Re: Criminal investigation into Secretary of State Brian Kemp’s campaign donations for non-action and
suppression of sexual assault complaints

Dear Attorney Pak:

As an elected representative of the people of Gwinnett and as a woman who knows how serious the crimes of
sexual assault and sex trafficking are, I have spent my career in elected office fighting on the front lines to
protect Georgians from these horrendous crimes and why I’ve deployed significant resources to keep the
citizens Gwinnett County safe.

As such, I was troubled to learn that Secretary of State Brian Kemp solicited contributions and attended a
campaign fundraiser hosted by Patrick Greco at his Madison home; Greco is the owner of two Massage Envy
clinics currently under investigation for their massage therapists sexually assaulting women. Additionally, Kemp
has previously received campaign contributions from numerous other owners of Massage Envy franchises.

Kemp oversees the Georgia Board of Massage Therapy – and stunningly – a recent AJC investigation found that:
“25 of the 26 sexual misconduct complaints lodged with the state over the past three years resulted in zero
public disciplinary action — no license revocations, no license suspensions, no therapists placed on probation,
no reprimands.” At least 8 cases of sexual assault have been committed by Massage Envy therapists; with
unresolved cases in Gwinnett that have been met with deliberate indifference.

The fact that Secretary Kemp took contributions from industries that he oversees permitting, licensure and
discipline resulting from public complaints, is illegal in itself. The staggering realization that Kemp would solicit
contributions from owners of companies in industries that are currently under investigation for sexual assault
is not only appalling, but a dire public safety concern.

There appears to be a direct connection between campaign support from Massage Envy franchisees in
exchange for non-action and suppression of these horrific, repeated and ongoing cases of sexual assault.

I call for an immediate and thorough investigation of what seems to be a quid-pro-quo scheme being
perpetrated through the Secretary of State’s office and the Kemp for Governor campaign. Through initiatives
that I have helped champion, we have moved Georgia from one of the worst states in the Nation in sex
trafficking to one of the best. It would be a mistake to allow someone to lead our great that clearly does not
take these issues seriously.
