Tools used for the analysis include the power mapping tool, smart parameter mapping tool, parameter
checking tool, seamless upgrade tool, OMStar, PRS, M2000, FMA, and Trace Analyzer.

1 Overview
1.1 Background
Describe the background information of the current project, including the project name, project scale,
networking mode (IP transmission or microwave transmission), and major event in earlier stages.

1.2 Problem Description


Describe the current problems and verify whether they are related to the followings:
Paging success rates of swapped networks are unqualified.
Paging success rates deteriorate due to NE upgrade.
Paging success rates of live networks increase.
Current paging success rate indicators need to be increased.

1.3 Version Information


Describe versions of NEs, such as BSC and BTS, on the live network. If multiple versions are involved,
specify all the versions. If version upgrades are involved, specify the versions before and after upgrade, and
the upgrade time.

3 Detailed Analysis of Required Actions


3.1 Required Action 1: Classifying Triggering Scenarios of
Paging Problems
Identify the causes and confirm whether paging problems are related to one of the following scenarios:
Paging success rates are unqualified on swapped networks.
Paging success rates deteriorate due to NE upgrade.
Paging success rates deteriorate due to the MOCN feature (networking sharing).
Paging success rates need to be improved on live networks.

3.2 Action 2: Classifying Problems Related to Paging


Success Rates
Confirm whether current paging problems are one of the followings:
If paging success rates on the CN side decease but hardly change on the UTRAN side, it is an Iu interface
paging problem.
If paging success rates decease on both the CN and UTRAN side, it is a Uu interface paging problem.
Paging success rates hardly change on the CN side but decrease dramatically on the UTRAN side.

3.3 Required Action 3: Checking Log Error Codes

Decrease on the CN Side But Remain the Same on the
UTRAN Side)
Analyze CHR logs, DEBUG logs, and PCHR logs to identify error codes related to paging failures in
IUITF modules, SCCP modules, and NBM modules. For details, see UMTS Paging: Influence Factors

3.4 Required Action 4: Checking the Power Matching

3.7 Required Action 7: Comparing Different Versions

3.7.1 Analyzing BSC Version Differences
Confirm whether there are any influences from the version differences or the known issues of the current
version according to the released pre-warnings, announcements, release notes, and seamless upgrade tools.
Take the released preventive measures to avoid factors such as known differences.
Analyze changes in paging-related modules after performing the action.

3.7.2 Analyzing BTS Version Differences


Confirm whether there are any influences from the version differences or the known issues of the current
version according to the released pre-warnings, announcements, release notes, and seamless upgrade tools.
Take the released preventive measures to avoid factors such as known differences.

3.8 Required Action 8: Checking the Hardware and


Transmission Faults
Analyze traffic statistics of VS.NodeB.UnavailTime, VS.Cell.UnavailTime, and alarms of ALM-22214
NodeB Unavailable and ALM-22202 UMTS Cell Unavailable to locate cells with software, hardware,
and transmission faults. Rectify the faults by following the checking steps. If this fails, turn to product
maintenance engineers for help by submitting a service request ticket.

3.9 Required Action 9: Checking Paging Overload


3.9.1 Analyzing Discarded Paging Messages over the Iu Interface
Provide the following analysis results of traffic statistics:
VS.RANAP.CsPaging.Loss: the number of failures to respond to CS-oriented PAGING messages from the
CN to the RNC.
VS.RANAP.PsPaging.Loss: the number of failures to respond to PS-oriented PAGING messages from the
CN to the RNC.
If the preceding counters are available with larger values, paging messages are discarded over Iu interfaces.
Analyzer whether the CPU is overloaded in the subsystem bound to the Iu interface and identify whether
causes are one of the followings:
1. If the subsystem is overloaded with many NodeBs, relocate some NodeBs to other idle subsystems.
2. If the Iu interface is configured with less links, for example, only one SCTP link, inform operators that
at least four links must be configured and bound to different subsystems.

3.9.2 Analyzing Paging Channel Congestion over Air Interfaces


Provide the following analysis results of traffic statistics:
VS.RRC.Paging1.Loss.PCHCong.Cell: the number of losses of PAGING TYPE 1 message due to PCH
congestion in a cell.
If the preceding counter is available with a larger value, paging channels are congested.
Perform adjustment and optimization based on UMTS Paging: Influence Factors +Troubleshooting
Methods and Tools + Deliverables. Then provide optimization results.

3.10 Required Action 10: Planning LAC Cells


3.10.1 Analyzing Paging Capacity
Combine the LACs to reduce the number of LACs in the case of low paging volume so that unnecessary
location update times decrease and paging success rates increase.

3.10.2 Analyzing Border Reasonableness


Analyze the LAC border based on the engineering parameters and the digital map to avoid that the LAC
border crosses the areas with high population flow and reduce the times that important traffic lines such as
highway and railway lay through different LACs. In this way, many location updates can be avoided.
Provide adjustment optimization results.

3.11 Required Action 11: Analyzing Cells with Poor


Coverage and Paging Black Holes
Deploy an OMStar server onsite to obtain the coverage cloud figure and use the Trace Analyzer on the
RNC side to analyze the paging black hole cells.
Perform the action according to the following steps:
1. Use the Trace Analyzer tool to filter the paging black hole cells.
2. Use the OMStar to provide the coverage cloud figure.
3. Combine the two preceding step results to find out the poor coverage points of paging black hole cells.
After the drive test of the LAC border and onsite wireless environment survey, perform the
optimization according to different reasons.
Attach analysis optimization results of top cells to this document.

3.12 Required Action 12: Analyzing Top Terminals


Use the IU Trace Analyzer to obtain top IMSIs in paging failures and check whether top IMSIs belong to
the same type of UEs based on the user information on the HLR.

3.13 Required Action 13: Checking Paging-related

4 Conclusion
Draw conclusions according to the analysis and summary of the required actions. Provide conclusive
opinions such as the current possible problems, the measures that can be taken, other required
troubleshooting methods, and the required data support.

5 Monitoring Optimization Measures


Monitor the application time, application scope, and application effect of every optimization measure. In
addition, provide a comparison report on the application of a measure, including analysis of indicator
changes before and after application of the measure, gain analysis, and analysis of other influences.
