1. SCOPE

Nutrition International/NI is implementing MITRA Youth, a project supporting Weekly


Iron Folic Acid Supplementation (WIFAS) for prevention and reduction of Iron
Deficiency Anaemia (IDA) among school-going adolescent girls, in selected districts in
two provinces of Indonesia: East Java and East Nusa Tenggara. MITRA Youth is
funded by Department of Foreign Affairs and Trade (DFAT) Australia.

To support program delivery, hence following the capacity building activities i.e.
Training for Trainers (ToT) for provincial stakeholders, and training sessions for district
stakeholders in 20 districts, NI is planning to conduct two days training for selected
health workers from puskesmas and teachers from senior high schools. The objective
of this activity is to improve the knowledge and skill of these stakeholders since they
are the one who interact with the school-going adolescent girls hence to provide
support for the WIFA program resulted to improve acceptance of program.

NI therefore seeks an Event Organizer (EO) to facilitate the trainings for health workers
and teachers, on the WIFAS program, and on issues that affect adolescents’ nutrition
and health in 10 districts in East Nusa Tenggara.

2. TECHNICAL SPECIFICATION

Bidders should refer to Annexure A and B.

3. GENERAL INSTRUCTIONS AND CONSIDERATIONS

3.1 Bidders must provide all information requested below. Quotations that do not
provide the required information, or do not follow the submission requirements, will
not be reviewed.

3.2 Bidders are responsible for all costs associated with quotation preparation.

3.3 Requests for further information must be sent by July 19, 2018, 17:00 West

3.4 Nutrition International reserves the right to reject or accept any quotation in whole
or in part and to reject all quotations at any time without assigning any reason
whatsoever before award of Contract.

4. SUBMISSION OF QUOTATIONS

4.1 The closing date for submission of quotations is on or before July 23 2018, 17:00
West Indonesia Standard Time. Late or incomplete quotations will not be

considered. The quotations must be submitted by email in English at the following

4.2 Interested bidders (firms/institutions) shall submit the following documents:

 Cover letter
 Proposal including institutions profile with CV of team members, references of
minimum 3 relevant experiences, and proposed budget using the budget
template provided in Annexure B.

4.3 Bidders should refer to Annexure B for the format for quotations.

4.4 Bidders must include the timeline in Annexure B along with their quotation and
indicate their ability to meet the schedule by accepting or adjusting the dates.

4.5 All prices shall be valid for a period of 2 months after the Closing Date.

5 BIDDER SELECTION AND CONFIDENTIALITY

5.1 NI will review all complete quotations and inform the successful Bidders within 3
weeks of the Closing Date.

5.2 NI will respect the confidentiality of all information provided by Bidders.

6 FINANCIAL PROPOSAL

6.1 The financial proposal must contain the expected budget for accomplishing the
complete work with detailed breakup. All amounts quoted must be in IDR. The
Bidders should provide a detailed budget, based on the format attached as
Annexure-B.

6.2 Fees should be inclusive of Indirect Cost.

TERMS OF REFERENCE

on the Weekly Iron Folic Acid Supplementation (WIFAS) Program
for School-Going Adolescent Girls in East Nusa Tenggara

Grant: 4703-1833 MITRA Youth

1. Background

Nutrition International/NI is implementing MITRA Youth, a project supporting Weekly Iron


Folic Acid Supplementation (WIFAS) for prevention and reduction of Iron Deficiency
Anaemia (IDA) among school-going adolescent girls, in selected districts in two provinces
of Indonesia: East Java and East Nusa Tenggara. MITRA Youth is funded by Department
of Foreign Affairs and Trade (DFAT) Australia.

2. Objectives

The objective is to support NI in the implementation of the WIFAS program among school-
going adolescent girls by facilitating training for health workers and teachers in 10 districts
in East Nusa Tenggara.

The 2 days training session will include sessions based on modified training module
(detailed training content is available in the training curriculum and module), which are:
1. Adolescent Development Stages
2. Gender Basic Concept
3. Anemia in Adolescent Girls: Prevention and Control
4. Balanced Nutrition
5. WIFA Program Management
6. Sanitation to Support Anemia Prevention Among Adolescent Girls
7. Effective Communication Skills and Behaviour Change Communication
8. Nutrition Education and Counselling
9. Nutrition Advocacy
10. Building Learning Commitment
11. Follow up and Action Plan

3. Expected Output

Successful facilitation by the EO of the training for health workers and teachers in 10
districts of East Nusa Tenggara.

Training participants are expected to gain the following competences (detailed


competences is available in the training curriculum and module):

1. Concepts related to adolescent health and implementation of adolescent nutrition


program
2. Basics of gender mainstreaming in adolescent programs
3. Anemia in adolescent girls, its prevention and control
4. Balanced nutrition
5. WIFA program management
6. Role of WASH components including hygiene and sanitation in supporting anemia
prevention among adolescent girls
7. Basics of implementing an effective communication and behaviour change
communication
8. Significance of nutrition education and counselling for adolescents and how to
implement it.

4. Scope of Work

The training is aimed at providing a basic introduction to developing and implementing


adolescent nutrition program with focus on the WIFAS program, supported by the
Government of Indonesia.

Accordingly, training will focus on forecasting, reporting and recording of WIFAS, its
benefits, dosage and administration, counseling of adolescent girls on the WIFAS program,
improving dietary practices, and the importance of hygiene and sanitation practices. The
training will take 2 days and in each district will involve approximately 30 participants
consist of staffs from selected puskesmas and teachers from selected senior high schools.
The facilitators will be the trained district facilitators.

5. Deliverables

participants, process, pre-post training assessments and feedback of the participants

 Note: 1) gender (male/female) of all participants must be recorded and reported for all
trainings; 2) all training materials (PPT, handouts, etc) are provided to NI

6. Management Arrangements

NI will provide technical and financial support to the selected agency. The activities will be
coordinated together with DHOs. In addition, coordination will be undertaken with
Education and Religious Offices at district levels as required.

7. Qualifications of the agency

 Minimum 3 years of experience in facilitating events such as meetings, workshops, or


trainings with good track record with past clients
 Minimum 3 years of experience working with international NGOs, and
national/provincial/local government offices
 Experience developing good quality reports for international NGOs/government
programs
 Experience working with NI and MoH/PHOs would be an asset
 Have office in East Nusa Tenggara province
 Experience in the area of nutrition and public health will be an added advantage

The training for health workers and teachers will be conducted between July-September
2018.
