Abstract
The reformation of the Romanian military following the War of Independence of 1877-1878
was given special attention by Germany and Austria-Hungary, especially after Romania joined
the Central Powers. The K.u.k. military command envisaged the integration of the Romanian
armed forces in the operative-strategic plans of the Austro-Hungarian army. The brochure
entitled “Die Wehrmacht Rumäniens; ihre Quellen und ihre Bedeutung”, published in 1909
under the signature of an Austrian officer who documented himself in Romania, comprises
a series of studies regarding the strategic role that the new ally might play in a future war,
the economic foundation of the Romanian army, its organization, the effects of the military
reforms adopted by the decision makers in Bucharest etc.

Abstract
Romania’s imminent entry into war and the period of tragic confrontations that followed
the decision taken on August 14/27, 1916 prompted Queen Mary to engage directly and with
all her forces in an extensive action aiming at helping the needy and especially those who
were wounded in combat. The letters addressed by the queen to her mother, Duchess Maria of
Coburg, constitute a touching document from a period of terrible tension and of tremendous
sacrifices.

After the communist regime collapsed in December 1989, a debate was launched in order

Abstract
After September 23rd, 1939, the threat of Soviet aggression hovering over the Baltic States
was suddenly brought again to the fore. During its expansion in the Baltic region, the Soviet
Union applied other persuasive tactics in addition to diplomatic means. The demonstration
of military force used by the Soviet leadership during the negotiations with the leaders of the
Baltic States has become a strong argument, especially due to the predictable outcome of a
possible armed conflict. Thus, Moscow forced the governments of the Baltic countries to ac-

Anexe
I
S-a convenit ca, în scopul prevenirii şi reprimării încercărilor de a atrage părţile con-
tractante în războiul care are loc acum în Europa, URSS are dreptul, pe parcursul acestui
război, să aibă, pe teritoriile oferite pentru aerodromuri şi baze (art 3 al Acordului), un
efectiv de până la douăzeci şi cinci mii de oameni, reprezentând forţe armate terestre
şi aeriene.
II
Temporar, până la construirea bazei din oraşul Paldiski (art. 3 al Acordului), pentru
o perioadă de maximum 2 ani de la data semnării prezentului Protocol, navele sovie-
tice de război vor putea intra în portul Tallinn pentru atât alimentare cu combustibil şi
provizii, cât şi pentru staţionare. Termenii de utilizare a acestui drept vor fi determinat
printr-un acord separat.
III
Acordarea ajutorul, în conformitate cu articolul 1 al Acordului, va fi oferit la cererea
uneia dintre părţi, însă, în baza unei înţelegeri bilaterale, partea obligată să acorde aju-
tor, poate, în caz de implicare în război a celeilalte părţi semnatare cu o terţă parte, să
rămână neutră.

Pentru monitorizarea aplicării dispoziţiilor prezentului Acord şi pentru soluţionarea
posibilelor probleme, se formează o Comisie Mixtă, pe bază de paritate, care va elabora
normele secretariatului propriu.

Acest Protocol secret constituie anexa la Acordul de asistenţă mutuală între URSS şi
Estonia, încheiat la 28 septembrie 1939.

La ora 01.00, noaptea, tov. Molotov l-a convocat pe August Rei, ministrul Estoniei la
Moscova, şi i-a comunicat despre următoarele acţiuni ale guvernului sovietic, privind
trecerea graniţei Estoniei de către trupele sovietice:
„1. La 17 iunie, ora 5.00, trupele sovietice vor începe să treacă graniţa estonienă
în punctele următoare (Orlî, Nizî, Narva, Pole, Korlî, Izborsk, Kudeb).
2. Unele unităţi, care vor trece granița Estoniei, vor intra în oraşele Tallinn, Iurev
(Tartu), Valk, Pernov, insulele Vulf, Harghie, Vormc, Moon, peninsula Suron.
3. Celelalte puncte de dislocare a trupelor sovietice se stabilesc prin coordonare de
către generalul de armată Mereţckov, din partea sovietică, şi generalul Laidoner, din
partea estoniană. Întâlnirea generalului Merţkov cu reprezentantul comandamentului
estonian, generalul Laidoner, se va desfăşura în oraşul Narva, la 17 iunie, ora 09.00.
4. În scopul evitării confuziilor şi a conflictelor, conducerea estoniană va ordona
imediat trupelor şi populaţiei să nu împiedice înaintarea trupelor sovietice pe teritoriul
Estoniei”.
Tov. Molotov a remis ambasadorului Rei memoriul privind aceste acţiuni. Rei s-a
interesat cu cine va comunica preşedintele Republicii Estonia privind formarea noului
guvern. Tov. Molotov a răspuns că pentru a purta tratative cu preşedintele, la Tallin va
fi delegat tov. Jdanov.

