and
positions, one cannot find the recipe for the seemingly simple task: how to add another floor, build a loft in the center of
Belgrade, how to do it in New Belgrade, and finally, how to do it in the old protected core of Zemun or on the Belgrade
fortress?
Let’s see the exhibition of our associates in the Architecture Week - let’s console ourselves and draw new energy and
willpower for those “small tasks”…

Zašto konkursi
Konkursi su svetski priznata nadmetanja najboljih arhitektonsko-urbanističkih radova za najbolja rešenja.
Ne postoji brži i jasniji cilj za unapređenje arhitekture i urbanizma neke sredine.

Zašto konkursi preko Društva arhitekata Beograda


Duga tradicija konkursa u našoj sredini predstavlja redak kvalitet koji odoleva menama vremena. Nadmetanja
arhitekata na polju ideja najbolji su način za dobijanje optimalnih rešenja za razne konceptualne probleme koji
se tiču ljudskog okruženja. Pojavom privatnog kapitala i investicija, menjaju se i konkursi koji time dobijaju
sasvim novo značenje.

Od uspostavljanja sadašnjeg upravnog odbora do danas, u protekle dve godine, raspisano je više od dvadeset
konkursa. To je dvostruko više nego za četiri godine koje su prethodile tom periodu. Ipak, smatramo da je
moglo biti i mnogo više raspisanih i uspešno realizovanih konkursa. Društvo je svoju organizaciju utemeljilo
na javnosti, pravičnosti, demokratičnosti, na izboru odgovornih članova žirija i na ukupnoj podršci svih svojih
članova.

Kako smo to postigli


Na početku mandata obratili smo se svim gradskim institucijama, Kancelariji gradskog arhitekte pri Skupštini
grada, Direkciji za gradsko građevinsko zemljište, Sekretarijatu za urbanizam i arhitekturu, Zavodu za urbanizam,
Ministarstvu kulture i svim ostalim institucijama koje su neposredno uključene u građenje grada i pokušali
da uspostavimo potrebne relacije. Na naše veliko zadovoljstvo, naišli smo na neophodnu podršku. Posebno
su instituciju konkursa podržali Đorđe Bobić, glavni gradski arhitekta, Stevan Mićić, predsednik Komisije za
planove, Branka Tmušić, član Komisije, Ivana Milenković, glavni arhitekta SO Novi Beograd, Milana Jočić,
direktor Zavoda za zaštitu spomenika kulture i ostali investitori koji su smatrali da imaju neophodnu poslovnu
saradnju sa Društvom i poverenje u naš rad.

Šta smo uradili


Svoju dugu konkursnu praksu DAB razvija i unapređuje postepeno. Članovi Upravnog odbora su sastavili nov
pravilnik o konkursima koji je skraćen, izmenjen, unapređen i precizniji u odnosu na prethodni. Predstoje nam
provere, usaglašavanja sa zakonom, promene zakona pa da institucija konkursa bude utemeljena i neophodna
za budući razvoj grada.

Kako izgledaju realizacije arhitektonskih radova dobijenih konkursom


Noviji primeri realizacija radova dobijenih konkursom, koje vidimo na ulicama Beograda, važna su obležja naše
arhitekture. Objekat Jugoslovenskog dramskog pozorišta i mnogi drugi koji su tokom duge konkursne prakse
postali deo slike grada posebni su primeri istrajnosti i upornosti svih aktera u velikom i kompleksnom poslu
građenja i stvaranja dela arhitekture.

Mnogi sadašnji projekti, koje ćemo uskoro videti kao realizovana dela, govore o velikoj potrebi da se praksa
konkursa promoviše.
Raznolikost u stavovima i pristupima doprinosi razvoju profesionalne vitalnosti i sposobnosti da se održi korak
s vremenom. Kvalitet prikazanih radova, s druge strane, predstavlja jasnu potvrdu kontinuirane, uspostavljene
i održane tradicije i vezu s najnovijim tendencijama u svetu.

Why competitions
Competitions are globally recognized contests of the best architectural and town planning works for the best solutions.
There is no quicker and clearer objective to upgrading the architecture and town planning of an environment.

Why compete through the Belgrade Architects Society


The long tradition of competitions here is a rare quality that has withstood the changes of time. The contest of ideas
between architects is the best way to obtain optimum solutions for various conceptual problems related to the human
environment. With the appearance of private capital and investments the competitions are changing and taking on a
completely new meaning.

Since the establishing of the present Board to this date over 23 competitions were announced This is twice as many
than in the four years that had preceded that period. We believe that there could have been many more announced and
successfully executed competitions. The Belgrade Architects Society has based its organization on transparency, equity,
democratic quality, choice of responsible jury members and total support of all its members.

How was that achieved


We addressed all municipal institutions at the beginning of the term of office, such as the Office of the Chief Architect
at the City Assembly, Bureau for Building Land and Construction, Secretariat for Urban Planning and Construction, Town
Planning Bureau, Ministry of Culture and all other institutions directly involved with city development and tried to establish
the necessary relations. To our great satisfaction we met with the necessary support. The institution of competition was
supported particularly by Đorđe Bobić, the Chief Architect, Stevan Mićić, Chairman of the Plans Commission, Branka
Tmušić, member of the Commission, Ivan Milenković, Chief Architect of the Municipality of New Belgrade, Milana Jočić,
Director of the Cultural Heritage Preservation Institute of Belgrade, as well as other investors who thought that they had
the necessary business cooperation and trust in the work of the Association of Belgrade Architects.

Our achievements
The Association of Belgrade Architects has developed and improved its competition practice gradually. Members of the
Board have prepared new Rules of Procedure for the competitions, which are innovated, precise and shortened compared to
the previous ones. What we have in store now are checks, harmonization with the law, future changes of the law in order
for the competitions to become established and necessary for the future development of the City.

Execution of architecture obtained through competition


The latest examples of execution by way of competition that we see on the streets of Belgrade are important landmarks of
our architecture. The buildings of the Yugoslav Drama Theater and numerous other structures that have become part of the
city image throughout the long competition practice, are specific examples of perseverance and tenacity of all participants
in the great and complex job of development and creation of a work of architecture.

Numerous current projects that we will see as executed works speak of the great need to promote the competition
practice.
The diversity of positions and approaches contribute to the development of professional vitality and its ability to keep pace
with the time. The quality of the presented works, on the other hand, is a clear confirmation of a continuous, established
and preserved tradition and links with the latest tendencies in the world.

