67IB, LGUs push for a green community

Poverty is the foremost issue exploited by the
New People’s Army to aggravate the people to take up
arms against the government. When conditions of
poverty are present, the seed of idea like the
government-does-not-care-about-the-people-hence-it-
should-be-replaced-with-communism is subtly planted
by the communists. It is nurtured by continuous informal
or casual education primarily to make the person turn
their backs on the government. The seed of idea has
grown into maturity when a person takes arms against
the government and joins the NPA.
As a support to the government’s thrust to
decimate insurgency to achieve peace and
development, conditions of the populace are slowly
changed to render the NPA disabled in exploiting
poverty as propaganda for recruitment.
Among the many poverty-alleviating programs
of the government particularly the Department of
Agriculture include Gulayan sa Barangay. This aims to
encourage the communities to plant vegetables in their Mr Eric Gallego, resource speaker from Department of Agriculture
own backyard or plots in their barangays. during the lecture on biological concoction for pest control / seed
production and storage, pest and diseases management.

The farm produce will then be used for

family consumption or the surplus will be sold as an
additional profit for the family’s advantage.

changing the conditions of the populace in the
communities hence the DA and the local
government units has his full support in the poverty
alleviating programs like Gulayan sa Barangay.

cooperation of Mr. Reymudo L. Cumareng, Regional
Head of DA Davao Oriental, promoted and
advocated the program which benefitted 232
persons including the the rebel returnees and their
dependents, barangay populace, and the CAFGU
Active Auxiliary forces. The battalion plans to
continue to support the local government and the
DA in sustaining the program availed by the
beneficiaries and advocating the program
to the remaining communities.

Embedded in the program is a training that comprise DA’s lecture and demonstration on technology of vegeta-
ble farming (commercial and home-grown) and lecture on nutritive values of vegetable.
