1 BACKGROUND AND OBJECTIVES OF STUDY


1.1 BACKGROUND
Indonesia is a country that has abundant potential energy resources. Available energy sources
include renewable energy and non-renewable energy. The example of renewable energy in
Indonesia are wind, solar, water, geothermal and biomass. However, until 2017, the renewable
energy provides only a little supply for the people, which is about only 11.9 percent.
With the existing condition of the limited crude oil and the abundant availability of renewable
energy sources, on the other hand, the usage of non-oil alternative energy should be increased.
Reducing the dependency of oil as the main energy resource is the main goal of developing
renewable energy resources. The other side of the effort is to maintain the quality of the
environment, according to the Kyoto Protocol, that mentioned reducing damage to the environment
particularly air pollution caused by fossil fuel usage.
Related to the aforementioned point above, Indonesia government has issued a National Energy
Policy (KEN), with targets such as energy supply coming from renewable energy sources is equal to
23 % by 2025 and electricity ratio close to 100% by 2020. For realization, the utilization of renewable
energy sources began to be encouraged through the Mini Hydro Power Plant (MHPP) development.
Construction of MHPP is expected to replace the function of diesel power plant which has higher
operating costs and also as a reducer to the fuel consumption rate.
MHPP is one type of power plant technology that has been proven will not harm the environment
and will be able to support the energy diversification with its utilization. In advance, it will support
the fuel usage reduction program and other benefits are that most of the MHPP construction
materials use local content. By considering explanation in the lines above and in order to support
government programs increasing the electricity ratio in Indonesia, PT SOLUSI PASAMAN ENERGI as a
private company engaged in electrical energy provision plans to develop hydropower potential on
Cikandang River to become Tanjung Mulya MHPP.

1.2 AIM AND OBJECTIVES


Tanjung Mulya MHPP Feasibility Study was conducted through a systematic approach and methods.
In this study, two main aspects are data availability and methodology study have to be fulfilled. Data
availability includes topography, hydrology/meteorology, electricity, and other supporting data.
Collecting complete and proper data will be used as a reference in the study of hydrology,
hydraulics, and topography, then to produce a Feasibility Study. In turn, Feasibility Study will
become a reference in the Tanjung Mulya MHPP Detailed Design analysis. Optimal study results are
used to provide a feasible recommendation, which will complete the detailed design phase.
This feasibility study is conducted to arrange preliminary study, to set plan priorities for further
development in the next phase, and to conduct design concept studies of the priority structures.
While the objectives of the study are to obtain the priorities of alternative MHPP structures that will
be reviewed for the Feasibility Study and to assess and select alternative structure based the most
optimal in technical, economic, environmental and benefits aspects.

2 SCOPE OF WORK
The work methodology in conducting the feasibility study of Tanjung Mulya PLTM are:
1) Data Collection. Data collection consists of primary and secondary data collection.
2) Survey/Location Surveillance Activities. Survey activities consist of preliminary surveys of
field conditions, topographic surveys, hydrology, geology, geotechnical, and electricity. The
results of the survey are required as materials to be processed in the desk study stage.
3) Desk Study. Desk study is conducted by consultant planner to conduct a technical study
based on references and discussions internally based on data that has been collected to
obtain optimal design/planning.
4) Reporting. Submission of study results will be prepared in the form of a feasibility study
report, which contains the results of hydrological, hydraulic, structural, geological,
geotechnical, mechanical, and electrical studies.
The methodology of this work will follow the following flow chart in Figure 1.

3 PROJECT AREA AND LOCATION


3.1 PROJECT LOCATION
Tanjung Mulya MHPP is located on Cikandang River, which is administratively located in Tanjung
Mulya Village, Pakenjeng District, Garut Regency, and West Java Province, with coordinate location
between 7030’19.55”S - 107037’31.29”E and 7031’23.66”S - 107036’55.85”E. Tanjung Mulya MHPP
location in the Cikandang River presented in Figure 2.

3.2 SOCIO-ECONOMIC
According to statistic data of Garut regency, the population of Garut regency in 2014 is 2,548,723
inhabitants, consisting of 1,284,817 male population and 1,263,906 female population. The
population of Garut regency over the last 10 years has grown 1.61% per year. With an area of
3,065.19 km2, the population density in Garut regency in 2015 has reached 831 people/km 2. Social
conditions and welfare Garut regency is depicted in several variables, such as education and health
facilities. Garut regency is an area that has a relatively large education index compared to other
districts in West Java Province. Garut Regency education index reaches 55.18.

