1. SCOPE
This specification defines additional ADCO’s requirements that apply for the
manufacture and supply of seamless line pipe of grades up to and including grade X65,
for use in pipelines in sour service.
Pipes shall be manufactured, tested and supplied in accordance with the latest edition of
API Specification 5L, with amendments per Shell DEP 31.40.20.37

Additional ADCO requirements as indicated in this specification shall take precedence


over the relevant sections of DEP and API.

For actual Pipeline design data refer to datasheet in Attachment-1. This datasheet, duly
filled in with appropriate data shall be included with the material requisition.

Manufacturer/ Vendor shall report any conflicts between this document and other
applicable specifications in writing to ADCO for resolution.

Manufacturer may raise any technical clarification and/or deviation request to ADCO for
advice and approval during bidding phase only and before the award of purchase order.
ADCO does not allow or permit any change or deviation after the award of purchase
order.

1.1 COMMENTS ON THIS DOCUMENT


Comments and suggestions on this document should be communicated in writing to the
Mechanical forum Administrator for investigation and consideration.

1.2 DEFINITIONS
In this specification “Company” would mean Abu Dhabi Company for Onshore Oil
Operations (ADCO).

2. QUALITY ASSURANCE
2.1 QUALITY MANAGEMENT SYSTEM
The manufacturer shall submit the quality assurance program to Company for approval,
the effectiveness of this quality system may be subject to monitoring by the Company or
its representative and may be audited following an agreed period of notice.

2.2 QUALITY PLAN


At the bidding stage, manufacturer shall at least submit proposed typical Inspection and
Test Plan (ITP), and MPS which are considered as preliminary provision from the
manufacturer to comply with ADCO requirements as stipulated herein.

Proposed ITP and MPS shall be revised and resubmitted with all other manufacturing
and quality documents. Manufacturing shall not commence prior to obtaining ADCO
approval.

Extent of inspection by involved parties such as ADCO or its authorized representative,


project contractor (if applicable), manufacturer, appointed TPI shall be as per contractual

documents, applicable specifications. Extent of HOLD points shall be decided by ADCO
and recorded in the ITP.
Mandatory quality program which shall be adopted and implemented by the pipe
manufacturer is enclosed in compulsory ADDENDUM 2 of this specification.

2.3 THIRD PARTY INSPECTION (TPI) REQUIREMENTS


Manufacturer shall appoint international recognized TPI agency at his own cost to act as
an independent verification body for, but not limited to, the following;
• Strictly apply this specification and all related norms stated herein
• Ensure & confirm product conformity and assure compliance to the requirements
of the P.O. and all applicable norms
• Adhere to the approved scope of work as required in the approved ITP
• Oversee all production and quality activities
• Follow up all examinations and tests such as NDT and laboratory tests
• Accomplish the material certification process
• Full witness first day production and finalization of MPQ
• Verify / endorse final material certificates with all supporting reports and records

TPI scope of work will be confirmed by ADCO through the final approval of ITP in
addition to the following provisions:
• Preparation of preliminary report for material acceptability before start of
manufacturing process.
• Confirm the product specification is as per contract during the manufacturing
process.
• Preparation of pre-delivery inspection report in light of the certificates

All pipes shall be stamped & marked by the appointed TPI, all test reports in original
associated with certificates shall be submitted to ADCO.

No pipe shall be dispatched to ADCO without obtaining the acceptance and


endorsement (signing-off and stamping) from the appointed TPI.

The third party inspection requirements shall be as stated in the attached Addendum 1.

2.4 MANUFACTURING PROCEDURE SPECIFICATION AND QUALIFICATION


The supplier shall provide the Company at the bidding stage with a technical
specification giving full details of MPS and MPQ characteristics as highlighted within this
document.

3. PROCESS OF MANUFACTURE
The steel shall be made to fine grain, low hydrogen and clean steel practice with a grain
size of ASTM 7 or finer as defined in ASTM E 112.
For quenched and tempered pipe, this grain size requirement shall not apply.