Cvetni vrt, širok pogled u daljinu, tišina i život u centru velegrada atributi su koji karakterišu stanovanje
visoko gore, u potkrovljima gradova. Kako ta potkrovlja i nadziđivanja deluju na posmatrača koji ih opaža iz
uobičajene perspektive, negde sa trotoara ili trga? Da li učestvuju u stvaranju novih, estetski vrednih slika
gradskih prostora i da li pružaju povoljne utiske svim građanima a ne samo svojim korisnicima?
Izložba arhitektonske fotografije Potkrovlja i nadziđivanja u Beču pokušava da odgovori na ova pitanja na
primeru metropole na Dunavu, nezavisno od stilova (postmoderna, moderna, dekonstruktivizam...) i ukusa.
Posebnu pažnju izložba posvećuje zakonodavnoj hronologiji izgradnje potkrovlja i nadziđivanja u Beču
– sa osvrtom na mogućnosti koje arhitekte pri planiranju imaju, držeći se urbanističkih odredaba lokacije i
građevinskog zakona grada Beča, jer one, pored kreativnosti arhitekte, najviše doprinose tome kako potkrovlje
ili nadogradnja izgledaju.
Po nekim procenama, u postojećem gradskom tkivu, u zoni potkrovlja, moglo bi se izgraditi još 30.000
savremenih stanova, što je u svakom pogledu veliki izazov za arhitekte i urbaniste.

A flower garden, wide view in the distance, silence and living in the center of metropolis are attributes which go abreast
with dwelling high up, in the city attics. How do these attics and building on affect observers who watch them from usual
perspective somewhere from a pavement or a square? Do they participate in creating new, aesthetically valuable pictures
of the city space and do they offer pleasant impressions to all citizens and not only to their beneficiaries?
The exhibition of Architectural Photography: „Attics and Building on in Vienna” tries to provide answer to these questions
by giving an example of metropolis on the Danube, regardless of styles (post-Modern, Modern, Deconstructivism...) and
taste.
The exhibition also pays a particular attention to a legal chronology of attic construction and building on in Vienna – with
reference to possibilities which are available to architects in planning, adhering to urbanistic provisions for location, as
well as to the law on construction of the city of Vienna. Because they, besides creativity of architects, basically contribute
to how an attic or building on would look like.
According to some estimation, another up to 30.000 modern flats could be built in the existing city tissue, in the zone of
attics – this is a great challenge for architects and urbanists as regards shaping and facilities.

Izložba BEOGRADSKE NADOGRADNJE realizovana je tokom radionice redovnog programa novih postdiplomskih
studija Arhitektonskog fakulteta u Beogradu, u junu 2007. godine. Izložba predstavlja početak stvaranja arhive
nesvakidašnjih arhitektonskih dela nastalih tokom poslednje decenije u Beogradu. Arhiva će sadržati više
poglavlja, a prvo je posvećeno nadogradnjama. Arhiva treba da pomogne javnosti i budućim istraživačima u
otkrivanju kulturološkog obrasca koji je uslovio nastanak ovakvih građevina.

The exhibition ‘Superstructure in Belgrade’ was realized in course of the workshop within a regular program of the new
Master Studies at the Faculty of Architecture of Belgrade held in June 2007. The exhibition represents a beginning of
establishing archives of unusual architectural works created during the last decade in Belgrade. The archives will include
several chapters, the first one being dedicated to building on. The archives should help both the public and the future
researches in finding out cultural pattern which conditioned the emergence of such buildings.

Izložba ‘Smisao arhitekture’ deo je međunarodnog projekta Laboratorije arhitekture Štajerske. ‘Smisao
arhitekture’ konceptualno se zasniva na ideji sveobuhvatnog vizuelnog atlasa. Izložba pruža uvid u oko 60
kvalitetnih projekata i zgrada, impresivnu panoramu savremene arhitektonske produkcije koju stimuliše samo
jedan evropski region, Štajerska, i koja se prevodi na jednostavan vizuelni jezik umetnika.
Svakako da ne postoji nedostatak radova uglednih arhitekata kao što su: Ginter Domenig, Klaus Kada, Folker
Ginke, Diter Fajhtinger, ARTEC, fasch&fuchs, Peter Kuk i Ben van Berkel, ali zahvaljujući dobro osmišljenom
tematskom pristupu, na izložbi se nalaze i radovi manje poznatih arhitekata kao što su Fejferlik Fricer,
SPLITTERWERK, ORTLOS, Azra Aksamija i PPAGl.
Teme kojima se bavi izložba odabrane su na osnovu njihovog značaja za lokalnu produkciju, i međunarodnu
razmenu u oblasti arhitekture. Sledećih šest tema čine strukturu izložbe i unapređuju razmenu i dijalog o
najnovijoj arhitektonskoj produkciji: ‘Kultura življenja’, ‘Zgrada u istorijskom kontekstu’, ‘Javni prostori i javni
objekti’, ‘Rurbanitet’, ‘Umetnost i arhitektura’, ‘Nauka i arhitektura’
Šarlote Pehaker, osnivač direktor ARTIMAGE, Instituta za produkciju savremene kulture i teorije od 1992.
godine. Umetnički direktor Bijenala medija i arhitekture u Gracu od 1993. godine.

‘Sense of Architecture’ - Contemporary Architecture of Styria

The exhibition ‘Sense of Architecture’ is a part of the international project Architecture Laboratory Styria. ‘Sense of
Architecture’ is conceptually based on the idea of a comprehensive visual atlas.
The exhibition provides with about 60 high quality projects and buildings an impressive panorama of contemporary
architectural production stimulated by a single European region Styria, and translated into a single artist’s visual
language.
There is certainly no shortage of works by renowned architects such as Guenther Domenig, Klaus Kada, Volker Giencke,
Dieter Feichtinger, ARTEC, fasch&fuchs as well as Peter Cook and Ben van Berkel, but thanks to the well-reasoned thematic
approach there is work by many emerging architects as feyferlik / fritzer, SPLITTERWERK, ORTLOS, Azra Aksamija, and PPAG
on display as well.
The themes explored by the exhibition were selected on the basis of their significance for the local production as well as
basis for an international exchange on architecture.The following 6 themes structure the exhibition and enhance exchange
and dialog on recent architectural production:“Cultures of Living”, “Building in Historical Contexts”, “Public Spaces and
Public Structures”, “Rurbanity”, “Art and Architecture”, “Science and Architecture”.