3.3 ELECTRICITY CONDITION


As a source of lighting and other energy, in domestic sector as well as industrial sector, electricity
plays a very vital role. Along with the development of the number of households and the economy,
electricity sector in Garut Regency, in general, showed a fairly positive development, as indicated by
the development of the amount of electricity distributed. Until 2010, all the villages in Garut
Regency had got electricity. The number of electricity customer during 2010-2015 increased
drastically, from 351.074 to 532.417 subscribers, increasing 51,65% in five year period. While
installed power in the same period had also increased 63.09%, from 262.332 kVA to 427.836 kVA.
The amount of electricity distributed also increased 46.64% from 472.160 MWh to 692.370 MWh.
Electricity consumption in Garut Regency in 2014 mainly are domestic households with a proportion
of 81.86% of all consumption.

The amount of power generated from Tanjung Mulya MHPP will be transmitted to the nearest
medium voltage network (JTM), as far as 300 m from Tanjung Mulya MHPP powerhouse location.
This transmission cable will supply power of 20kV. Then the power transmission from control room
powerhouse will be connected to the nearest substation, which is PLN Bungbulang Substation,
located in Bungbulang district, about 8.5 km from Tanjung Mulya MHPP powerhouse location.

3.4 METEOROLOGY AND HYDROLOGY


(1) METEOROLOGICAL AND HYDROLOGICAL DATA
Mean annual rainfall in Cikandang watershed is around 3400 mm, which is collected from Pakenjeng
rainfall station. According to Pakenjeng rainfall data, Cikandang watershed shows two different
seasonal patterns as described below.
 The rainy season from November to May, which very frequent rainfall with high intensity.
 The dry season from June to October, which relatively frequent rainfall with moderate
intensity.
The rainfall data are shown in Table 2 and mean annual rainfall graphic is shown in Figure 3.

The climate of Cikandang watershed is mild with a small variation of 22 oc – 24oc on average monthly
air temperature throughout the year. The climatological data can be seen in the following table.

Observed flow data of Cikandang-Pakenjeng Automatic Water Level Recorder (AWLR) Station was
obtained from Research Center for Water Resources, Ministry of Public Works and 9 years of data
was used in this study. Mean annual flow at AWLR location is 12.65 m3/s. The flow condition is
relatively stable as illustrated in Figure 4.

(2) TANJUNG MULYA WATERSHED
Tanjung Mulya MHPP is located in Cikandang River. The watershed area in proposed weir location is
330.62 km2 and the river length is 46.8 km. The gradient of the river is varied between 0-7%.
Cikandang River has several tributaries, so the watershed can be classified as dendritic type. Tanjung
Mulya Watershed is illustrated in Figure 5.

Land use is one of the key parameters that determine the watershed condition, whether or not the
watershed has a good quality of the land cover. Generally, topography and morphology condition

around Tanjung Mulya MHPP consists of a small plain area and a majority is a steep terrain in the
right side of the river. Land covers are majority of cultivated land (51.5%) and forest (44.7%); and
small area of meadow (2.1%), open space (1.3%), resident area (0.2%), and water body (0.2%).

(3) FLOW DURATION CURVE (FDC)
Determining water availability is a key factor in hydropower plant design because it is used to obtain
a rated discharge in the hydropower plant. In this study, water availability is described as Flow
Duration Curve (FDC), which was constructed from observed flow recorded using the Cikandang-
Pakenjeng AWLR Station. Land cover inside Tanjung Mulya watershed is classified in good condition.
As the result, its FDC has a large amount of base flow as illustrated in Figure 7 and Figure 8.

Design discharge (Qrated) of Tanjung Mulya MHPP is 11.3 m3/s at 65% probability of flow duration.

(4) MEASUREMENT OF RIVER FLOW AT PROJECT SITE


Observed data in this analysis consists of spot measurement flow by using the current meter. The
purpose of flow spot measurement is estimating direct minimum discharge on dry season. Spot
measurement was observed at proposed weir location in coordinates 7o30'29.41"S - 107o37'33.93"E
on May 2018. Spot measurement flow is obtained 14.43 m3/s.

(5) MAINTENANCE FLOW/ECOLOGICAL FLOW


Maintenance flow or ecological flow is the water flow required to ensure the presence of aquatic
biota habitat in the river. The ecological flow must be available in the river as base flow, as the
result, it must be considered in the energy production calculation. To sustain river ecology,
ecological flow is applied at rate 113 lit/s.

(6) FLOOD DISCHARGE


Based on the calculation that can be seen further in Table 4 and Figure 9, HSS-Nakayashu Method is
selected as a flood discharge design. For further analysis, flood rate of return period 100-year is
766.5 m3/s will be applied in determining civil structure (e.g. weir, intake, sand trap, and
powerhouse).