The molten steel shall be treated for inclusion shape control, and Manufacturer shall
submit a procedure for metallographic examination to assess the effectiveness of
inclusion shape control for review / approval of the company.

4. MATERIAL CHEMICAL COMPOSITION REQUIREMENTS
Chemical Composition shall be as per SHELL DEP with the following additional
restrictions.

a) Carbon content shall be 0.12% maximum for quenched & tempered pipes.
b) The total percentage of Cr+ Mo+ Ni+ Cu shall not exceed 0.80%. Individual
concentration of Chromium ≤ 0.30 %, Molybdenum ≤ 0.15% and Nickel ≤ 0.30%.
c) For X52NS and X65QS, CE (IIW) shall not exceed 0.41%.
d) For Mn, any increase above the specified table value for reduction in C value is not
acceptable.
e) Total oxygen analysis shall be required for checking the effectiveness of deoxidation
process. Oxygen content shall not exceed 0.0040%.
f) The intentional addition of any element not specified in API for Sour service pipes shall
not be permitted without prior written approval from the Company.
g) For pipes other than Grade B, the elements Tin (Sn), Antimony (Sb), Bismuth (Bi),
Lead (Pb), and Arsenic (As) shall be determined for the first three heats (on product)
and shall not exceed the limits of 0.015 %, 0.010 %, 0.005 %, 0.005 %, and 0.020 %
respectively. Should these analyses from the first three heats be below the maxima
for all elements, the frequency of analysis for these elements may be reduced to one
in ten heats.

5. TENSILE PROPERTIES
For steel grades X46 to X65, the maximum longitudinal and transverse yield strength
shall not exceed the specified minimum yield strength by more than 150 MPa. The
required minimum tensile elongation shall not be less than 20%.

6. CVN IMPACT TEST


For rich gas transmission, lean natural gas at pressures greater than 80 bar, and two
phase pipe lines, higher absorbed energy may be required to avoid the risk of running
fractures and the same may be specified in the data sheet (Attachment 1)

7. DIMENSION, LENGTH AND DEFECTS


1. Unless otherwise specified, 12 m random length designation shall be used.
2. Hard spots are not allowed on any part of the pipe.
3. Surface breaking laminations are not permitted at the pipe end face / bevel
surfaces.
4. Each pipe shall be suitable for pipeline coating. Entire surface (internal and
external) of each pipe shall be free from scabs, laps, shells, slivers, burrs, tears
and similar surface defects.
5. Blast cleaning and examination of surface imperfections and defects are required
and shall be implemented as per API and SHELL amendments.
6. No repairs are permitted on the machined bevel ends.

8. INSPECTION
Any pipe does not comply with this specification as observed or reported by
manufacturer during internal quality inspection, and/or contractor(if applicable) , and/or
appointed TPI nominated for material certification, and/or ADCO representative shall not
be released from the pipe mill nor dispatched to ADCO site.

Visual Inspection of entire length of each pipe shall be carried out both externally and
internally for detection of surface discontinuities. In addition, either MFL or eddy current
shall be used to confirm that pipes surfaces and through thickness are free of any
deficiency which may impair its integrity.

9. TESTING OF MECHANICAL PROPERTIES


For all mechanical tests, inspection test unit shall consist of 100 pipes or all pipes of one
heat, heat treatment batch, and diameter and wall thickness, whichever is the less.
10. NON – DESTRUCTIVE INSPECTION
All NDT shall be performed in accordance with the written procedures, approved by the
Company.
In all cases where grinding repairs are made as a result of imperfections being disclosed
by NDT, the part of the pipe containing such repairs shall be subjected to additional NDT
using the same technique, and MT, after the grinding operation.

11. MARKING
For pipes DN100 and above, stencil markings shall be executed in white block capitals
of minimum height 25 mm. For smaller pipe diameters, height shall be a minimum 10
mm.

