Date: 05 Jul 08 Subject: Drug and Gun Arrests
Over the course of the past two days, the Lancaster City Police Selective Enforcement Unit
and Street Operations Group conducted details that were designed to target street level
drug dealing as well as other street level crimes that affect the quality of life of the citizens
and residents of the City.
On Thursday evening, with an Undercover Officer and Surveillance Team on the street,
Police encountered Albert Johnson, who’s intent was to obtain a quantity of Crack Cocaine
for the officer with the hopes that he would get some for himself as well. Johnson led Police
an area in the southwest quadrant of the City at which time, using “buy” money provided
by the Police he purchased a quantity of Crack Cocaine from Terrance Hogue. Johnson
returned to the Undercover Officer and provided the Officer with Crack Cocaine while
keeping a portion for himself. Once the “transaction” was completed the Surveillance
Team directed the Arrest Teams in to take both Hogue and Johnson into custody. Hogue
was found in possession of the previously documented money Police had provided and
Police were able to recover Crack Cocaine from Johnson after a brief struggle.
On Friday evening, while conducting a check of the 400 block of Manor Street and dealing
with numerous safety concerns and fire hazards from fireworks, Police heard the distinct
sounds of gunshots coming from Campbell Alley. As Police turned into the alleyway, three
more shots were heard at which time three subjects walked into view of the Police with one
of these subjects carrying a firearm in one hand. These subjects were immediately
confronted by Police at which time the subject with the gun tried to conceal the firearm
from Police then turned and ran with the gun in his hand. Police pursued this subject out
onto Manor Street, which provided safety concerns for Police due to the number of
pedestrians and residents that were on the sidewalks. During the foot pursuit that ended in
the 1st block of New Dorwart, Police continuously yelled for him to drop the gun but he
refused. With Police right behind him during the pursuit the gunman tripped and fell.
While trying to take him into custody, he struggled with Police and refused to let go of the
firearm. Police were able to control his hand and eventually wrench the gun from his hand
without anyone being injured. Upon checking the firearm, it was discovered that the serial
number had been filed off in an attempt to prevent this weapon from identified. Police
returned to the area that the shots had been fired from and were able to locate several shell
casings. The Officers involved in this incident exercised sound judgement and tactics in
effecting this arrest while ensuring for the safety of bystanders.
As the Selective Enforcement Unit and Street Operations Group were trying to clear the
firearms incident they interrupted a drug deal less than a block away. After another brief
struggle with one of the “drug dealers”, these subjects were taken into custody at which
time Police recovered 3 ½ grams of powder cocaine.
As a result of the teamwork of the Selective Enforcement Unit and Street Operations
Group over the course of these two days, another gun was removed from the street and a
quantity of drugs with a street value of approximately $300 was seized.
