1. General
1.1 This ‘Club’ shall be named “Malta Allied Airgunners Club”, “MAAC” being the
accepted abbreviation. Hereinafter referred to as the ‘MAAC’ and shall have the
specific purpose of being the governing body of airgun shooting sport disciplines
within the Victoria Shooters Range Complex. (This will involve items such as running
MAAC and National Airgun Championships within the Victoria Shooters Range
Complex.)

1.2 Further to this the aim shall be by ‘growing consensus’, that is, each Member of
‘MAAC’ declaring that they accept ‘MAAC’ as the Airgun disciplines Governing Body
within Victoria Shooters Range.

1.3 There is no restriction on the number members that may join MAAC, subject to
them meeting the admission criteria established below, fulfilling financial obligations
for matches/ membership and meeting the appropriate standards of behavior and
sportsmanship expected of contemporary target shooters.

1.4 Membership can be cancelled by the MAAC Administrative Committee in writing


or electronic memo duly called and constituted by these rules. Such expulsion will be
by a majority ballot of those representatives present. Any expulsion will be reported
to the Police Commissioner and to any local federation or association that MAAC will
be affiliated to.

1.5 A bi-annual election will take place to vote a MAAC Chairperson and all MAAC
Administrative Committee officers, to set agenda’s for action, perform administrative
duties, etc.

1.6 The Administrative Committee will also decide on specific ‘jobs’ that need to be
done/completed over a two year period and enable the MAAC Sports Commission to
do these for that set period

1.7 MAAC is an independent club hence all policies and decisions effecting MAAC
Members and club operations must be approved the MAAC Administrative
Committee. MAAC will join any Association or Federation deemed necessary if the
terms of affiliation are for the benefit of the club, and do not hinder the right for own
policy or decision making.

2. MAAC Objectives
2.1The objectives of the ‘MAAC’ are:
a. To provide opportunities Airgun Shooters in Malta to practice different types
of Airgun sporting disciplines.
b. The development and encouragement of uniform competition to achieve
similar methods and disciplines between any Airgun clubs and their
respective members.
c. Dedication to all ‘MAAC” members.
d. Promote safety, fellowship and sportsmanship for all those who participate
in MAAC events being MAAC members and other Airgun club members.

e. To assist and encourage any individual in the promotion of Airgun Shooting
disciplines in Malta.
f. To seek International Affiliations and maintain relationships with
International Shooting bodies for the benefit of Maltese athletes develop and
compete in both local and in international championships.
g. To encourage the formation of National Airgun Shooting competitions to
promote and elevate the sport.
h. To gather and make available to its members statistics and technical data as
available, but without such co-operation or support infringing in any way upon
the independence of the ‘MAAC’ or any other body;
i. To co-operate with and to support any other shooting body in matters of
mutual interest.
j. MAAC will provide, as and if required by Members the following sporting
Airgun target shooting disciplines:
i. Air Rifle Field Target discipline abbreviation ARFT
ii. Air Rifle Bench Rest shooting discipline abbreviation ARBR.
iii. Air Pistol Practical Shooting discipline abbreviation APPS.
k. A grading scheme based on international standards to encourage members
to develop further in their Airgun discipline of their choice.

2.2 MAAC will provide a Membership Card for each Member. There will be a
Membership Fee due for payment on 1st January each year.

2.3 MAAC members have an automatic access to Victoria Shooters Range Complex
Airgun Range ONLY. A minimum range attendance fee (€1) will be charged to MAAC
paid up members. This fee is subject to revision if required by the MAAC
Administrative Committee.

2.4 MAAC Championships and Competitions will have a separate entry fee. This will
be set by the MAAC Sports Commission according to the championship or
competition.

3. MAAC Membership
3.1 Membership in ‘MAAC’ will first be applied for those whishing to join MAAC
already in possession of a paid Target Shooter B (Airgun) Licenses indicating the list
of registered Airguns and a paid insurance for target shooting.

3.2 The applications will be vetted by the MAAC Administrative Committee, such
committee has the right not to accept any application without the need to give any
specific reason.

3.3 All accepted applicants will get full MAAC member status within 4 participations
in MAAC competitions, regular training sessions, meetings or social events after they
submit their membership fee. This must be accomplished within 6 months from
acceptance as a temporary member.

