SECTION 111200 - PARKING CONTROL EQUIPMENT

PART 1 – GENERAL

1.1. SUMMARY

A. The contractor shall furnish all equipment, accessories, and material required for the installation of a
comprehensive Parking Management system in strict compliance with these specifications and applicable
contract drawings.

B. Any material and/or equipment necessary for the proper operation of the system, which is not specified or
described herein, shall be deemed part of this specification.

C. Section Includes:

1. Automatic barrier gates


2. Vehicle loop detectors
3. Articulated Arm
4. Display screens

D. Related Sections:

1. Division Section 'Access Control System' for integrating parking control with building access
control system

E. Operator will assign free parking lots to visitors and reserve parking lots for staff and VIP’s.

F. This system allows a flexible rearrangement of the parking management according operational
requirements.

G. Different types of cars will enter the premises. The below list should define the type of access control and
parking requirements

H. It is considered that any existing gates at the site fence will be operated manually or controlled by staff,
irrespective of the safety systems specified in this document.

I. This access will include a path entry and exit lane.

1. The driveway will be equipped with a motorized lift gate:

A. A badge reader free hand on pole entry.

2. The exit is also equipped with a motorized lift gate with:

A. A loop detection ground vehicle output.


B. A vehicle detector loop on security grounds.

J. The vehicle Barrier System must have the Integration with fire alarm / BMS systems

K. The vehicle Barrier System shall allow car park operators to efficiently operate, maintain and control car park
facilities.

L. It will consist of a three-phase, geared motor with frequency converter control - that allows for start and stop
control of the Barrier arm without the use of limit switches and the like, increasing reliability and reducing
spare part requirements. The self locking gear system ensures that the Barrier arm cannot be lifted
manually.

M. The vehicle barrier for the development shall accommodate both straight and articulated barrier arms, to
cater for all applications. Articulated barriers shall be appropriate for the parking areas within basement 01.
Refer drawings for exact locations.

N. The supplied Barrier must provide data links and interfaces using standard Ethernet architecture to bring all
streams into one cohesive solution. Barrier gates proposed shall be heavy duty and designed to operate
within the heavy traffic volumes in both directions.

O. The Parking control system will consist of the following main components:

2. Vehicle detection

P. The Parking control system shall have the interface with the following below systems:

1. Fire Alarm System

2. iSBMS System

3. Intercom Systems

1.2. SUBMITTALS

A. Product Data: For each type of the product indicated Include dimensions and data on features, performance,
electrical characteristics, rating and finishes

B. Shop drawings:
1. Detail equipment assemblies and indicate dimensions, weight, loads, required clearances, method of field
assembly, components and location & size of each field connection.
2. Functional Block diagram: Show single-Line interconnections between components for signal transmission
and control provide cable types and sizes.
3. Dimensioned plan and elevation of equipments rack, control panels and consoles. Provide access and
workspace requirement.
4. Provide wiring diagram for power, signal and control wiring.

C. Provide materials, equipment and services, and perform operations required for the installation &
commissioning of the complete and fully operational Nurse Call systems as generally specified herein.
D. Design drawings, method statement, & bill of material shall be provided as part of a material submittal.

E. All system devices must be allowed to be easily replaced or upgraded

F. The vendor shall describe what methods are available to detect and repair system malfunctions

G. Equipments List: provide every piece of equipment by Model number, Manufacture, serial number, location and
date of original installation. Provide pre testing record of each piece of equipment ,listing name of person
testing ,date of test, set point of adjustments ,name and descriptions of the view of preset positions,
descriptions of alarms and description of unit output response to an alarm

H. Field quality-control reports required

I. Software and Firmware Operational Documentation:

1. Software operating and upgrade manuals.


2. Program Software Backup: On magnetic media or compact disk, complete with data files.
3. Device address list.
4. Printout of software application and graphic screens.

1.3. CLOSE OUT SUBMITTALS

A. As-Built Drawings: Prior to contract close-out, submit one copy of the system As-Built 'drawings and documents
to the Consultant for review. Submit two copies to the Project Managers

B. Cutover and Training: The subcontractor shall provide on-site support during and immediately after system
start-up. This will ensure quick response time to any issues that may arise. Training shall be provided to ensure
knowledge transfer regarding documentation, moves, adds and changes and related activity. The
subcontractor shall conduct a training session explain and orient the staff.

