The following defects were noticed during the inspection of the


electrical installations of voltage exceeding 33 KV at the above premises under
Regulations 43 Central Electricity Authority ( Measures relating to Safety and Electric
Supply) Regulation 2010 on 22.06.2018 by me. The defects should be rectified as per the
provision of Regulations 29 (1) Central Electricity Authority (Measures relating to Safety
and Electric Supply) Regulation 2010 and an item wise rectification report for all the
defects should be sent directly to the Chief Electrical Inspector to Government, Chennai-
32, with copy to this office.
DEFECTS

1. The following specific conditions communicated in the CEIG’s letter No.TRY503 /


CEIG / D5 / Drg /2018 Dated: 13.04.2018 are not complied with. The same should be
got rectified and an item wise rectification report should be sent.

i. Adequate rating of breaker control should be provided on the supplier


side as per regulation 14 of CEA (MSES) regulations 2010 as per condition No.1.

L&T Reply: With reference to clause 14 of CEA (MSES) a supplier shall provide a
suitable switchgear each conductor of every service line. As per definition of
switchgear in CEA (MSES) an isolator is provided and same shall be acceptable.
ii. The 110kV isolators and their corresponding SF6 breakers are not
interlocked. The same should be interlocked so that the isolators cannot be
operated unless the corresponding breaker is in open position as per condition
No.2.

iii. The 110kV isolator and the corresponding earthing switches should be
interlocked so that the earthing switch cannot be closed unless and until the
corresponding isolator is in open position as per condition No.3.

iv. Adequate rating isolator control should be provided for the NGR units
of 25MVA power transformers as per condition No.5. R.14.

L&T Reply: In case of any open circuit in the connection of control wiring or in
advert opening of isolator, then there would be no check to ensure that the
NGR is in circuit during operation. Due to the above reason we proposed not
to use the isolator in NGR neutral.

v. All the relays at the 110KV panels and 6.6KV panels should be co-
ordinated properly for fault discrimination and co-ordination chart sent as per
condition No.6.

vi. The Light fittings are fixed in the lighting spike tower provided inside
the 110kV switch yard. This is not correct. The fittings should be removed and
separate lighting tower should be provided outside the yard fence with adequate
safe working clearance from the live parts of the 110kV switch yard as per
condition No.8

L&T Reply: Lightning spike tower is not connected to any live conductors,
hence considering the space constraint we have provided lighting fixtures on
lightning spike tower.

vii. The oil soak pit for the 4nos power transformers are constructed near
to the 25MVA power transformer inside the 110KV switch yard. This is not in
order. Adequate size of the oil soak pit should be constructed at 2.5m away from
the 110KV yard fencing with proper oil drain arrangement as per IS 10028.
Further, inspection manhole, vent pipe, ladder etc should be provided for the
above oil soak pit. Also the adequacy of the oil soak pit calculations should be
sent as per condition No.8

L&T Reply: Safe drain arrangement of oil from soak pit to common oil pit is
provided (filled with sand/gravels). The common oil pit is at distance of 2.5
m from transformer boundary wall, this specific distance is maintained so
that travel path of oil minimum. The pits are filled with sands and gravel to
avoid any spread of fire.

2. The chain linked fence provided around the 110kV switch yard is not earthed.
Adequate size earth leads should be run along with the chain linked fencing and
bonded with all the cross lacings and connected to earth electrodes.

3. 110kV switch yard is uneven. The same should be leveled and provided with 38mm
size of blue granite gravels to a depth of 150mm over a layer of river sand in a
standard manner. R12(1)
4. The open ends of the tubular bus bars provided at the 110kV switch yard should be
covered using end caps. R12(1)

5. In all the poles, pedestal members at the 110kV switch yard are mounted on flat plinth
and hence there is a likelihood of water accumulation on the plinth surface. The top
surface of the plinth should be chamfered to avoid accumulation of water.

6. The down pipe of the isolator switches and earth switches at the 110kV switch yard
are not earthed. The down pipe of the isolators and earth switches should be earthed
using flexible braided earth leads. R37(ii)

7. The operating handles of the isolators and the earth switches at the 110kV switch yard
are not distinctly coloured. The operating handles of the isolators should be painted in
red colour and the operating handles of the earth switches should be painted in green
colour for easy identification. R12(1)

8. The adopted setting in CT and PT at 110kV switch yard should be marked on the
mounting structure of CT and PT. R12(1)

9. Ordinary bolt and nuts are provided for interconnecting the jumpers at various
equipments at the 110kV switch yard. This is not in order. The ordinary bolt and nuts
should be replaced by tensile bolt and nuts to ensure proper contact. R12(1)
L&T Reply: All connectors are provided in line with IS 5561.