3.3.1 If temporary members do not accomplish full member status the MAAC
Administrative Committee will ask the member to reconsider his membership and

may extend the time line if the member has genuine reasons for not accomplishing a
full member status within the time frame allocated.
3.4 Applications without the required qualifications will be accepted, once MAAC has
obtains an Official Club License.

3.5 The procedures and requirements that will be used by MAAC in enrolment and
issue of a ‘Letter of recommendation (LOR)’ are those requested in the Maltese law
LN 177 that covers Target Shooting. The LOR will be given to the applicant only after
successful participation in an “Airgun Safety and Information Course “(ASIC).
Such LOR has to be submitted by the member to the Police. The Police will unless
they find particular objections issue a TS-B license. The new member must also
follow 3.3.

3.6 New members will be obliged to submit all that is required by the Maltese law LN
177 that covers Target Shooting for joining a club.

3.7 Any updates in the Maltese law LN 177 that set criteria for club operation and
member enrolment will be automatically updated in this constitution. The MAAC
Administrative Committee will not require approval of the MAAC members to change
this constitution with respect to Maltese Law regulations.

3.8 MAAC will also have it’s own member acceptance procedure apart from the
requirements set by LN177. This will include initial interview (pre-acceptance), and
probation before full member status.

3.9 All members are required to be in complete control both mentally and
physically during MAAC events. The regulations of the Worldwide Anti-Doping
Code (best practices models written by the World Anti-Doping Agency – A.M.A.)
completely apply to all the people and all the competitions taking place under the
authority of the MAAC.

3.10 All members that by there actions in or out of the range can compromise
MAAC will be subject to expulsion from MAAC. The member will be called by the
MAAC Administrative to listen to the case and take a vote after hearing all the
evidence. The decision of MAAC Administrative Committee will be final.

3.11 For any MAAC member to keep full membership status that enables him/her
to renew his membership yearly, a minimum of 2 participations in any MAAC
activities or events yearly are required. Any member failing to actively participate
in a minimum of 2 MAAC activities or events yearly, the member loose the right
to renew membership. The member must give full explanation for his obligation in
writing or by appointment to the MAAC Administrative Committee. The MAAC
Administrative Committee will consider the case and take a vote on the reasons
brought forward by the member. The decision of MAAC Administrative
Committee will be final.

4. MAAC Membership Fees

4
4.1 A member will be responsible for the payment of fees determined from time to
time by the MAAC Administrative Committee. Normal yearly payments will be for
individual membership per year.
4.2 Failure to meet deadlines set for the payment of such fees will result in the non-
acceptance of shooters to the Airgun range facility at Victoria Shooters Range and in
any MAAC events and championships.

4.3 A final notice will be sent to the members who fail to meet the set deadline for
payment which will be 60 days after the 1st January. If such payment is not settled
within 5 working days of the notice, MAAC will inform the Police Commissioner and
any Federation or Association in which MAAC is affiliated, that such member no
longer forms part of MAAC.

4.4 For a member to participate in MAAC events he/she must also provide a paid up
Target Shooter – B license and a Target Shooting insurance policy.

4.5 The membership fee does not include free access to firearm ranges at Victoria
Shooters Range or free entrance in MAAC championships or competitions.

4.6 MAAC is a non profit making organization and all income from these events will
be spent for the benefit of the club and the members with the approval of the MAAC
Administrative Committee.

4.7 MAAC membership fees will be as follows:


a. Adult membership fee (18+ years); € 15 per annum.
b. Juniors fee (14 – 18 years); € 5 per annum.
(These fees are subject to revision by the Administrative Committee)

5. MAAC running of operations.


5.1 The business of the MAAC shall be conducted by the MAAC Administrative
Committee composed of 8 members elected from the club.

5.2 Further assistance can be asked of specialist or interested parties who a can be
approached by the MAAC Administrative Committee. (It is expected that these
individuals may be the best suited for specific tasks, jobs or activities. However, they
will not have voting privileges unless they are the members of the MAAC
Administrative Committee or MAAC Sport Commission).

5.3 Day to day running of MAAC and the issues involved in this will be decided by
the MAAC Chairperson and the other MAAC Administrative Committee members.

5.4 Major issues and decision making will be achieved by a Quorum, being a
majority of the voting MAAC Administrative Committee.

