Summary – Essential Functions:


The Executive Director is directly responsible for the planning, directing and coordinating all actions
and duties performed by his/her staff. The Executive Director is responsible for the development,
operation, maintenance and repair of all the Authority’s facilities and equipment. The Executive
Director serves as liaison between all government units that comprise the BJCTA operations, all
state office, and all federal offices as they relate to public transportation.

 Oversee and monitors performance of the transit system operation, relative to established
performance objectives and the adopted budget and institutes necessary programs and actions
to maintain high service quality.
 Oversees and monitors performance of the Authority’s administrative functions and institutes
necessary programs and actions to improve efficiency and quality of work being performed.
 Serves as the BJCTA Board’s Executive Officer providing necessary reports and assistance so
that the Board has necessary information as it relates to Board Policy.
 Establish and maintain an organizational structure that will adequately provide necessary
operation of the BJCTA.
 Oversees the recruitment, hiring, career development and organizational structure of the
subordinate staff. Conducts periodic evaluations, establishes appropriate salary levels and
recommends career training programs where necessary.
 Participates in various State and National organizations and conferences so that proven
techniques can be shared and learning factors may be experienced in the BJCTA system.
 Enforces all rules and requirements of the Authority and does necessary follow through if
modifications or changes are necessary.
 Has authority to sign required bank notes and other related items, along with the Board
Chairman.
 BJCTA representative in matters dealing with the development, operation and maintenance of
the BJCTA Transportation Operation.

Supervises:
All BJCTA employees with direct reporting by the, Director of Administration & Risk Management,
Chief Financial Officer, Manager of Planning, Manager of Transportation, Manager of Maintenance,
Manager of Procurement/EEO Officer Facilities and Maintenance Compliance Officer and Executive
Assistant.

Duties:
 Has the responsibility for final preparation and submittal of an annual budget to the BJCTA
Board for all operational, maintenance and improvement of the entire BJCTA operation
 Presents the budget for approval by the BJCTA Board. The Executive Director has the
responsibility for the total supervision of the operation of the Authority, continually monitoring the
budget and make necessary decisions as to possible changes.
 Represents the Authority from any possible planning stages through completion of any project
including meeting with various boards, etc.
 Directs the preparation of all the Authority official reports, including financial information for State
and Federal grants as required by Federal and Statue auditing procedures.
 Represents the Authority before legislative, transportation commission and appropriate
committees.
 Represents the Authority in negotiations and execution of all contracts, leases or other
agreements and commitments of BJCTA resources, facilities or personnel
 Has responsibility for final administrative route changes and proposals and will follow through on
necessary requirements for Board Approval.
 Has responsibility for the internal administrative signing and setting on all grievances.
 Oversees the maintenance and security of the Birmingham-Jefferson County Transit Authority’s
capital assets, including land, structures and equipment.
 Maintains knowledge in all areas of employee responsibilities within scope and direction of
BJCTA policies and procedures.
 Maintain regular and predictable attendance.
 Ability to complete an assigned task in a safe manner and in a constant state of alertness.
 Must read chemical labels and follow safe handling procedures.
 Must understand and follow safety rules.
 Must be able to work in a cooperative manner with co-workers and supervisors.
 Perform other duties as may be requested by the Board of Directors.

Qualifications:
 Experience in all phases of public transit is highly desirable or a combination of experience and
education or equivalent combination of experience and training which provides the required
knowledge, abilities, and skills to effectively perform the responsibilities of this position.
 Able to communicate effectively, handle details, meet deadlines, and work independently.
 Able to perform essential functions and duties and to perform other tasks as assigned.
 Cooperative and willing to work with and learn from others, and able to react productively to
change.
 Attendance as necessary to meet ongoing service requirements for public transportation.

Language Skills
Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to
write simple correspondence. Ability to effectively present information one-on-one and small group
situations to customers, clients, and other employees of the organization.

Mathematical Skills
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common
fractions, and decimals, ability to compute rates and percent and the ability to draw and interpret
bar graphs from data with or without a calculator.

Reasoning Ability
Ability to apply common sense understanding to carry out detailed but uninvolved written or oral
instructions. Ability to deal with problems involving a few concrete variables in standardized
situations.

Physical Demands
The physical demand described here are representative of those that must be met by an employee
to successfully perform the essential functions of this job. While performing the duties of this job, the
employee is regularly required to sit; use of hands and fingers, handle or feel; reach with hands and
arms; and talk or hear. Ability to lift a minimum of 40 lbs.