Zašto u Beogradu i zašto na Arhitektonskom fakultetu?


Šćećin je jedan od najinteresantnijih gradova Poljske sa jedinstvenim položajem na reci ODRI, velikom jezeru
Dombije i Šćećinskom zalivu. Šćećin je dobio pravo grada 1241. godine. Od tada je istorija grada povezana sa
događanjima karakterističnim za kontinuitete kojima se odlikuju svi evropski gradovi a posebno sa funkcijom
rečnog pristaništa na Odri, na čijim se obalama odvijao svakodnevni život njegovih građana.
Slične su karakteristike Beograda.
Graditeljski kontinuiteti Šćećina vidljivi su preko brojnih istorijskih zgrada. Do današnjih dana arhitekti tog grada
daju doprinos lepoti gradskih prostora a Dani arhitekture Beograda prilika su da se prikaže deo tog graditeljstva
koje je krajem 19. veka bilo na nivou velikih evropskih gradova Pariza i Berlina, a početkom 21. veka ponovo
doživljava taj uspon.
Arhitekte Šćećina i Beograda povezuje tradicionalna saradnja iz poslednje decenije 20. veka kada su (svake druge
godine) saradnici beogradskog Arhitektonskog fakulteta (u okviru konfrontacija EUROSAG-a), svojim idejama
davali doprinos urbanom razvoju Šćećina. Prilika je da se ta saradnja obnovi i da se arhitektima iz Šćećina uzvrati
gostoprimstvo i srdačnost kojom su nas nesebično darivali.

Why in Belgrade and why at the Faculty of Architecture?


Szczecin is one of the most interesting Polish towns with a unique position on the River Odra, large lake of Dombia and
Szczecin Bay. Szczecin is a very attractive town thanks to its surroundings – small hills, big forest complex, vicinity of the
Baltic Sea and particularly the River Odra backwaters.
Szczecin got a status of a town in 1241. Since that time the history of the town has been linked with events typical for
continuity which is characteristical for all European towns, and particularly for the function of the port on the River Odra
on whose banks everyday life of its citizens has been going on.
Belgrade has similar characteristics.
Architectural continuity of Szczecin is visible in a great number of historical buildings. Until now, architects of this town
have given their contribution to the beauty of the city spaces, and the Architecture Week in Belgrade is an opportunity to
show a part of this architecture which was by the end of 19th century at the level of big European cities, Paris and Berlin,
while at the beginning of 21st century it is again on the rise.
Architects of Szczecin and Belgrade are linked with traditional cooperation established in the last decade of the 20th century
when (every second year) the associates of the Faculty of Architecture of Belgrade (within the EUROSAG confrontations)
contributed with their ideas to the Szczecin urban development. Now, there is an opportunity to renew the cooperation and
return to the architects of Szczecin their hospitality and cordiality with which they have unselfishly bestowed us.

Koncept izložbe fokusira dizajn urbane strukture i personalizaciju rada, jer kada govorimo o arhitekturi
govorimo o autorima, kada govorimo o urbanizmu govorimo o timskom radu.
Izložbena postavka predstavlja timove i pojedince koji stoje iza konkursnih rešenja – otkriva lica beogradskog
urbanizma.
Personalizacija rada ukazuje na složenost delovanja i realizacije dizajna u urbanizmu, kao i na odgovornost
rada u toj složenoj oblasti.

Područje Ade Huje jedan je od najznačajnijih projekata šire centralne zone Beograda – i po obuhvatu, više od
400 ha, i po dispoziciji, uz Dunav. Izložba predstavlja jedan segment rada na pripremi planske dokumentacije
za područje Ade Huje. Organizator programsko prostorne provere područja Ada Huja je Urbanistički zavod
Beograda.

Osnovni cilj rada Društva urbanista Beograda je promovisanje struke izložbama, simpozijumima, konkursima,
seminarima i predavanjima stručnoj i široj javnosti.

The concept of the exhibition is focused on urban structure design and personalization of a work, because when we speak
about architecture we actually speak about authors, when we speak about town planning then we speak about a team
work. The exhibition display presents teams and individuals who stand behind competition concepts – it reveals persons
of Belgrade town planning. Personalization of work indicates complexity of action and realization of a design in town
planning, as well as responsibility of work in this complex field.

The Ada Huja area is one of the most important projects of a wider central zone of Belgrade – both by its coverage, more
than 400 ha, and by its disposition, along the Danube. The exhibition represents a segment of work on preparing plan
documents for the Ada Huja area. Organisers of preliminary Competition were Town Planning Institute of the City of
Belgrade.

To present its professional activites through exhibitions, symposiums, competitions, seminars and lectures to the
professional and wider public, is the principal aim of the Town Planners Association Belgrade.

Founded in 1960, the Cultural Heritage Preservation Institute of Belgrade, during its long-time existence has discovered,
identified and saved from oblivion a great number of structures of whose existence we are aware only to the extent to

Nadogradnja krovova i visokih zgrada je sporno pitanje u Beču. Bez sumnje je da nadogradnja prostora na
krovovima ima mnoge prednosti: nema potrebe za izgradnjom dodatnih puteva, građevinskog zemljišta
ili infrastrukture. Dodatno izgrađeni prostor ima svetliji, bolji pogled i najzad, ali ne najmanje važno, bolji
potencijal u pogledu situacionog plana.
Pod kojim opštim uslovima je moguća nadogradnja krovova u Beču?
a) Zakonski uslovi i b) Zahtevi vezani za estetski oblik
Ja sam za sebe razvio četiri pristupa projektovanju nadogradnje krovova.
1. Rekonstrucija u okviru postojećeg omotača zgrade. Ovde se jedina izmena omotača, na primer, sastoji od
umetanja krovnih terasa i isturenih krovnih badža.
2. Zgrada dobija nov oblik krova koji se projektuje u skladu sa glavnim oblikom i strukturom zgrade.
3. Podiže se nezavisan objekat na vrhu glavnog oblekta. Ovde glavni objekat služi kao osnova za krovnu
konstrukciju koja formira glavnu karakteristiku zgrade.
4. Projekat novog krova se integriše u prvobitni krovni omotač da bi se obezbedilo spajanje novog sa starim.