For pipe diameters DN450 (NPS18) and larger, all paint markings shall be on the inside
surface. For smaller pipe diameters, the paint marking shall be on the outside surface.

In addition to the requirements of DEP and API, the marking shall include the following.
a. External markings
1. ADCO
2. Purchase Order and Purchases Order item no.
3. Length
b. Internal marking
1. Heat Number
2. Unique pipe identification No.

Marking shall also include API Monogram, test pressure, diameter, and wall thickness in
metric units.

12. COATING AND PROTECTION


Pipe shall be delivered with a temporary external and internal coating to provide
protection form rusting in transit and storage for a minimum period of one year.

13. DOCUMENTS
The Manufacturer shall provide a production report indicating at least the following for
each pipe:
• pipe identification numbers,
• heat numbers,
• dimensions,
• weights of lots of pipes or individual pipe lengths,
• purchase order numbers,
• Type of certificates issued etc.

The supplier shall prepare and maintain a data book throughout the manufacturing
process. Only original or certified copies of documents shall be included in the
Manufacturing Data Book (MDB). The data book shall include the following:

• Index
• Quality Control Procedures and Quality Plan
• Manufacturing procedure Specification and results of MPS.
• Histograms of chemical analysis of each element, Carbon equivalent (IIW and
Pcm) for the supplied pipes for each pipe grade and size
• Histograms of mechanical properties (tensile, yield, yield/tensile ratio, Charpy
tests, hardness) for the supplied pipes for each pipe grade and size.
• Certified chemical analysis and mechanical properties tests.
• A report giving the results of the grain size evaluation.
• Charpy V-notch impact test results
• Approved Inspection & test plan (ITP), pipe traceability & identification
• Procedures for heat treatment and heat treatment details, if any
• Inspection certificates
• Weldability test details
• Mill Certificates
• Hydrostatic test Certificates
• Storage procedures
• Release Certificates
• Non-destructive Inspection Procedures and reports
• Dimensional reports
• Hydrogen induced cracking sensitivity test results and photographs.
• Results of SSC tests, SOHIC tests and weldability tests.
• Equipment Calibration Certificates/Reports
• Tally List

All certificates shall be in English language and metric units of measurement and shall
be signed by both the Supplier and Company representative.

A copy of the data book shall be retained by the supplier for a minimum of 5 years from
delivery. The master copy and one copy of the signed data book shall be submitted to
the Company at the time of pipe delivery. The supplier shall also submit the above
information in an electronic format (3 sets of CD-ROM).

Material Certificate, Pipe Mill Tally Sheet, Inspection Certificate and Purchaser
Inspection Release Certificate shall be submitted to and approved by the Company
before shipment.

14. MATERIAL AND TEST CERTIFICATES REQUIREMENTS


Unless agreed otherwise by the Company, pipe manufacturer shall provide material and
test certification in accordance with ISO 10474 or BSEN 10204 Type 3.2.
However, for API 5L grade B pipe, type 3.1 certification with TPI endorsement is
acceptable with prior agreement /approval by the Company.

15. HANDLING AND STORAGE


All pipes shall be handled, loaded and shipped in accordance with API RP 5L1, and API
RP 5LW. The CONTRACTOR shall submit loading instructions and diagrams for
approval; however this shall not relieve his responsibility for any damage during
shipment.

Pipe shall be delivered with pipe bevel protectors with close ends allowing handling with
hooks; open end bevel protectors may be acceptable for OD 168.3 mm and over.
Proposed type of end protectors shall be approved by Company at the tender stage.

16. MANUFACTURING PROCEDURE SPECIFICATION (MPS)


The manufacturer, prior to production shall submit a Manufacturing Procedure
Specification to the Company for approval.
Steel making and casting techniques shall include the following details.
- Steel making process, including de-oxidation and desulphurization practice, inclusion
shape control method and the use of vacuum degassing.
- Casting process, i.e. ingot or continuous casting, including casting speed, vertical or
curved caster, tundish superheat, gas shroud in tundish, segregation control measures.
- Slab reheating temperatures start and finish rolling temperatures and reduction ratios.