5.5 Voting shall be done on the basis of one vote per MAAC Administrative
Committee member.

5.6 In a tie the vote of all the MAAC Sporting Commission members will be required
for a final decision. In case of tie all MAAC members will have to vote.

5.7 ‘MAAC’ operations shall be conducted by MAAC Administrative Committee


consisting of the following posts: Chairperson, Secretary, Treasurer, PRO, Match
Officer, ARFT Rep, ARBR rep and APPS rep.

5.8 Members of the MAAC Administrative Committee cannot have business interests
relative to this sport, nor have an official position in any other target shooting club,
association or federation.

5.9 All individual members are encouraged to voice their views to their MAAC
Administrative Committee in the usual form of communication or E-mail so that they
can continually discuss MAAC and take actions if and when required.

5.10 One month’s notice of any changes, together with full details shall be submitted
to each member of the ‘MAAC’.

5.11 A minimum of 1 meeting every quarter is to be set by the MAAC Administrative


committee.

5.12 The MAAC secretary shall inform the members of the MAAC Administrative
committee at least 3 weeks prior to the meeting.

5.13 In the case of Extraordinary General Meeting (EGM) the MAAC secretary can
inform MAAC Administrative committee and members at least 1 week prior to date.

5.14 The Annual General Meeting (AGM) of MAAC shall be held January of each
year. One month’s notice, together with an agenda shall be sent to each member of
MAAC for their views.

5.15 MAAC Secretary will send an official invitation to representatives of any


association or federations to which MAAC is affiliated to be present at any MAAC
EGM or AGM.

5.16 The Administrative Committee members will hold their posts for no more than
two years, at which time an election by the membership will take place.

5.17 MAAC Administrative Committee members and other members as described in


5.8 can then put themselves forward for nomination to be re-elected into the same or
different positions within the committee.

5.18 The MAAC Administrative Committee represents MAAC, runs the club
administration, Airgun range, is the direct link to the Victoria Shooters Range
Complex Range Director, activity planning and decision making within and for the
interest of MAAC and the members. It also co-ordinates the work of the MAAC
Sporting Commission on actual sporting disciplines.

5.19 The MAAC Sporting Commission is made up of four (4) Administrative
Committee Sporting discipline Representatives, the Match Officer and up to four (4)
members nominated or volunteering from MAAC members. There are no elections
for the later MAAC Sporting Commission members.

5.20 The MAAC Sporting Commission members who are not members of the MAAC
Administrative Committee will hold their posts for no more then 2 years unless they
are re nominated by MAAC members.

5.21 The MAAC Sporting Commission work is delegated by the MAAC


Administrative committee and MAAC Chairman.

5.22 The MAAC Sporting Commission can if required nominate a secretary to record
its meeting and decisions taken.

5.23 The MAAC Sporting Commission can take decisions. These decisions must
have the final approval of MAAC Administrative Committee to take place if not
related to Sporting Discipline rule changes.

5.24 The MAAC Sporting Commission task is to:


1. Plan and organize the assigned MAAC events.
2. Seek international affiliations and maintain relationship with such
bodies.
3. Seek the needs and requirements of the members practicing the
disciplines.
4. Responsible to provide a schedule for “Airgun Safety & Information
Course” (ASIC) required by new members.
5. Set up a Range Officer (Airgun) structure for MAAC.
6. Set up an Event Marshal structure required for MAAC events and
competitions.
7. Each discipline representative is responsible to keep updates his MAAC
shooting discipline rule according to international regulations or to
those of an international affiliation.
8. Each discipline representative will be the direct contact between the
international affiliation and the MAAC Administrative committee.

5.25 The MAAC Sporting Commission is free to set up meetings as deemed


necessary.

5.26 It is recommended that discipline representatives assist each other whilst


focusing and leading on their area of responsibility.

6. MAAC Administrative Roles.


6.1 MAAC Chairman
Represents MAAC and is responsible for leading MAAC Administrative Committee,
Sporting Commission and members according to this constitution. He will delegate
the administrative works through out the organization for the interest of the
members.

6.2 MAAC Secretary
Assist the MAAC Chairman in his duties and keeps all MAAC records, data and
other relevant documents of MAAC. The Secretary will also be responsible for all
handling the club e-mail account and the club P.O. Box.