‘City concentration - Building on the roofs in Vienna’ with lecture

Building on the roof and high-rise building are contentious issues in Vienna. There is no question that adding space on the
roof has many advantages: there is no need for additional roading, building land or infrastructure. The added space has
more light, good views and, last but not least, a better potential concerning lay out.
Under what general conditions are roof extensions possible in Vienna?
a) Legal requirements and b) Aesthetic form requirements

I have developed, for myself, four approaches for the designing of roof extensions.
1. Reconstruction within the existing building envelope. Here the only change to the envelope is, for example, insets for
roof terraces and the projections of dormer windows.
2. The building is given a new roof form of which is developed from considerations of the main building’s form and
structure.
3. An independent object is erected on top of the main structure. Here the main structure serves as a pedestal for the roof
structure which forms the main feature of the building.
4. The new roof design is integrated into the original roof envelope to provide a merging of the new with the old.

Većina trendova u savremenoj arhitekturi traje samo jednu deceniju.


Postmodernizam je cvetao od kasnih sedamdesetih do kasnih osamdesetih, dekonstruktivizam od sredine
osamdesetih do ranih devedesetih, a supermodernizam od kasnih osamdesetih do kasnih devedesetih. Ono
što se u početku čini novim, svežim i interesantnim brzo se pretvara u istrošenu fomulu, koju treba zameniti
nečim najnovijim. Ovaj brzi proces ne utiče samo na arhitekturu već i na pisanje o njoj. Ako je moj esej
o supermodernizmu ikada uopšte i bio opis aktuelnih tendencija, on je gotovo deceniju nakon svog prvog
objavljivanja već postao istorijska knjiga. Ova prezentacija gleda unazad, na jučerašnjicu, stavlja arhitekturu
opisanu kao supermodernizam i eponimsku knjigu u kontekst kasnog dvadesetog veka i odražava ono što bi
mogla da bude sledeća velika stvar u arhitekturi.

Hans Ibelings (1963) istoričar arhitekture i urednik i izdavač časopisa ‘A10 - Nova evropska arhitektura’. Autor
je nekoliko knjiga, uključujući ‘Supermodernizam: arhitektura u doba globalizacije’. Živi i radi u Amsterdamu.

Most trends in contemporary architecture only last about a decade.


Postmodernism flourished from the late-seventies until the late -eighties, Deconstructivism from the mid-eighties until
the early nineties, and Supermodernism from the late eighties until the late nineties. What seems to be a new, fresh and
interesting in the beginning rapidly turns out be a worn-out formula, to be replaced by the latest new thing. This rapid
process not only affects architecture, but also the writing about it. If my the essay on Supermodernism has ever been a
description of current tendencies at all, almost a decade after its first publication it has certainly become a history book.
This presentation looks back at yesterday’s present, places both the architecture described as Supermodernism and the
eponymous book in the late twentieth-century context and reflects on what could be the next big thing in architecture.

tranzicijskim društveno-istorijskim okolnostima. Beogradska arhitektura ovog perioda vrlo precizno odslikava

kulturne scene tokom 80-ih godina, ali i krah, kontroverze, destruktivnost i civilizacijsko iskliznuće tokom

Početak moderne arhitekture u Srbiji nije moguće jasno locirati događajem ili nekom građevinom, projektom
koji je prosvetlio graditeljsku misao. Može biti određena samo uža vremenska zona sebepredrugojačenja
(sichanderswerden), da upotrebimo pojam pozajmljen iz nemačke filozofije. Po Beogradu su tokom treće
decenije delali neki graditelji vrhunskog modernističkog kova i neovdašnjeg rejtinga, poput Huga Erliha, koji
je proveo dve godine u prestonici Jugoslavije, ostavivši nam izvrstan objekat banke u ulici Kralja Petra, ili
pak Nikole Dobrovića, koji je izbombardovao usnulu evropsku periferiju svojim projektom Terazijske terase
na samom kraju dvadesetih. Ipak, opšteprihvaćen je stav da je početak moderne arhitekture u Srbiji vezan za
pojavu Grupe arhitekata modernog pravca (GAMP). Četvorica beogradskih arhitekata Kojić, Babić, Dubovi i
Zloković osnovali su grupu 1928. godine.

S obzirom na to da je prethodnih sto godina proteklo u znaku moderne, dat je osvrt na arhitekturu Srbije
kroz razdoblja povezana sa terminom modernost, kao što su moderna, postmoderna, neomoderna i na pravce
i strujanja tokom druge polovine XX veka poput high-techa, brutalizma, metabolizma, dekonstruktivizma,
skulpturalizma...

Moderne tendencije u arhitekturi nastaloj na teritoriji Vojvodine tokom XX veka brzo se smenjuju.
Secesija se pojavila i vaskrsla u okviru samo jedne decenije. Međuratni akademizam trajao je kratko da bi
potom moderna postala vladajući stil. U posleratnoj arhitekturi sledi kratak period socrealizma pa umereni
modernizam, u kojem je preovlađivao funkcionalistički pristup arhitekturi, nasleđuje regionalni modernizam.
Početak sedamdesetih obeležili su odjeci britanskog brutalizma, potom visoki modernizam pa postmodernizam,
a devedesete godine označavaju naglo zamiranje modernističkih procesa s pojavom nekritičkog folklorizma.
Od 2000. uočava se pojava novog modernizma.

The beginning of the Modernism in architecture in Serbia cannot be clearly located by an ‘event’ or some building, project
that had ‘enlightened’ the public opinion. It can only be a narrow time zone of sebepredrugojacenja (sichanderswerden),
to use the term borrowed form German philosophy. In the thirties there were few architects with high modernistic profile
that worked in Belgrade. Hugo Erlich, who spent two years in the capital of Yugoslavia, leaving us with a splendid building
of a bank in Kralja Petra street, or Nikola Dobrović who ‘bombarded’ the drowsy European suburb with his project of the
Terazije terrace at the very end of the 1920-ies. Nevertheless, there is a generally accepted position that the beginning
of modern architecture in Serbia is linked with the appearance of the Group of Architects of Modern Movement (GAMP).
Four Belgrade architects Kojić, Babić, Dubovi and Zloković founded the Group in 1928.

