I think that English speakers should learn to read in the minority language if enrolled in a Two-

Way Program. The primary reason as to why I believe this is because of the relationship that

reading, writing, and speaking have concerning oracy. In order for a student to become truly

biliterate there must be exposure to both languages. Moreover, the Two-Way Program model

will continually decrease the allotted time for the minority language which will also decrease the

opportunity for English speakers to read in the minority language. The purpose of a Two-Way

Program is to teach students to be biliterate, bilingual, and bi-cultural. In addition to this,

English speakers need as much exposure to the minority language since school may be the

only place they practice it. Also according to Soltero (2016) research shows that teaching

English speakers to read and write in L2 first “does not interfere with their acquisition of literacy

in their L1 or the development of the two languages” (p.92).
