Continue being the lead agency in formulating policies, programs, projects and activities on youth participation,
development, and empowerment in collaboration with other sectors and national and local government implementing
agencies;
Provision of technical assistance and other necessary support such as consultancy to the LYDC and other youth/youth-
serving organization;
Capacitate youth and youth organizations to enable them to become self-reliant and to enlarge their choices, and
providing them with equal opportunities, with technical assistance and support;
Collaborate and build network and strategic partnerships with national agencies, non-government organizations,
people’s organizations and other civil society groups to integrate youth perspectives and agenda in their policy agenda
and plans and in the overall development agenda of the City of Catbalogan and Province of Samar;
Advocate, mobilize and generate resources for youth development which include human, financial, and physical
resources; and;
Monitor and evaluate the results of youth policies, programs, projects and activities

III. INTRODUCTION
The City Youth Development Office (CYDO) is the lead organization that has been created by virtue of Executive Order No. ____ series of
______ of Hon. Stephany Uy-Tan, in consonance with the Constitutional mandate to recognizes the role of the Filipino Youth in nation building
(Section 13, Article II, 1987 Philippine Constitution) and the Department of Interior and Local Government’s (DILG) . The office further operates
in accordance with the issuances provided by the National Youth Commission being the highest youth policy-making body of the State. Moreover,
It serves as advisory and consultative body of the young people of Catbalogan City on various youth issues and concerns to ensure consistency in
coordinating the Philippine Youth Development Plan.
This manual contains general information about CYDO and its secretariat, including its structure, duties and responsibilities, as well as its
operating procedures.

Capacitate youth and youth organizations to enable them to become self-reliant and to enlarge their choices, and providing them with
equal opportunities, with technical assistance and support
Formulate policies and advocacy for youth development. In addition, it is also duty-bound to supervise youth serving organizations as to
the implementation of these policies in their respective organizations. This responsibility enforced is to ensure that polices, plans and
agenda for the youth are well handled and implemented as to the spirit of the policy.
Monitor and evaluate youth programs, projects and activities. Youth organizations and the Sangguniang Kabataan shall implement their
programs, activities and projects in accordance with the Philippine Youth Development Plan in the corresponding year.
Create linkages with the private sector, national agencies, non-government organizations, people’s organizations and other civil society
groups in order to generate a harmonious relationship in the development of the Catbaloganon youth. Furthermore, it shall be transparent
to the public by way of strengthening public and media relations to gain trust and confidence.
o Youth Leadership Trainings, Leadership Trainings, and other capability building activities
o World Youth Day, Catbalogan Young People’s Day, World AIDS Day
o Information, Education and Communication and Advocacy activities
o Registration and Accreditation of Youth Organization in National Youth Commission and the City
o Trainings and clinics on Sports development and participate in Sports Competitions
o Youth Development Council Meeting
o Establishment of Youth Resource Hubs
o Partnerships and coordination with other youth organizations and youth serving organizations
V. WORKFLOW CHART ON TRANSACTIONS AND SERVICES
Step 1: Client furnishes letter request to City Youth Development Office which shall include the target date(s), location of the training and
the concerned organization or barangay; and fills up Training Request Form (TRF1 CYDO s.2018)
Step 2: City Youth Development Officer Approves the letter and schedules meeting with the client.
Step 1: Client fills up the Consultancy Request Form (CRF-CYDO Form s.2018)
Step 1: Get, accomplish, and submit YORP application forms and other required documents to the CYDO.
Step 2: Staff receives and check documents for completeness and informs applicant regarding the validation period
* Only applicants with complete documents shall be entertained
Step 3: Staff reports list of YORP applications to the personnel in-charge of YORP
Step 4: Staff undertakes validation process and submits corresponding reports to the personnel in-charge of YORP
Step 5: Staff facilitates the application for registration in coordination with National Youth Commission Main Office and gives update to
the applicant.
D. SK Mandatory and Continuing Training
Step 1: DILG furnishes copy to the CYDO the letter to which the SK Mandatory/Continuing Training information includes.
Based on the 1987 Constitution: The State recognizes the vital role of the youth in nation-building and shall
promote and protect their physical, moral, spiritual, intellectual, and social well- being.
Based on the Local Government Code: Local Government Units such as Municipalities, Cities and Provinces
pursuant to Section 17 of the said code is mandated to provide social welfare services, which include programs
and projects on youth welfare.
Based on the Sangguniang Kabataan Reform Law of 2015 (RA 10742): The City Youth Development Office through
the City Youth Development Office shall assist in the planning and execution of projects and programs of the
Sangguniang Kabataan, and the Pederasyons in all levels.
Based on the Local Ordinance: The City Youth Development Office (CYDO) in coordination with the City Youth
Development Council (CYDC) shall assist the City Mayor in formulating and implementing programs, projects and
activities on youth development and empowerment.