4. Vladimir Mitrović, Art Historian – IDEAS OF MODERNISM IN THE ARCHITECTURE OF NOVI SAD

The modern tendencies in architecture that had appeared in the territory of Vojvodina during the 20th century changed
quickly. The Secession appeared and resurrected within just one decade. The Academism between two World Wars lasted
shortly in order for Modernism to become the ruling style. In the post-war architecture there was a short period of socialist-
realism, followed by the so called moderate modernism in which the functional approach to architecture, which inherited

the regional modernism, prevailed. The beginning of the seventies was marked by the appearance of the reverberation of
the British brutalism, followed by high modernism and post-modernism, whereas the nineties meant a sudden extinguishing
of the modernist processes with the appearance of non-critical folklorism. Since 2000 there is a visible appearance of new
modernism.

Kao najveći graditelj stanova u Republici Srbiji, Građevinska direkcija Srbije je odlučila da svoje napore usmeri
u pravcu afirmisanja potrebe za štednjom energije ne samo u izgradnji novih stanova već i rekonstrukcijom
postojećeg stambenog fonda.
Građevinska direkcija Srbije je pokrenula pilot projekat izgradnje energetski efikasnog naselja Sunčana strana u
Novom Sadu. Izgradnja ovog naselja sa oko 1.000 stanova započeta je 2000. godine na vojnoj lokaciji poznatoj
pod imenom ‘Jugovićevo’. Namera je da ovo naselje bude ogledno u svakom pogledu. U tu svrhu angažovano je
10 priznatih arhitekata (u svojim četrdesetim godinama) i timova koji su svojim idejnim projektima dokazali da
energetski efikasna arhitektura može da bude kreativna i raznovrsna.

Građevinska direkcija Srbije osnovana je odlukom Vlade Republike Srbije radi upravljanja projektima od značaja
za Republiku, prvenstveno, za upravljanje investicijama u građevinarstvu.
Građevinska direkcija Srbije se aktivno uključila u program energetske efikasnosti u Srbiji, prepoznajući ga kao
jedan od strateških programa od izuzetnog značaja za Republiku. Direkcija je osnivač Fonda za uštedu energije
u stanogradnji; učesnik u dva naučnoistraživačka projekta iz oblasti energetske efikasnosti koje finansira
Ministarstvo za nauku i zaštitu životne sredine.

As one of the biggest builders of flats in the Republic of Serbia, the Building Directorate of Serbia has decided to direct
its efforts towards affirming needs for energy saving not only in new housing construction but also by reconstructing the
existing housing stock.
The Building Directorate of Serbia has initiated a pilot project of construction of the Sunny Side energy efficient settlement
in Novi Sad. The construction of this settlement with about 1,000 flats commenced in 2000 on the military location
known as ‘Jugovićevo’. This settlement was intended as a pilot project in every aspect. For this purpose, 10 renowned
architects (in their fourties) and their teams have been engaged. With their conceptual designs they have proven that
energy efficient architecture may be creative and diverse. The Project 10 around 40 is a unique undertaking on the territory
of the Republic.

The Building Directorate of Serbia was founded by the decision of the Government of the Republic of Serbia for the purpose
of managing projetcs of importance for the Republic, primarily, for managing investments in the building industry.
The Building Directorate of Serbia has actively engaged in the energy efficiency program in Serbia, identifying it as one
of the strategic programs of exceptional importance for the Republic. The Directorate is a founder of the Fund for Energy
Saving in housing construction. It is also a paprticipant in two scientific and research projects in the field of energy
efficiency which is funded by the Ministry of Science and Environmental Protection. 49

Knjiga ‘Sveobuhvatno uređenje prostora, tematski parkovi, javni prostor’ bavi se tematskim parkom; identifikujući,
izdvajajući i opisujući osobine PROPASt(i) – privatnog javno dostupnog prostora na tematski način – hibridnog
oblika javnog prostora koji nastaje u urbanim sredinama širom sveta. Mitrašinović ne predlaže da su tematski
parkovi – PROPASt (niti da će ikada postati) – poželjna supstitucija za demokratski javni prostor, već namerno
prikazuje ‘model tematskog parka’ sa namerom da razume princip sistematske celine koja se primenjuje kada se
takav model koristi za revitalizaciju urbanog javnog prostora u Sjedinjenim Američkim Državama, Aziji i Evropi.
Mitrašinović snažno uverava da je jedini način da se razume kuda vodi nedostatak adekvatne javne politike i
aktivnog učestvovanja građana u tome da se pažljivo sagledaju mehanizmi produkcije sveobuhvatnog uređenja
prostora.
U ovom odlučnom stručnom doprinosu, (ponovnom) razmišljanju o arhitekturi i urbanom projektovanju XXI
veka, Mitrašinović marljivo gradi argumente za neophodnost metadisciplinarnog koncepta veštačkog tako što
sintetizuje brojne raznovrsne izvore iz oblasti arhitekture, projektovanja, planiranja, urbanih studija, geografije,
ekonomske teorije, marketinga, vojne teorije, antropologije, društvenih nauka, teorije filma i studija o kulturi.
Miodrag Mitrašinović je arhitekta, autor i vanredni profesor na Novoj školi dizajna Parsons u Njujorku.

‘Total Landscape: Reflections on Public Space in the 21st Century’

Total Landscape, Theme Parks, Public Space employs the theme park in identifying, dissecting and describing the properties
of PROPASt - privately-owned publicly accessible space in a themed mode - a hybrid form of public space emerging in urban
environments worldwide. Mitrasinovic does not propose that theme parks and PROPASt are, or will ever become, desirable
substitutes for democratic public space, but deliberately cuts across the ‘theme park model’ in order to understand the
principle of systematic totality employed when such a model is used to ‘revitalize’ urban public space in the United States,
Asia and Europe. Mitrasinovic forcefully argues that the only way to understand where does the lack of adequate public
policy and active citizen participation lead is to look closely into the mechanisms of the production of total landscape.
In this decisive scholarly contribution to the (re)thinking of architecture and urban design in the 21st Century, Mitrasinovic
assiduously builds the argument for the necessity of a meta-disciplinary conception of the artificial by synthesizing a great
variety of sources from the fields of architecture, design, planning, urban studies, geography, economic theory, marketing,
military theory, anthropology, social science, film theory and cultural studies.

