Towards intensifying the focus on cleanhness and create an

environment of cleanliness across the country in the spirit of a Jan Andolan,
the Hon'ble Prime Minister has called upon the nation to undertake
"Swachhta Hi Sewa" (SHS) from 15th September, 2017 to 2nd October 2017.
The proposed campaign has three components, which are highlighted in the
enclosed letter addressed by Secretary, Ministry of Drinking Water &
Sanitation to the Defence Secretary. w

I am to request you to look into this matter personally to ensure that

the action plan could be made ready by 11th September 2017 so that SHS
campaign is organized successfully.

As you may be aware, the honorable Prime Minister during his 'Mann ki Baat'
address on 27th of August 2017, called upon the nation to undertake a campaign,
Zr `Swachhta Hi Sewa' (SHS), from September 15, 2017 to Gandhi Jayanti. The aim
of the campaign is to intensify the focus on cleanliness and create an environment
of cleanliness across the country in the spirit of a Jan Andolan.

During the Swachhta Hi Sewa (SHS) caurp aign, it is desired that all Central
Ministries, subordinates offices of Ministries, and PSUs under the Ministries
organize Shramdan activities. In addition, eminent personalities, community
organizations, private sector organizations, and all other stakeholders relevant to
your Ministry maybe requested to contribute to the Swachhta Hi Sewa activities
between 15th September and 2nd October, 2017. The Swachhta Hi Sewa campaign

is proposed to be formally launched by the honorable President of India on the 15th
(1 .September, 2017. '

The campaign has three components:

JagruktaAbhiyan: Mass mobilization of public at largeusing
innovative IEC techniques. SwachhtaRathsmay be used in the districts
for this purpose
ShauchalayaNirman (or Shramdaan): ODF achievement through
construction of toilets on a large scale including Shramdaan by eminent
personalities will be undertaken during this period. Multiple
organizations such as Schools, Women SHGs, Women Sarpanches,
Central Armed Police Forces (CAPFs), Corporates, Healthcare
institutions etc. will participate in the cleanliness and ODF drives on a
mass scale
© Swachh Gandhi Jayanti — To celebrate the three years of the Swachh
Bharat Mission, awards will be given at all levels (National, District,
and State). In addition, other awards will be given to institutions who
 have contributed to the Swachh Bharat Mission in an exemplary
manner.

In this context, your Ministry, its subordinate and field offices, and PSUs
under your Ministiyare requested to actively contribute to the SHS campaign. Y*u
may appoint a nodal officer from your Ministry for this campaign and request your
mistry's field, subordinate offices and 'S i sto su •mit to you an action plan or
SHS by 11th September 2017. The soft copy of the action plan may be forwarded
over e-mail to Yugal Joshi, Director, Ministry of Drinking Water and Sanitation
(MoDWS) by 5 PM, 12th September 2017. The following officials from MoDWS
may be reached out to for further clarifications.
