SAUDI ARAMCO SCAFFOLD REQUIREMENTS

SAUDI ARAMCO PROPONENT DEPARTMENTS

General Instruction (G.I.) 8.001, “Safety Requirements for Scaffolds,” has been recently
revised and approved by Loss Prevention, Consulting Services, and Training and Career
Development (T&CD) Departments. G.I. 8.001 provides the minimum administrative
requirements for the safe design, erection, supervision, inspection, use, alternation, and
dismantling of stationary and mobile scaffolds at all onshore and offshore Saudi Aramco
facilities and project sites.

All requirements in the completely revised G.I. 8.001 are immediately effective, except the
need to have certified scaffold supervisors, inspectors, and specialized Scaffold Erector
contractors. These will be required on July 1, 2003. Only scaffold Supervisors/Inspectors
holding a valid Saudi Aramco certified Scaffold Supervisors/Inspectors pocket card will be
permitted to supervise or inspect scaffolds starting July 1, 2003. To meet the deadline for
having enough certified scaffold supervisors/inspectors available, you should start the
process of training and testing your scaffold personnel immediately.

Training and Career Development (T&CD) is responsible for providing scaffold certification
testing and training courses for Saudi Aramco employees. T&CD does not provide training
for contractor employees. However, T&CD administers certification tests and issues
certification cards to both Saudi Aramco and contractor employees.

Listed below are the steps required for using the new scaffold tagging system and certifying
scaffold supervisors and inspectors:

1. Scaffold tags and the permanent ink pens can be ordered using the Saudi Aramco stock
numbers below. Scaffold supervisors in your area should be instructed to use them as
required by the G.I. The Saudi Aramco SAP material numbers for the tags and pen are:

a) 1000123277 (Red Scaffold Tag),


b) 1000123290 (Green Scaffold Tag),
c) 1000123293 (Yellow Scaffold Tag),
d) 1000123296 (permanent ink pen).

Non-certified personnel, such as the immediate supervisor of the craftsmen erecting the
scaffold and the scaffold proponent representative, can complete and sign these tags
until July 1, 2003. The details of how to utilize the tagging system are outlined in G.I.
8.001. A PowerPoint presentation with detailed step-by-step procedures for using the
scaffold tags is available on the Loss Prevention Department Intranet website
(http://lp.aramco.com.sa/) under Reference Materials.

2. Schedule candidates to take the Scaffold Supervisor/Inspector written certification test
by completing the nomination form available from T&CD. Be sure to indicate which
type of test you want your employee to take. For example: Scaffold Supervisor I,
Scaffold Inspector, Scaffold Supervisor II-S, or Scaffold Supervisor II-T (see GI 8.001,
Para. 11.3 ). The T&CD contact persons for scheduling scaffold certification testing and
training are:
 Northern Area: Mohammad Faran on 673-1680

 Yanbu Area Farouk Abdalla on 397-8171.

3. Candidates should thoroughly study G.I. 8.001, “Safety Requirements for Scaffolds,”
and the Saudi Aramco Safety Scaffold Handbook (SSH) prior to taking the test. Hard
copies of the SSH are available from your local ALPD office. In addition, an electronic
copy of the G.I., SSH, scaffold tagging guides and scaffold checklists are posted on the
Loss Prevention Department website (under Reference Materials). The G.I. is also
posted on the Saudi Aramco Intranet.

4. If candidates score 80% and above on the written test, they will be scheduled to take the
performance test. If they pass the performance test (a score of 100% is required by
T&CD), they will be certified and given the appropriate pocket card.

5. Saudi Aramco employees who score below 80% in the written test should be scheduled
for attending one or more of the following T&CD scaffold training courses - based on
the score they achieve. For scores between 70 – 79%, the 2-week Scaffold
Inspector/Supervisor Course is required. For scores between 60 - 69%, the Advanced
Scaffold Erector Course (2 - 3 weeks) plus the 2-week Scaffold Inspector/Supervisor
Course is required. For scores below 60%, the Basic Scaffold Erector Course (3 –4
weeks) plus the above 2 course are all required.

6. Contractor employees who score below 80% in the written test should receive training
and can re-take the written test after three (3) months.

7. Per G.I. 8.001, the scaffold supervisor must be the immediate supervisor of the
craftsmen erecting the scaffold and, in addition, must be certified by July of 2003. As a
result, if you are using contracted scaffolds in your facilities, you should encourage your
scaffold contractor to schedule his scaffold supervisors to be certified as soon as
practical.