Tema predavanja je usmerena na estetičke stavove o pitanjima nacionalnog identiteta u arhitekturi uobličene
u pisanim dokumentima Valtrovića i Milutinovića. Posebna pažnja biće posvećena vezama koje ovi stavovi
ostvaruju s nemačkom estetikom toga vremena, kao i posebnostima traganja za nacionalnim identitetom u
različitim sistemima ovakvih estetika Odnos teoretske misli i arhitektonskih ideja Valtrovića i Milutinovića
posebno je značajna za ovo predavanje. Ovaj odnos najposle može reflektovati suštinu ideje isticanja ideala
nacionalnog srpskog izraza u kontekstu daljeg razvoja arhitekture u novoj državi, kao i pojedina pitanja
savremenog arhitektonskog stvaralaštva. U tom smislu, razmišljanje o estetskim parametrima savremene srpske
arhitekture može razviti novo dublje shvatanje njenih izvornih vrednosti kao i njene posebnosti u okvirima
evropskog stvaralaštva. Kroz razdvajanje formalnih i suštinskih komponenti estetske komunikacije ovaj cilj
može biti brže i sadržajnije dosegnut. Cilj predavanja je da se upravo ove ideje približe kroz razmatranje

‘Architecture and national identity in aesthetic thought of Valtrović and Milutinović’

The theme of the lecture was focused on issues related to aesthetic attitudes on matters of national identity in architecture,
which are shaped in written documents of Valtrović and Milutinović. Special attention shall be paid to the links which
these attitudes realize with aesthetics of that time, as well as to the specific features of searching for national identity in
various systems of aesthitic thought. The relation between the theoretical thought and architectural ideas of Valtrović and
Milutinović is of particular importance for this lecture. This relation may, after all, reflect the essence of the appearance of
the idea to emphasize ideal of national Serbian expression in the context of further development of architecture in a new
State, as well as some issues of contemporary architectural creativity. In this sense, thinking about aesthetic parameters
of contemporary Serbian architecture may develop new more profound understanding of its original values, as well as its
specific quality within European creativity. By separating formal and essential components of aesthetic communication,
this goal may be achieved more rapidly and more meaningfully. The aim of this lecture is to bring closer these very ideas
through considering specific features of national components in Serbian architecture and its aesthetic communication.

U kratkoj istoriji srpske arhitekture, od ponovnog ustanovljenja srpske prestonice, projektovanje vila odvijalo
se u početku pod uticajima francuske i bečke škole, od klasicizma do secesije, da bi u određenom romantičnom
periodu pokušalo da se odgovori nacionalnim stilom, zatim je došlo do pročišćavanja od elemenata akademizma
i eklektike u savremenu modernu arhitekturu, pa u trend postmoderne, da bi danas ona dobila sve moguće
uticaje i oblike od neoklasičnih do savremenih i aktuelnih. Projektovanje vila je posle Drugog svetskog rata bilo
isključivo privilegija posleratne vlasti i stranih diplomatskih službi.

Prvi retki noviji primeri u našoj sredini, u periodu devedesetih godina, primećeni su u radu Branislava Stojanovića
i Svetlana Lekića na zemunskoj vili Čelar, zatim na dvojnoj vili Darka i Milenije Marušić na Dedinju i naselju
‘Cvećara’, i na vili Nikole Đulizibarića na Voždovcu koja je rad arhitekte Josipa Pilasanovića. To su bili ujedno
ponovni počeci projektovanja porodične kuće i vile.

Hiperinflacija ove autorske arhitekture, koju obeležavaju različiti rukopisi, a koji su kao uvek u kratkoj istoriji
srpske arhitekture bili posledica brojnih uticaja, izbacila je nova i mlađa imena srpske arhitekture i donela
brojne raznorodne artefakte i kompilacije, u okviru kojih mogu da se prepoznaju određene struje. Moglo bi da
se kaže da su gotovo svi arhitekti uspešno savladali aktuelne formalne jezike i sve to možda govori o vrsti nove
eklektike, u kojoj nema pravih tragova regionalnosti, a ni prave stvaralačke autentičnosti.

Nekoliko godina kasnije može da se konstatuje da u najnovijoj seriji porodičnih kuća i vila ima novog i rafiniranog,
otmenog i savremenog, u vilama autora Sanjina Grbića, Branimira Popovića, Ružice Božović-Stamenović i
Dragana Stamenovića, Gorana Vojvodića, Ružice i Jovana Sarića, Blagote Pešića, Dejana Miljkovića i Jovana
Mitrovića, Zorana Radojičića, Maše Blanuše i Lava Vratuše i drugih.

In a short history of Serbian architecture, from re-establishment of the Serbian capital, designing villas was at the beginning
influenced by French and Viennese schools, from Classicism to the Secession, them in a certain period of Romanticism the
attempt was made to respond with the national style, which was followed by purification from elements of Academism
and eclectics into contemporary architecture, then into the Post-modern trend, to get today all possible influences from
neo-classical to contemporary and current ones. After the Second World War, designing villas was an exclusive privilege of
post-war authority and foreign diplomatic services.

The first rare examples in our country, during nineties, were noticed in the work of Branislav Stojanović and Svetlana Lekić
on villa Čelar in Zemun, then on semi-detached villa by Darko and Milenija Marušić at Dedinje and settlement ‘Cvećara’,
and on the villa of Nikola Đulizibarić at Voždovac, which was designed by architect Josip Pilasanović. These were at the
same time restart of designing family houses and villas.

Hyperinflation of this author’s architecture, which was marked by various handwritings, and which was, as always in
the short history of Serbian architecture, a consequence of various influences, brought about new names and younger
architects as well as numerous various artifacts and compilations, within which certain currents may be recognized.
It could be said that almost all architects have successfully mastered the current formal languages, and it may be that
all this speaks about a new kind of eclectics, in which there are neither true traces of regionality nor a true creative
authenticity.

It could be concluded that several years later in a more recent series of family houses and villas there has been the new
and refined, stylish and modern in villas by authors Sanjin Grbić, Branimir Popović, Ružica Božović-Stamenović and Dragan
Stamenović, Goran Vojvodić, Ružica and Jovan Sarić, Blagota Pešić, Dejan Miljković and Jovan Mitrović, Zoran Radojičić,
Maša Blanuša and Lav Vratuša, as well as others.