În baza materialelor reale, aflate în posesia guvernului sovietic, dar şi în baza schim-
bului de opinii din ultimul timp de la Moscova, între preşedintele Consiliului de Mi-

niştri al URSS, Viaceslav Molotov, şi preşedintele Consiliului de Miniştri al Lituaniei,
Antanas Merkys, guvernul sovietic constată că guvernul Estoniei nu numai că nu a lichi-
dat alianţa militară cu Letonia, formată până la semnarea Acordului sovieto-estonian
de asistenţă mutuală şi îndreptată împotriva Uniunii Sovietice, ci a extins-o, atrăgând în
această alianţă Lituania, şi depune eforturi pentru a atrage în alianţă Finlanda.
Până la semnarea pactului sovieto-estonian de asistenţă mutuală în toamna anului
1939, guvernul sovietic mai putea tolera o astfel de alianţă, deşi aceasta contravenea
pactului sovieto-estonian de neagresiune, semnat anterior. Însă, după semnarea Acor-
dului sovieto-estonian de asistenţă mutuală, guvernul sovietic consideră că existenţa
unei alianţe militare între Estonia, Letonia şi Lituania, îndreptate împotriva URSS, este
nu numai inacceptabilă şi de netolerat, ci şi foarte periculoasă, reprezentând o amenin-
ţare la adresa securitatăţii graniţelor URSS.
Guvernul sovietic spera că după semnarea Pactului sovieto-estonian de asistenţă
mutuală, Estonia va renunţa la alianţa militară cu celelalte state baltice şi, în conse-
cinţă, alianţa va fi lichidată. Însă, Estonia, împreună cu alte state baltice, s-a îngrijit
de revitalizarea şi extinderea alianţei sus-numite, drept dovadă fiind următoarele fapte:
convocarea a două conferinţe secrete ale celor trei ţări baltice, în decembrie 1939, şi în
martie 1940, în scopul constituirii alianţei militare extinse, cu Letonia şi Lituania; con-
solidarea relaţiilor între statele majore ale Estoniei, Letoniei şi Lituaniei, efectuată fără
ştirea URSS; instituirea, în februarie 1940, a organului de presă special al Antantei Mili-
tare Baltice, „Revue Baltique”, editată în limbile engleză, franceză şi germană, publicate
în Tallinn etc.
Toate aceste lucruri ne dovedesc că guvernul Estoniei a încălcat grosolan Acordul
sovieto-estonian de asistenţă mutuală care interzice părţilor „să încheie alianţe sau să
facă parte din coaliţii îndreptate împotriva uneia dintre părţile semnatare” (art. 4).
Această încălcare grosolană a Acordului sovieto-estonian de asistenţă mutuală de
către guvernul Estoniei a avut loc atunci când Uniunea Sovietică a promovat şi conti-
nuă să promoveze o politică excusiv binevoitoare şi pro-estoniană, îndeplinind punctual
toate prevederile Acordului sovieto-estonian de asistenţă mutuală.
Guvernul sovietic consideră că o astfel de situaţie nu mai poate fi tolerată.
Guvernul URSS consideră absolut necesar şi imperativ ca:
1. În Estonia să fie format imediat un guvern capabil şi pregătit să asigure aplica-
rea corectă a prevederilor Acordului sovieto-estonian de asistenţă mutuală.
2. Să se asigure imediat trecerea pe teritoriul Estoniei a trupelor militare sovietice
pentru a fi dislocate în principalele centre ale Estoniei, în număr suficient pentru a asi-
gura posibilitatea punerii în aplicare a Pactului sovieto-estonian de asistenţă mutuală şi
să prevină eventuale provocări împotriva garnizoanelor sovietice din Estonia.
Guvernul sovietic consideră îndeplinirea acestor cerinţe drept acea condiţie de bază,
fără care realizarea corectă şi conştiincioasă a prevederilor Acordului sovieto-estonian
de asistenţă mutuală este imposibilă.
Guvernul sovietic aşteaptă răspunsul guvernului estonian până la ora 24.00, 16 iunie.
Lipsa răspunsului guvernului estonian în acest termen va fi apreciată drept un refuz de
a îndeplini cerinţele URSS, indicate mai sus.

blicilor Sovietice Socialiste hotărăşte:
1. Să satisfacă rugămintea Dumei de Stat a Estoniei şi să accepte intrarea Republicii
Sovietice Socialiste Estone în componenţa Uniunii Republicilor Sovietice Socialiste în
calitate de Republică Sovietică Socialistă Unională cu drepturi depline.
2. Să organizeze, în conformitate cu articolele 34 ş 35 din Constituţiea URSS (legea
fundamentală), alegeri pentru funcţia de deputaţi în Sovietul Suprem al URSS din par-

Evoluția omenirii poate fi considerată de fapt o constantă progresivă, în timp ce istoria pare
uneori că este o adevărată spirală ciclică. Și dacă vă place, este o poveste frumoasă pentru cei
care iubesc și respectă adevărul istoric. Sau așa cum spune un fost ministru de externe și istoric:
„Istoria rămâne o poveste frumoasă... pentru oamenii inteligenți...”
Putem așadar aprecia că momentele istorice de referință se repetă aproape ciclic, ca o adevă-
rată spirală ciclică, dar de fiecare dată pe alt nivel. Cam la fel este și cu destinele umane. Poate
ca istoria biblică a celor șapte vaci slabe și a celor șapte vaci grase are un mare adevăr. Anii buni
și cei negri din viața și cariera noastră alternează pe această spirală ciclică.
În acest sens, apreciez că sunt momente în viața tuturor oamenilor, și cu atât mai mult în
viața militarilor de carieră, când destinul îi face martori sau uneori chiar participanți direcți
la momentele sau evenimentele istorice naționale sau a celor cu impact sau reverberații
internaționale. Și atunci, putem considera că toți aceștia au obligația morală de a lăsa scris
partea lor de adevăr, desfășurarea evenimentelor așa cum a fost trăită și văzută de ei, contribuția
și implicarea în evenimentele la care au fost martori sau participanți indirecți.
