In 2003, the Minister of Transportation issued Ministerial Decree No. 49 Year 2003 on
the Determination of Airport in Banyuwangi Regency, East Java Province. The main
contents of the decree is that the location of the airport. It is located in Blimbingsari
Village, Rogojampi sub-district, Banyuwangi Regency East Java Province. It have
geographical coordinates 08 18 '42.70 "South Latitude and 114 20' 16.30" East
Longitude. Blimbingsari Airport with funds from the State Budget (APBN) undertakes
periodical physical development from 2004 to 2008. The purpose of this development is
to realize Banyuwangi people's expectation of air transportation.
At the beginning of 2009, on January 23, 2009, a team from the Directorate General of
Civil Aviation evaluated and verified the Blimbingsari Airport of Banyuwangi. After
evaluating and verifying, the Directorate General of Civil Aviation issued Letter No. 167
/ DBU / II / 2009 dated 9 February 2009 about the utilization of Blimbingsari Airport.
The point is that Blimbingsari Airport can be used for takeoff and landing for Cassa
aircraft type.
In 26 December 2010, The airport tested by The Director of Airworthiness and Aircraft
Operation (Direktorat Kelaikan Udara dan Pengoperasian Pesawat Udara) with C208
Grand Caravan aircraft owned by PT Sky Aviation. This test conducted as a requirement
to prove that the airport have proven to be feasible for commercial flight.
On December 30, 2010, the first commercial aviation of PT Sky Aviation was launched.
At the same time, Blimbingsari airport was inaugurated as a domestic commercial airport
marked by the signing of a joint inscription by the Deputy Minister of the Republic of
Indonesia Bambang Susantono, East Java Governor Soekarwo and Banyuwangi Regent

In October 2017, PT Angkasa Pura II (Persero) will officially take over the management
of Blimbingsari Airport which is handed over directly from the Ministry of
Transportation (Kemenhub). For the re-branding purpose, the airport changed the name
from Blimbingsari airport into Banyuwangi Airport through Ministry of Transportation
Decree No KP 830, 2017.

The initial idea for applying green architecture concept was come from Banyuwangi
Regent, Abdullah Azwar Anas with some recommendation from young executive and
some senior entrepreneur. He was faced by two options, building the modern
sophisticated airport with full of glass materials or building the green airport with eco-
friendly concept. Then finally he decided to build green airport because it is still new
concept and rare. In South East Asia, it is only Thailand applying green concept on their
airport. Another reason is it will bring many benefit for Banyuwangi itself. For example,
it will become Banyuwangi icon to support tourism development. "Typical architecture
can be a landmark that attracts tourists“. Furthermore, it will be the part of knowledge
transfer from the national architects to the local architects. Gradually, it is expected that
all buildings in Banyuwangi, such as shop and restaurant, also have a clear architectural
concept. Moreover, the building can be sustained with the principle of efficiency. The
terminal use energy as economically as possible according to the tropical house concept
that gives priority to natural carriage. It can save the energy.
The design of the terminal adopts the local wisdom, the typical architecture of the Tribe
Osing, Banyuwangi original people. The roof of the terminal adopts a typical head
covering society of the Osing Tribe, Udeng. In addition, the new terminal of Banyuwangi
Airport use wood ornaments that are also equipped with typical Banyuwangi ornaments.
It is also using less air conditioner, less glass materials and less divider.
B. The development
Since 2014, the local government starting to develop and reconstruct the first green
concept terminal in Indonesia using the Rp 40 billion of APBD Banyuwangi, then in the
development it also support by the APBN. Banyuwangi Airport terminal stands on an
area of five hectares with a capacity of 250 thousand passengers. The passengers
increased significantly from 7,826 in 2011 into 112,661 in 2016. Before Iedul Fitri in
2017, Banyuwangi airport has opened a direct route Jakarta - Banyuwangi. This strategy
has proved successfully increasing the number of passengers using flight services.
Now the airport has 2250 m runway long, 30 m width and 27 PCN (Pavement
Classification Number) thick. With this classification, the runway can only be used by
ATR 72-600 aircraft, the short-range twin-turboprop twin-engine aircraft built by French-
Italian aircraft ATR. The aircraft has a capacity of up to 78 passengers in a single class
configuration and is operated by two flight crews. In 2017, APBN have been allocated to
overlay the runaway into 40 PCN thick. With this thickness, the runway will possible to
serve Boeing 737-800 with 130 passenger capacity. It also built a new apron with 180x80
m, to accommodate more planes to park.

C. The Actor
In August 2017, Banyuwangi regency and the Directorate General (Ditjen) of Air
Transportation of the Ministry of Transportation, cooperate to improve the development
of Banyuwangi Airport. Regent of Banyuwangi, Abdullah Azwar Anas and Director
General of Air Transportation of the Ministry of Transportation, Agus Santoso, signed a
Memorandum of Understanding (MoU) in the Ministry of Transportation, Central
Jakarta. The main point of the MoU is Kemenhub will develop the air side of the Airport,
while Local Government of Banyuwangi will develop the land side. Development such as
runway, taxiway, and apron become the authority of Kemenhub. While Regency of
Banyuwangi develop the terminal, ground support, and other needs.
The ministry of tourism also has an important role in the development of Banyuwangi as
a new tourist destination. Banyuwangi tourist destination more often seen on the
electronic media, and have been seen people national wide. Moreover, there is famous
tourist spot which is only two in the world, Ijen crater with its blue fire. This provoked
the curiosity of the traveller to come in Banyuwangi to visit Ijen Crater. When the tourist
come in Banyuwangi, they usually not only want to visit the Ijen Crater, they also visit
another tourist destination as well, like Red Island in Pesanggaran District, G-Land beach
which famous among the surfer also the culture of Osing Tribe in Licin District.
Beside the government, the people of Banyuwangi also have an active role to promote
their city as tourist destination. They act as a domestic tourism. Their picture uploaded
into various social media and shared many times, has been attracted more tourist to come
to Banyuwangi. Not only people who want to enjoy the tourist destination in
Banyuwangi, but also people who want to study in Banyuwangi have increased the air
traffic in Banyuwangi. With the appearance of Pilot school and Airlangga University
Banyuwangi campus, has attract student from 18 province to study in Banyuwangi.
D. The Benefit
For the Local Government
Gross Regional Domestic Product (GRDP) rose 85 percent from Rp 32.4 trillion (2010 )
to Rp 60.2 trillion (2015). Based on BPS, per capita income of citizens increased
significantly in the amount of 80 percent from Rp 20.8 million per year in 2010 to Rp
37.5 million per year in 2015. For this achievement, local government receive
Government Award 2016 for best economic growth.
Banyuwangi people trust the work of the government, so the regent re-elected again in
2015 gaining 88,96 % or 680.365 voters. Then, in 2017 considered capable for led the
region for more than 5 years, the regent of Banyuwangi trusted to become candidate for
vice governor of East Java province.
For Ministry of Transportation
The Banyuwangi airport will become the alternatives airport to accommodate the need of
the nearby airport such as Ngurah Rai airport and Juanda airport. In 8-14 October 2018,
the airport will support IMF World Bank Annual Meeting in Bali. It also become the
alternatives for the unwanted situation, such as the eruption of Agung Mountain in
Karangasem, Bali. Just in case if Ngurah Rai International Airport will be closed, the
flight will be diverted to Banyuwangi Airport. It support for the development of tourism
sector in Indonesia as target from Jokowi-JK, by 2019 to gain 20million of foreign
tourist.
