The Act mandates that even private educational institutions have to reserve 25 per cent seats
for children from weaker sections. The Finance Commission has provided Rs 25,000 crore to
the states for implementation of the Act.

CONCLUSION
Policies and strategies appear to have an impact on increasing the amount of local
accountability in education. Accountability in an education system is two fold - to the users
(the parents and children) and to the system. The framework for the accountability to parents
is laid down under the 73rd and 74th Constitutional Amendments5 that have empowered
local self government bodies for undertaking action in the villages for development in general
and education in specific. Several states also have state legislations that lay down specific
responsibilities and roles for the village level bodies in education.