C. Operation and Maintenance Manuals

1. Prior to system acceptance and commissioning, submit three copies of the operation and
maintenance manuals to the Consultant for review.
2. This manual shall describe how to operate and maintain the systems.
3. These manual shall be targeted to be technically competent engineers to describe in full detail
these specific systems.
4. The manuals shall be bound. At acceptance testing, turn over soft copies of the manual to the
owner.
5. It is expected that user training shall be based on these manuals
6. List of spare part and replacement components recommended being stored at the site for ready
access.

D. Warranty

1. The manufacturer must guarantee to the End User that the products referenced within the specific
Warranty Modules when correctly installed in accordance with installation guidelines.
2. All components have to be produced by the same system manufacturer, unless by written approval
from the consultant.

1.4. QUALITY ASSURANCE

A. Installer Qualifications

1. Manufacture’s authorized representative who is trained and approved for installation of units
required for SKMC

B. Parking Management systems integrator Qualifications:

1. The intent of these Specifications is to ensure the supply and installation of highly professional
systems & equipment belonging to the latest generation of technology only bids from highly
qualified companies shall be considered.
2. Vendors submitting a bid must have at least 5 years experience in installation of similar systems.

3. Submit sufficient qualification documentation and references with bid return.

4. Only companies having installed projects of similar size and type as requested for this project shall
be authorized to bid.

5. The system integrator is required to submit a prequalification document along with a support letter
from the vendors/manufacturers of the components.

6. This prequalification document should contain the following:

a) Vendor support letter.


b) Company profile.
c) Reference projects
d) Project organizational chart (clearly mentioning the man power)

1.5. PROJECT CONDITIONS

A. Environmental conditions: Capable of withstanding the following environment conditions without mechanical
or electrical damage or degradation of operating capability.

B. Exterior Environment: System components installed in locations exposed to weather shall be rated for
continues operations in ambient of 5 to 50 deg C. Comply with UL 295 and UL 639 for outdoor use
equipments. Rate of conditions operations when exposed to rain as specified in NEMA 250

C. Hazardous Environment: System components located in areas where fire or explosion hazards may exist
because of flammable gases or vapors, flammable liquids, combustible dust ,or ignitable fibers or flying shall
be rated ,listed and installed according to NFPA 70

1.6. MANAGEMENT OF THE PROJECT

A. The vendor will first make a site survey. This will allow him to propose a complete turnkey solution without
any additional costs for unforeseen labor. The installer will use the existing infrastructure.

B. To ensure the transparency of the installation and the maintenance of the parking management system, the
vendor has to ensure the project implements without any ambiguity.

C. Project Management

1. For the complete duration of the project the vendor will appoint a Project Manager, who will work on his
behalf. He will be the single point of contact to ensure a smooth co-ordination.
2. The vendor will appoint a Site Manager, who will be permanently present on site on behalf of the
vendor.
3. The Site Manager will report to the Project Manager, in order to ensure that the correct information is
communicated from the commencement of the project until the hand-over of the system to the client

PART 2 – PRODUCTS

2.1. PRODUCT SELECTION

A. Subject to compliance with operational and integration requirements

2.2. MATERIALS

A. AUTOMATIC BARRIER GATES

1. Provide UL-approved parking control device consisting of operator and controller housed in a weather tight,
tamper-resistant cabinet enclosure with gate ann. Device shall be activated by a signal from access or
revenue control device. Fabricate unit with gate-arm height in down position of not more than 889 mm above
pavement to prevent even small vehicles from passing under gate arm.

2. Controller: Factory-sealed, solid-state, plug-in type, with galvanized-steel box for wiring connections.

3. Type: Communicating.
a) Real-time communication of lane counts, status messages, and execute commands.
b) Monitor illegal entries and exits, tailgates.
c) Status messages for gate up too long, backouts and gate-arm rebound.
d) Communication commands for resetting loops, raising and lowering gate arm

4. Cabinets: Fabricated from metal sheet with seams welded and ground smooth approximately 381 mm
square by 1016 mm tall. Provide single, gasketed access door for each cabinet with flush-mounted locks.
Furnish two keys for each lock. Fabricate cabinet with internal reinforcing and four mounting holes
accessible only from inside cabinet.

5. Straight Gate Arm: 2.S-mm thick steel, Fiberglass, PVC, or polycarbonate, Aluminum, with painted mish and
black diagonal stripes on traffic-side face. Provide mounting flange with breakaway feature to ensure clean
break if arm is struck by vehicle.
a) Length: 3.0 m to 3.7 m As indicated on Drawings or Folding type based on the width of the lane

6. Operator: 220V -240VAC 50-Hz, single-phase, instant-reversing, continuous-duty motor for operating gate
ann. Transmit power to gate-ann drive shaft through speed reducer to harmonic-acting crank and connecting
rod. Fabricate crank, rod, and drive shaft of galvanized solid bar steel. Provide an operable cam for
adjusting arm travel.
a) Opening Time: Three seconds.
b) Inherently adjustable torque limiting clutch for safety.

