MONTEREY PENINSULA REGIONAL WATER AUTHORITY (MPRWA)

Special Meeting
7:00 PM, Thursday, June 14, 2018
COUNCIL CHAMBER
580 PACIFIC ST.
MONTEREY, CALIFORNIA

Directors Present: Rubio, Edelen, Kampe, Roberson, Carbone

Directors Absent: Director Dallas

Staff Present: Executive Director, Legal Counsel, Acting Authority Clerk

CALL TO ORDER

President Kampe called the special meeting to order at 8:22 p.m.

AGENDA ITEMS

1. Discuss and Approve Sending a Joint Letter to the State Water Resources Control Board
(SWRCB) in Response to the California American Water Letter Refuting the Petition for
Alternate Cease and Desist Order (CDO) Milestones
Action: Discussed
President Kampe said that although the board strongly feels it supports the desalination project,
that fact was omitted from some SWRCB filings. Executive Director Cullem called the
Directors’ attention to an email that he received to correct one aspect of the petition.
Public comment:
• Fred Meurer asked if a letter is really needed, and if a letter is written he said he would
recommend only addressing the desalination topic.
• Tom Rowley said there is great value to the MPRWA having independent comment and
focusing on desalination.
• Rich Svindland, Cal Am Water, addressed the six bullet points and said he doesn’t
support parallel milestones because it creates distractions.
• George Riley said that bullet points 3, 4, and possibly 5 are judgment calls and not
necessary. He said that 1, 2, and 6 are more appropriate for MPRWA to address.
• Jody Hansen, Monterey Peninsula Chamber of Commerce, said that the Chamber
concurs that the milestones need to be separate. She said that Cal Am’s correction to
the letter is important and keeping the milestones separate will keep the way clear.
• John Narigi, Coalition of Peninsula Businesses, concurred with Fred Meurer and urged
MPRWA to stay the course.

The Directors discussed whether the two listed agencies have considered this letter and agree
with its contents. They discussed the possibility that the letter would muddy the waters.

ADJOURNMENT

President Kampe adjourned the special meeting at 8:52 p.m.

ATTEST:

Clementine Bonner Klein, Acting Clerk of the Authority MPRWA President