Palata Federacije u Novom Beogradu, jedno od najreprezentativnijih ostvarenja posleratne arhitekture Beograda
i Jugoslavije, sagrađena je u vremenskom razdoblju od 1948. do 1961. godine. Prva etapa izgradnje, koja
je prekinuta 1949. godine, izvedena je prema projektu zagrebačkih arhitekata Vladimira Potočnjaka, Antona
Urliha, Zlatka Najmana i Dragice Perak. Konačna realizacija objekta izvedena je prema zamisli beogradskog
arhitekte Mihaila Jankovića i projektnog biroa ‘Stadion’ u periodu od 1955. do 1961. godine.
U okviru posete Palati Federacije prvi deo šetnje obuhvatio bi obilazak objekta sa ciljem da se sagledaju i
obrazlože njegove arhitektonske i urbanističke vrednosti. U drugom delu šetnje posetioci bi imali priliku da
vide jedinstveno unutrašnje uređenje zgrade, s tim da bi akcenat bio stavljen na reprezentativne prostore:
ulazni hol i stepenište, osam svečanih sala sa foajeima ispred njih. Šetnja bi se završila u sali Jugoslavija, kao
najreprezentativnijem i istorijski najvažnijem delu objekta.

The Palace of Federation in New Belgrade, one of the most representative realizations of the post-war architecture in
Belgrade and Yugoslavia, was built in the period from 1948 to 1961. The first phase of construction, which was interrupted
in 1949, was executed according to the design of Zagreb architects Vladimir Potočnjak, Anton Urlih, Zlatko Najman and
Dragica Perak. The final realization of the building was executed according a concept of the Belgrade architect Mihailo
Janković and the ‘Stadion’ Design Bureau in the period from 1955-1961.
Within the visit to the Palace, the first part of the walk would include visiting the building with the aim to observe and
explain its architectural and urbanistic values. During the second part of the walk the visitors would have an opportunity to
see a unique interior of the building with the accent on representative spaces: entrance hall and stairways, eight reception
halls and vestibule in front of them. The walk would end in the ‘Yugoslavia’ hall as the most representative and historically
most important part of the building.

Ulica kralja Petra u Beogradu oduvek je imala trgovački karakter. U ovo područje se ulazilo kroz Varoš kapiju,
gde su se sticali prilazni putevi iz raznih pravaca, te su gotovo sve kuće duž ove stare beogradske čaršije imale
stanove na spratu, a u prizemlju ugostiteljske lokale i dućane. Ova važna gradska transverzala predstavlja
poprečnu vezu između Save i Dunava, Kosančićevog venca i Dorćola, nekadašnjeg srpskog i turskog dela
čaršije.
Značajna po svom položaju i karakteru, Ulica kralja Petra oduvek je bila poznata po reprezentativnim građevinama
kroz koje se danas može pratiti smena različitih stilskih koncepcija od balkanske arhitekture preko istorijskih stilova,
akademizma, secesije, modernizma do savremene arhitekture. O posebnoj vrednosti koju je ova ulica u prošlosti imala
i koju danas ima svedoči i veliki broj spomenika kulture, među kojima su neki od izuzetnog značaja za Republiku Srbiju.

The Street of Kralja Petra in Belgrade has always had a commercial character. In this area people entered through Varoš
kapija (a gate) where access roads from various directions ran in, so that almost all houses along this old Belgrade part
of the town had flats on floors, while restaurants and shops in ground floors. This important city transversal represents
connection between the Sava and the Danube, Kosančićev Venac and Dorćol, once Serbian and Turkish part of the town.
Important because of its position and character, the street of Kralja Petra has during replacement of worn-out building
fund required construction of representative buildings through which we can today follow the changes in various style
concepts from the Balkan architecture, through historical styles, Academism, Secession and modernism to the contemporary
architecture.

historian of art - conservator, junior researcher engaged in researching, studying and evaluating cultural assets and cultural

Tematska šetnja ‘Kolektivno stanovanje’ zamišljena je s ciljem da približi raznovrsnost jednog od najobimnijih
zadataka arhitekture Beograda posle Drugog svetskog rata. Prevashodno shvatana kao sinonim perioda
socijalizma, ideja kolektivnog stanovanja u Beogradu ostala je mahom istrgnuta iz šireg konteksta, koji
obuhvata čitavu Evropu od početaka industrijske revolucije, pa tokom progresivnih avangardnih pokreta od
početka do sredine 20. veka, a ponajviše nakon Drugog svetskog rata, prkoseći uvreženoj ideološkoj podeli
između Istoka i Zapada. Tematska šetnja obuhvatiće raznovrsne pristupe ideji kolektivnog stanovanja koji su se
pojavili u teoriji i praksi posleratne stambene produkcije, a pokušaće da sagleda i evoluciju u shvatanju ovog
koncepta od prvih, komunistički koncipiranih projekata nastalih odmah posle Drugog svetskog rata, preko
stambenih blokova koncipiranih po načelima Atinske povelje do pokušaja s kraja 1970. i 1980. da se arhitekturi
kolektivnog stanovanja ponovno udahne duh mesta i pripadnosti susedstvu.

Dr Tanja Damljanović Konli, savetnik u Republičkom zavodu za zaštitu spomenika kulture Srbije. Njen istraživački
rad je usredsređen na arhitektonsko nasleđe XX veka u regionu srednje i jugoistočne Evrope. Autor je brojnih
radova i knjiga.

The thematic walk under the name of ‘Apartment Buildings’ will be aimed at bringing closer the diversity of one of the most
extensive tasks of Belgrade architecture after the Second World War. Primarily understood as a synonym of the socialist
period, the idea of collective dwelling in Belgrade has mostly been taken out of the wider context spread throughout
Europe from the beginning of industrial revolution, then during progressive avanguard movements from the beginning up
to the mid 20th century, and mostly, after the Second World War in the entire European space, defying the established
ideological division between the East and the West. The thematic walk will include diverse approaches to the idea of
collective dwelling which emerged in the theory and practice of the post war housing production, and will also review
evolution in comprehending this concept from the first, communistically conceived projects which emerged immediately
after the Second World War, then residential blocks conceived according to the Athens Charter principles, all the way
through to attempts at the end of 1970 and 1980 to bring in the architecture of ‘collective housing’ a ‘spirit’ of place and
belonging to the neighborhood.

Tanja Damljanović Conley, PhD, Senior researcher at the State Institute for the Protection of Cultural Heritage of Serbia. Her
research is mainly focused on the 20th century architectural heritage in the region of Central and South Eastern Europe.
She is the author of numerous articles and books.