6.3 MAAC Treasurer


Will administer the funds generated from club membership and events for the benefit
of MAAC. The treasurer will at all times keep records available for review by
members. Audited accounts shall be available to all Members. These details will be
circulated as and when required annually. The auditing will be carried out by a
professional accountant assigned by MAAC Administrative Committee. The treasurer
will also open and manage the clubs bank account and fiscal responsibilities. Any
club transactions should have more then one signatory.
The signature of the treasurer must be accompanied normally by that of the
chairman and/or secretary on club transactions.

6.4 MAAC Public Relations Officer


The PRO role is to inform members and non members of all events concerning
MAAC. The PRO will be responsible to handle all MAAC official announcements,
memos and media. The PRO will also manage the club’s website.

6.5 MAAC AIR RIFLE FIELD TARGET REP - MAAC AIR PISTOL PRACTICAL
SHOOTING REP - MAAC AIR RIFLE BENCH REST REP.
The role of Discipline Representatives is to co-ordinate the sporting disciplines within
MAAC this include.
a. Activity Planning.
b. Activity Rules.
c. Activity Equipment requirements.
d. Activity Organization.
e. Activity Safety.
f. Activity Reporting and Results.
g. Seek international affiliations.
h. Act as the liaison persons between international affiliations and MAAC.
i. Provide and create a schedule for new members to undergo the obligatory
‘Airgun Safety and Information Course’ as required by the Maltese law
LN177.
This work is done in a joint MAAC Sporting Commission consisting of the Discipline
Reps and 4 volunteers or nominations from MAAC members. This is required to
spread the work load among members of MAAC and to maximum representation of
members in MAAC decisions.

6.6 MAAC Match Officer


The role of the match officer is to setup, co-ordinate and supervise Range Officers
and Counting Marshals and the statistical stuff during matches or championships.
The Match Officer will work aside the Discipline Reps during the events and ensures
safe and fair running of matches. The Match officer is also responsible to co-ordinate
Airgun Safety Introduction Courses to new MAAC members.

6.7 Vacancies arising within the MAAC Administrative Committee must be filled by
elections from MAAC members within the parameter of 5.13 or 5.14.

6.8 In the event of a stall in the MAAC Administrative Committee, 4 members forming
the part of the MAAC Sporting Commission which are not part of the MAAC
Administrative Committee, will be called to form an Emergency Committee to
administer the elections within parameters in 5.14.

6.9 No “proxy voting” allowed for MAAC Administrative Committee posts in both
normal and abnormal circumstances within MAAC.

7. Sporting Discipline Rule Changes


7.1 Activity Rule changes will be agreed by the MAAC Sporting Commission after
discussions and if required a vote within the MAAC Sporting Commission members.
In case of tie the remaining members of the MAAC Administrative Committee will
take a vote.

7.2 The final details circulated to each member before putting into practice at least 1
week prior to an event.

7.3 Alterations to activity rules will come into effect once notice is circulated.

7.4 Activity rule changes do not require the approval of the MAAC Administrative
Committee.

7.5 All details will be updated in Sporting Discipline rule books within one month of
such notice

7.6 A temporary change for a specific Championship can be approved by the MAAC
Sporting Commission, in consultation with the MAAC Administrative Committee.

8. Constitution Changes
8.1 Alterations to the Constitution shall be made by the MAAC Administrative
Committee and only after Quorum of agreement has been achieved. Except on
changes requested by any future updates issued by the Maltese law governing
target shooting.

8.2 One month’s notice together with all details will be given to each member for
their views and comments before any changes are ratified.

9. MAAC Website
9.1 All current information, decisions and rules will be available on the Official MAAC
website for all members to access.

9.2 The website contents must be approved by MAAC PRO.

9.3 Members are encouraged to write articles on the website.

10. Logo.
10.1 The logo of MAAC must be used in all official communication.

10.2 The logo can only be replaced or modified by a vote of the MAAC
Administrative Committee.

10.3 The logo is copy right of MAAC.

10.4 Other logos to represent sporting disciplines can be used, but must display
MAAC official logo.

10.5 Only MAAC members are authorized to use the logo.

10.6 Only MAAC members are authorized to reproduce and make use of MAAC
official Targets and documentation.

11. Termination of MAAC


11.1 In the event of the ‘MAAC’ being terminated, the assets of ‘MAAC’ shall not
belong to member bodies but shall be made over to a charitable institution or
charity.