17. MANUFACTURING PROCEDURE QUALIFICATION (MPQ)


The MPS shall be qualified by a Manufacturing Procedure Qualification (MPQ). In the
case of repeat orders of pipe of the same diameter and thickness, produced to the same
MPS, the Company may agree a reduction in the level of MPQ testing.
If production qualification is to be carried out on a small, pre-production run, the pipe for
MPQ testing shall be selected from this run.

In addition to all tests mentioned in API and SHELL amendments, SSC tests including
SOHIC shall be required for API 5L X60 and X65 grades only. Spare test pieces shall be
taken to be available for repeat testing.

18. WELDABILITY TESTS


Weldability tests shall be carried on API 5L X60 and X65 grades only. Girth welds shall
be carried out in accordance with WPS representative of those used by installation
contractors and approved by the company. Typically, welds shall be produced using
cellulose coated electrodes of compatible mechanical properties to the grade of steel

welded (E7010-P1 for X60 and E8010-P1 for X65) and welded in the 5G position with a
downhill welding progression.
For wall thickness greater than 19 mm, with prior approval from ADCO, E8045-P2 can
be used as an alternative to E8010-P1 for the welding of hot, fill and cap passes.

The details of testing and acceptance criteria shall be in accordance with ADCO welding
specification 30.99.00.0041, and Shell DEP 61.40.20.30.

The material selected for weldability trials shall be representative of the highest carbon
equivalent of line pipe casts produced, material has maximum carbon equivalent minus
0.02% may be permitted and shall be approved by the Company.

19. PIPE FOR BENDING OR HEAT TREATMENT


If pipe is required for induction bending or if it is intended to be subject to heat treatment
on installation, this will be stated in the Purchase Order.

Where so required the pipe, shall be capable of retaining the mechanical and sulphide
stress corrosion cracking resistant properties specified in this Specification after the
induction bending process, which may include austenitising, quenching and tempering,
normalizing heat treatment at a temperature proposed to be used during installation to
be stated in the Purchase Order.

The manufacturer shall supply evidence, acceptable to the Company, that these
properties shall be met. This shall take the form of either the results of trials or records of
previous production.

ADDENDUM 2: PIPE PRODUCTION QUALITY PROGRAM

The Manufacturer shall comply and implement the following as a minimum mandatory
quality provisions for pipe mill production. 

1- The manufacturer shall have a valid license to use API Monogram for manufacturing of
line pipes in accordance with the requirements of API 5L; furthermore, accreditations for
ISO 9001,14001&18001 is mandatory, while ISO 29001 accreditation is currently
considered as an advantage, it will be become mandatory effective by Jan. 2013.

2- Prepare and submit for approval project specific quality plan as well as inspection and
test plan within one week from P.O. awarding. Evidence shall be included in the plan to
prove that the mill quality division is full independent of production management to
ensure that the quality plan is correctly implemented and that all related documentation
is available.

3- A complete organization chart of the manufacturer shall be submitted with highlighting of


the full details for QC department and CV’s of all QC Staff included.

4- As applicable any or all of Mill QC, Contractor, Supplier/Vendor QC/inspection assigned


personnel and the appointed TPI for material certification shall be well identified in the
organization chart with clear statements of roles, authorities and responsibilities during
pipes manufacturing.

5- Manufacturer shall submit the mills operating / manufacturing related min. documents,
as shown below, to obtain ADCO approval two weeks max. from P.O. issuance, but
before “Kick off meeting “:
• Project Quality Plan
• Manufacturing Production specifications(MPS)
• Template for Manufacturing Procedure Qualification “MPQ”
• Inspection and test plan(ITP)

6- Pre-Inspection Meeting (PIM) Package

• After PIM Package is reviewed / endorsed either by PMT or manufacturer agent,


EPC contractor or manufacturer shall issue to ADCO official PIM notification, at least
three weeks prior to PIM date.