7. Accessories:
a) Audible alarm that activates as part of a safety device system.
b) Additional obstruction detector; non contact photo electric sensors
c) Barrier-arm warning safety signs on both sides of unit limiting traffic to vehicular
traffic.
d) Low-voltage warning lights that illuminate when gate is in down position.
e) Low-voltage light on cabinet top that flashes or changes from red to green when barrier gate is
operating.
f) Manually operated crank for emergency operation.

8. The Units Shall Have The Following Minimum Specifications:


a) Housing Fabrication: 3mm Sheet Coated With Minimum 75 Micron Polyester Paint Finish
b) Pole Fabrication: Aluminum Extrusion Or UV Stabilized PVC
c) Pole Color: White with Red Reflective Stripes.
d) Pole Length: Length To Suit The Specified Location
e) Opening/Closing Time: Max 5 Sec.
f) Power Supply: 230 V AC 50Hz Single Phase
g) Control: Push Button, Logic Controller Or Programmable Logic

B. ARTICLUATED ARM

1. One option to be included for installation with limited overhead clearance is the articulated (folding gate)
arm.

2. The gate arm shall be comprised of two (2) pieces firmly supported by metal brackets and a single
adjustable steel rod.

3. Wooden brackets and cables shall not be acceptable.

C. VEHICLE DETECTORS

1. Vehicle Loop Detector System: Provide self-tuning electronic presence detector with adjustable detection
patterns, adjustable sensitivity and frequency settings, and panel indicator light designed to detect presence
or transit of a vehicle over an embedded loop of wire and to emit signal activating gate-arm operator.

2. Each Entry/Exit point will have 2 barriers with 4 loops, as SKMC have 12 barriers in total hence the number
of loops must be 24 in total.

3. Include automatic closing timer with adjustable time delay before closing and vehicle loop detector designed
to open and close gate arm hold gate arm open until traffic clears. Provide number of loops consisting of
multiple strands of wire, number of turns, loop size, and method of placement at location shown on
Drawings, as recommended in writing by detection system manufacturer for function indicated.

a) Field-Assembled Loop: Wire, in size indicated for field assembly, and sealant; style for installation.
b) Factory-Formed Loop: Wire, preformed in size indicated; style for installation.
c) System Performance: Capable of the following:

1. Recognize two vehicles within 152 mm of each other on standard-sized loop.


2. Recognize vehicle direction by detecting vehicle moving from one loop to another.
3. Generate reverse count if vehicle backs up after generating directional count in forward direction.

D. CONTROL SOFTWARE

1. The Counting software shall include easy to use message playlist setup, scheduling and a built-in auto-save.
It supports RS485 serial communications and is compatible with Windows XP, Vista, 7 or higher.

2. PC is required to operate the system.

3. The sign cabinet shall construct of weather and corrosion-resistant aluminum and features a hinged cabinet
face for easy installation and maintenance.

4. Conformal coating shall protect the electronic components from outside elements, including dust.

5. Software shall Compatible with Windows XP, Vista and 7®

6. Features a preloaded font style in 4" and 8.5" high characters and a library of symbols and arrows

7. Supports message scrolling, paging and blinking transitions

8. Easy message playlist set up;

9. Built-in auto-save feature to protect messages and message groups

10. Control up to minimum 15 sign locations

E. DISPLAY UNIT

1. Display unit shall have minimum 13” H x 58” W x 5.5” D


2. The pixel pitch should be minimum 14mm
3. The viewing angle shall be 40 degree vertical x 100degree horizontal.
4. The long life shall up to 100,000 + hours
5. The communication shall be as below

PART 3 – EXECUTION
3.1. EXAMINATION

A. Examine substrates, areas, and conditions, with Installer present, for compliance with requirements for
installation tolerances, including equipment bases; accurate placement, pattern, and orientation of anchor
boIts; critical dimensions; and other conditions affecting performance of the Work.

1. Examine roughing-in for electrical systems to verify actual locations of connections before parking
control equipment installation
2. For the record, prepare written report, endorsed by Installer, listing conditions detrimental to performance
of Parking Control Equipment security.