3.5 GEOLOGICAL CONDITION


Regional Stratigraphy study area refers to the Map of Geology Sheet of Garut published by the
Center for Research and Development of Geology. The Tanjung Mulya MHPP survey area is included
in the spreading area of the Bentang Formation. Bentang Formation is dominated by tufan
sandstone material, pumice stone, clay, conglomerate, and lignite. Based on soil observations in the
field, Tanjung Mulya MHPP is located on the fault line and former landslide can be found there.

(1) SOIL CONDITION


According to soil investigation at the project location, NSPT value > 60 can be found at shallow
depth. The result of soil investigation can be seen in the following table.

4 MINI HYDRO POWERPLANT SCHEME DEVELOPMENT


There are two alternative schemes for Tanjung Mulya MHPP project. Those are left scheme and right
scheme. According to many considerations, such as minimum excavation and locations that are not
densely populated, and cheaper construction cost, it was determined that the development of
Tanjung Mulya MHPP will focus on left scheme development. Schemes of Tanjung Mulya MHPP can
be seen in Figure 10.

5 POWER AND ENERGY OUTPUT


Headloss occurs along the waterway consisting of energy loss in intake, sand trap, headrace,
headpond, penstock, and tailrace. Graphic showing hydraulic grade line (HGL) of Tanjung Mulya
MHPP can be seen in Figure 12. As the result, Tanjung Mulya MHPP power generation is listed
below:
 Gross Head = 35.48 m
 Total Head loss = 3.42 m
 Net Head = 32.06 m
 Qrated = 11.3 m3/sec
 Turbine efficiency = 91%
 Generator efficiency = 95%
 Power = 3 MW (2x1.5MW)
In this project, the total annual energy production is 20.90 GWh with the plant factor (PF) is 77.65%.
However, the State Electricity Company (PLN) is able to absorb only up to 70% of PF, so the total
annual energy production reduces to 18.8 GWh. The result of annual energy calculation is presented
in the table below.

6 PROJECT FEATURES
Watershed area of Cikandang river basin at weir location is around 330.62 km 2, and the design
discharge is 11.3 m3/s, which compress to about 65% discharge of flow duration. The head of the
project 32.06 m is the water level difference between weir and tailrace. The weir is 28 m long and 3
m high. The headrace is around 2.4 Km long. The penstock is around 87 m long and 1.8 m diameter.
The power station is equipped with 2 generating units with a 1.5 MW capacity each. Power
produced is forwarded to Bungbulang Substation by the transmission line of 20 KV with a length of
8.5km. Project descriptions of Tanjung Mulya MHPP are presented in the following table.

7 PROJECT EVALUATION
7.1 CONSTRUCTION SCHEDULE
Implementation of the project involves various pre-construction activities, such as detail design
study, procurement process, land acquisition, and etc. The project is planned to complete by the end
of 2020, which giving a time period of two years of construction. The construction schedule planned
is shown in the figure below.

7.2 INVESTMENT COST


Quantity calculations consist of civil, mechanical, and electrical works. The results of quantity
calculation are assumed as estimation and not as an actual work quantity that will be constructed on
site. Quantity estimation was calculated based on submittal basic design drawing.

The investment cost is Rp 85,130,409,960.43, installed capacity is 3 MW, so the unit energy cost is
approximated around Rp 21 Billion/MW, and it is still below the IRENA Classification. Therefore, it
can be concluded that Tanjung Mulya MHPP Project is a feasible development project.

(2) ELECTRICITY SELLING RATE


Revenue earned by Tanjung Mulya MHPP used for financial feasibility analysis is derived from the
sale of electrical energy. Revenue from the sale of electrical energy comes from PT PLN (Persero).
According to the Ministry of Energy and Mineral Resources decree in 2017, in the case of Tanjung
Mulya MHPP which produce power up to 10 MW, electricity sales tariff for West Java Province is Rp
911/kWh. The electrical energy that can be sold is estimated based on the estimated energy
production that has been done in the previous section, amounting to 18.8GWh (PF70%).

(3) SENSITIVITY ANALYSIS


In the calculation of project costs, there are still many things of uncertainty, such as hydrological
conditions, geology, or cost swelling due to increasing interest rate and so on. This condition allows
the estimated cost of construction and the acquisition of power and energy fluctuating. To know the
change of financial analysis mainly due to the change of project cost, decreasing power, and
decreasing generated energy. It is necessary to calculate the sensitivity analysis with different
assumptions of scenario as shown in Table 10.

According to financial sensitivity analysis above, the investment cost is Rp 85,130,409,960.43 (85.1
Billion), with financial index Internal Rate of Return (IRR) at 14.33%, Return of Equity (ROE) at
19.82%, B/C ratio at 1.22, and payback period for 5.82 years. It can be said that Tanjung Mulya
MHPP is a feasible development project, with positive index financial value (IRR > 12%, payback
period < 7 years, and BCR >1).