• Pre-Inspection Meeting Package shall contain the following:

a. Pre Inspection Meeting Agenda.


b. Notification of the appointed Third Party Inspection Agency and/or the approved
CV’s for assigned contractor Inspector
c. The final approved specifications as a part of P.O
d. The approved manufacturing procedures.
e. The approved inspection and test plans “ITP’s”.
f. Manufacturer and vendor approved CV’s (For Key personnel) with a list of
position of each/organization chart.
g. Production schedule.

7- Pre-production meetings shall be held between the Company and / or its representatives
and the manufacturer at pipe mill premises, during that ADCO will conduct a pre-
production surveillance audit to check the readiness of the mill prior to start of the pipes
manufacturing.

8- First day production shall be fully witnessed by contractor (if applicable), appointed TPI
and ADCO.

9- Pipe Mill shall submit the CV’s of the appointed TPI who will be in charge for material
certification as per API 5L PSL2 (Annex H),NACE MR 0175 and BS EN 10204

10- Record for pipe mill declaration statement of the review, acceptance and full
understanding of the final PO and all related/pertaining documents.

11- Any independent or third party testing laboratory shall be involved or employed by the
pipe mill shall posses ISO 9001,14001,18001 and 17025

12- In addition to the set NDT requirement, full visual inspection shall be carried out after
rolling, after heat treatment (if applicable), after hydro-testing, and before shipment.
After all manufacturing and heat treatment procedures have been completed on
seamless pipe; the entire steel volume of each length of pipe (100%) shall be inspected
by both ultrasonic and electromagnetic methods in accordance with API and SHELL
amendments.

13- All records of NDT operators training, competency and certification shall be maintained
and updated.

14- Traceability system shall be established mainly per pipe in order to keep all specific
records of the pipe which will assist in the tracking during pipe production and to
facilitate any investigation activities for any failure whether during pipe production or
installation or service life.

15- All mill NDT procedures shall be reviewed ,accepted and endorsed by pipe mill
inspection/Quality division, technology suppliers of NDT equipments (in particular for
UT,EMI & Eddy Current systems),independent ASNT NDT level III and the appointed
TPI before submission to Vendor/Supplier, Contractor (as applicable) and ADCO for
review and approval.

16- ADCO preserves the right and discretion to hire a TPI (optional) to cross check the
performance of the pipe manufacturer and the contractor QC representative and/or
supplier/vendor (as applicable) and the appointed TPI for material certification during
manufacturing of pipes.

17- Manufacturing Procedure Qualification (MPQ) is a mandatory requirement and shall not
be waived or cancelled or ignored by pipe mill, pipe manufacturer shall issue a first
version (flash) MPQ based on the progressed results of first day production testing
requirements as per the applicable standards and this specification herein. Final MPQ
version shall be completed , finalized and submitted to ADCO for approval at time of
completion of time dependent tests such as (corrosion testing, etc)

18- In case of mother material is steel billet imported from other steel making mill thus the
material certificates of billets shall be type 3.2 as per EN 10204 certified by an
independent certification body from ADCO approved vendor list.

19- ADCO will conduct quality surveillance audits during production along the first 2 days of
production, mid 2 days of production and the last 2 days of production.

20- In case of disclosing any evidence of noncompliance to ADCO requirements, ADCO


have the rights to select samples of pipes to be tested at an independent international
laboratory, whenever deemed necessary at the cost of manufacturer.

21- Pipes mill certificates shall be submitted to ADCO for approval after issuance by
manufacturer and associated with acceptance of contractor and/or supplier/vendor (as
applicable) and certification TPI endorsement (signed-off and stamped).