B. Inspect built-in and cast-in anchor installations, before installing Parking Control Equipment system, to verify
anchor installations comply with requirements. Prepare inspection reports.

1.Remove and replace anchors where inspections indicate that they do not comply with requirements. Re-
inspect after repairs or replacements are made.
2. Perform additional inspections to determine compliance of replaced or additional anchor installations.
Prepare inspection reports.
C. Examine pathway elements intended for cables. Check raceways and other elements for compliance with
space allocations, installation tolerance, hazards to barrier installation, and other conditions affecting
installation.

D. Proceed with installation only after unsatisfactory conditions have been corrected.

3.2. PREPARATION

A. Wiring Method: Install cables in raceways unless otherwise indicated.


Except raceways are not required in accessible indoor ceiling spaces and attics.
1. Except raceways are not required in hollow gypsum board partitions.
2. Conceal raceways and wiring except in unfinished spaces.

B. Wiring within Enclosures: Bundle, lace, and train conductors to terminal points with no excess and without
exceeding manufacturer's limitations on bending radii. Provide and use lacing bars and distribution
spools.

C. Splices, Taps, and Terminations: For power and control wiring, use numbered terminal strips in junction,
pull, and outlet boxes; terminal cabinets; and equipment enclosures. Tighten electrical connectors and
terminals according to manufacturer's published torque- tightening values. If manufacturer's torque values
are not indicated, use those specified in UL 486A-486B.

D. Grounding: Provide independent-signal circuit grounding recommended in writing by manufacturer.

3.3. INSTALLATION

A. Install parking control equipment as required for a complete and integrated installation.

B. Automatic Barrier Gates: Anchor cabinets to concrete bases with anchor bolts or expansion anchors and
mount barrier gate arms.

1. Install barrier gates according to UL 325.

C. Vehicle Loop Detectors: Seal wire loop at locations indicated on Drawings according to manufacturer's
written instructions. Connect to parking control equipment operated by detector.

D. Traffic Controllers: Anchor controllers to recessed concrete bases or driveway surfaces with anchor bolts
or expansion anchors.

E. Foundation concrete may be placed directly into neat excavations, provided the sides of the excavation
are stable. Where caving occurs, provide shoring. Type and method of shoring shall be at the contractor's
option.

F. The excavation shall be kept dry at all times. Groundwater, if encountered, shall be pumped from the
excavation.

G. Concrete shall be laboratory designed, machine mixed, producing 3,000 psi [20,68 mpa] at 28 days.

H. Cement shall be tested Portland cement conforming to astm cl50, type i or ii.

I. Aggregates shall conform to astm c33. Maximum size of aggregate shall be 1.5 inch [38 mm].

3.4. GROUNDING

A. Ground system components and conductor and cable shields to eliminate shock hazard and to minimize
ground loops, common-mode returns, noise pickup, cross talk, and other impairments.

B. Signal Ground Terminal: Locate at main equipment rack or cabinet. Isolate from power system and
equipment grounding.

3.5. SITE QUALITY CONTROL

A. Manufacturer's Field Service: Engage a factory-authorized service representative to inspect, test, and
adjust components, assemblies, and equipment installations, including connections.

B. Manufacturer's Field Service: Engage a factory-authorized service representative to inspect components,


assemblies, and equipment installations, including connections, and to assist in testing.

C. Tests and Inspections:

1. Perform each visual and mechanical inspection and electrical test stated in NETA Acceptance Testing
Specification. Certify compliance with test parameters.
2. Operational Test: After electrical circuitry has been energized, start units to confirm proper motor rotation
and unit operation.
3. Test and adjust controls and safety. Replace damaged and malfunctioning controls and equipment.
4. Test Schedule: Schedule tests after testing has been successfully completed and system has been in
normal functional operation for at least 14 days. Provide a minimum of 10 days notice of test schedule.
5. Operational Tests: Perform operational system tests to verify that system complies with specifications.
Include all modes of system operation. Test equipment for proper operation in all functional modes.
6. Parking control equipment will be considered defective if it does not pass tests and inspections.
7. Prepare test and inspection reports.

3.6. ADJUSTING

A. Adjust parking control equipment to function smoothly and lubricate as recommended by manufacturer.

B. Confirm that locks engage accurately and securely without forcing or binding.

C. After completing installation of exposed, factory-finished parking control equipment, inspect exposed
finishes and repair damaged finishes.

3.7. CLEANING

A. Clean installed items using methods and materials recommended m writing by


manufacturer.