Projektovanje u najužem gradskom jezgru - interpolacija ili ugradnja između zatečenih objekata suseda - jedan
je od najkompleksnijih i najodgovornijih projektantskih zadataka. To je arhitektonska intervencija u prostoru
- kompleksna i inspirativna, zbog zatečenog konteksta, a odgovorna i rizična, zbog postojećeg graditeljskog
nasleđa i kontinuiteta građene sredine.

‘Dijalog sa zatečenom geometrijom u prostoru intervencije ili princip kontrasta vode ka uspešnom arhitektonskom rezultatu
pre nego postupak mimikrije ili prostog oponašanja zatečenih objekata ili ambijenata, makar oni bili i sa istorijskog i
sa arhitektonskog aspekta veoma vredni. Različitosti, ako pojedinačno poseduju autentičnu vrednost nadjačavaju tokom
vremena početno iznenađenje ili otpor prema novom objektu, uspostavljajući potom jedan složen odnos, upravo kao potvrdu
kontinuiteta suprotnosti. Često novo, na koje perceptivno nismo navikli, izaziva na početku nepoverenje i sumnju. Izraženi
individualitet, koji sadrži u sebi iskrenost, istinsku vrednost, transponovani dobri duh, etičku formu, postaje s vremenom i
sam vredan u okviru odabranog skupa.’

Designing in the inner city area – interpolation or building-in between the existing buildings of neighbors, is one of
the most complex and most responsible designer’s tasks. This is an architectural intervention in a space, a complex and
inspiring one, due to the existing context, while responsible and risky because of the existing architectural heritage and
continuity of the built environment.

‘The dialogue with the existing geometry in the space of intervention or a principle of contrast leads to a more successful
architectural result rather than the procedure of mimicry or a simple imitation of the existing building or ambience,
even though they may be very valuable from a historical and architectural aspect. Diversities, if they individually have
an authentic value, overpower in course of time the initial surprise of or resistance towards a new building, precisely as
a confirmation of continuity of oppositeness. Often, the new, to which we have not yet perceptively get used to, at the
beginning arouses distrust and doubt. Expressed individuality, which in itself contains frankness, a true value, transposed
‘good spirit’, ethical form, becomes in time valuable itself within a selected cluster.’

kada je njemu bilo samo 11 godina. Istražujući arhitektonska dela Lui Kana i razgovarajući sa ostalim članovima
porodice, sin otkriva večne vrednosti kojima je bio obeležen i potčinjen život njegovog oca, jednog od najvećih
arhitekata dvadesetog veka.

Disscussion on documentary film ‘My Architect – in search for Louis Kahn’

In the feature-length documentary film, which was nominated for Oscar in 2005, Nathaniel Kahn, an American director
and son of famous architect Louis Kahn, searches to understand his father who died in 1974, when Nathaniel was 11 years
old. Researching architectural works of Louis Kahn and talking to other members of his families, the son has revealed
the eternal values to which his father’s life was subordinated, who was one of the greatest architects of the twentieth
century.

pažnja na neiskorišćeni kapital javnog prostora. Serija sličnih akcija koje će organizovati ‘Nedelje arhitekture’
treba da posluži da se izgradi svest o značaju uređenja javnog prostora za podizanje kvaliteta života u velikim

organized by the ‘Architecture Week’ should serve to raise awareness about importance of designing public spaces for the

In the course of the Workshop children are encouraged to take active part in creating and changing their environment for
the purpose of rasinig awareness of problems in the City (lack of green areas, waste deposits, graffiti on building walls...).
Within the mentioned program, four encounters are scheduled:

‘View from my window’ , 2nd July, 2007. at 5 pm


Discussion and illustrating (using various visual-art techniques) of what children like/dislike when they look through the
windows of their rooms, and which concerns building facades, mixing of styles in architecture, people’s attitude towards
the living environment.

‘Parks and play grounds in Belgrade’, 3rd July, 2007. at 5 pm


Children’s proposals and concepts on how the parks and playgrounds in Belgrade should look like.

‘Ideal city’, 5th July, 2007. at 5 pm


Observing and analyzing current appereance of Belgrade, for the purpose of conceiving ideal architectural concept of the
city from the children’s point of view, by using various visual-art techniques.

‘Belgrade in 2100’, 6th July, 2007. at 5 pm


Making a model of Belgrade in future, by using ecological and recycled materials.

Radionica za srednjoškolce ‘Redefinicija poligona ili ko kvari kvadrate’ WORKSHOPS

Uvodi se kvadrat kao apstraktna geometrijska slika u proces konceptualnog misljenja, u priču o prostoru kao našoj
svakodnevici, kao volumenu, kao ‘zarobljenom’ vazduhu i priči o korišćenju tog ‘praznog’. Posmatra se tok, ritam
i oblik prostora u zavisnosti od procesa nastajanja tog istog prostora, odnosno, radi se analiza transparentnosti
prostora sa aspekta veze novonastalih inteligentnih oblika i samog procesa njihovog nastajanja.
Analizira se dinamika kvadrata kao i njegove granice. Postavlja se pitanje sta sve kvadrat hoće, a šta može.
Kako kvadrat zauzima prostor, a kako ga ograđuje. Kako se kvadrat otvara prema prostoru, a kako ga uvlači u
sebe, odnosno, da li kvadrat ima samo površinu ili ima i volumen. Kako se kvadrat ponaša kad je sam, a kako u
grupi. Da li je to obavezno kvadratni raster kada je u ravni i da li je to isključivo kocka kada je u prostoru..

Workshop for secondary school students ‘Redefinition of polygon or who is ruining the squares?’

A square is introduced as an abstract geometrical figure in the process of conceptual thinking, in the story about the
space as a part of our everyday life, as a volume, as ‘imprisoned’ air, as well as in the story about using this ‘emptiness’.
The flow, rhythm and shape of the space is observed depending on emergence of this space, that is, an analysis of the space
transparency is made from the aspect of newly emerged intelligent forms and the very process of its emergence.
The dynamics of a square is analyzed, as well as its boundaries. A question arises on what the square wants, and what it
can. Thus, the square occupies the space, but how it encloses it. How does the square open towards the space, and how
does it draw it in itself, that is, whether the square has only the surface or whether it has a volume as well. How does the
square behave when it is single, and how does it behave in a group. Is it obligatorily a square grid when in a plane and is
it exclusively a cube when in space...