10. The control cables of the SF6 breakers, CT, CVTs and surge monitors are not
supported. The same should be properly supported and neatly clamped to the nearby
metallic cable tray. R12(1).

11. The identification of the control cables at the 110kV switch yard should be done using
cable tag on both ends. R12(1)

12. The GI flat earth connections used to earthing the metal base of the isolators, CTs,
PTs, CVTs and SF6 breakers are connected to the mounting channel only. The same
should be extended and connected to the proper base of the isolators, CTs, PTs, CVTs
and SF6 breakers. R48(1).

13. The maximum and minimum gas pressure settings are not marked at 110kV SF6
breakers. The same should be marked in permanent manner with durable paint.

14. Watering arrangement is not provided for the earth electrodes available in the switch
yard. The same should be provided in permanent manner. R12(1).

15. Single clamp arrangement is provided for connecting the earth flats to the earth
electrodes inside the switch yard. Further the size of the double clamp is less than the
size of the earth flat. The single clamp arrangement should be replaced by double
clamp arrangement and the size of double clamp made equal to the size of the earth
flat connected to it. R12(1).

16. i)Fire extinguishers are not provided for the 110kV yard as per norms. Sand drums,
fire buckets filled with clean dry sand with hood, CO2, DCP fire extinguishers foam /
trolley type should be provided as per norms. R27.

ii)Adequate number of sand drums, fire buckets filled with clean dry sand ready
for immediate use for extinguishing fires and adequate number of fire extinguisher
suitable for dealing with electrical fires should be provided at the 110kV switch yard.

17. The mouth of the vertical PVC pipe enclosed in all control cables in the 110KV
yard should be sealed using non – inflammable materials so as to avoid entry of rain
water. R12(1)

Power Transformers

18. a)The breathers of the 4numbers power transformers are not supported. The same
should be supported and suitably clamped. R12(1)

b)The oil seal cap of breather unit is not filled with oil. Oil should be filled in the oil seal
cup of the breather unit to the required level.

c)Anti-Climbing device is not provided for the ladder of all power transformers. The
same should be provided and kept locked. R12(1).

d)The cooling fan motors of the power transformers are not earthed. Two separate
and distinct earth connections using adequate size of earth leads should be provided
for the cooling fan motors of the power transformers. R41(xii)

e)The WTI and OTI setting of the power transformers should be marked on the dial of
the WTI and OTI at the marshalling box of the power transformers. R12(1)

f)The neutral of the 20/25MVA and 10/12.5MVA power transformers is earthed by 75 X


10mm GI earth flat for a short length and then 50 X 6mm copper earth flat up to the
earth electrodes. This is not in order. The neutral of all power transformers should be
earthed by 65 X 8mm copper flat up to the earth electrodes and the design
calculations sent. R.41(xiii).
L&T Reply: We have provided two distinct earth pit for single neutral with 50x6
Cu flats which will suffice above requirement.
g)Link is not provided in the neutral earthing circuit of power transformer. A
Detachable test link should be provided in the neutral earthing circuit of power
transformer and neutral earth flats should be connected after the test link.

L&T Reply: For safety precautions links in neutral circuit is not provided. In
case of accidental opening of link the required earth fault protection will be
sacrificed.

19. i)The bus duct of the 20/25MVA power transformers are not earthed using continuous
earth flats and the earth flats are not connected to the main earth electrodes. The bus
ducts of the transformer should be earthed using two separate continuous earth flats
and the earth flats should be connected to the main earth electrodes at both ends.

iii)The size of the bus bars and the location of flexible joints at the bus duct of the
transformer not marked. The same should be marked permanently using durable

iv)A weather proof canopy not provided for 20/25MVA power transformer bus duct
located in open space areas. A suitable arrangement should be provided to above
transformer bus duct in open location. R12(1)

v)The excess opening around the bus ducts of the power transformer at the wall
crossing is not closed. The above gap should be completely sealed using fire stop

20. a)Suitable door interlock (limit switch) should be provided for the 200kVA auxiliary
transformer in such a way that if the door of the auxiliary transformer is opened then
the corresponding 6.6kV breaker should be tripped since live parts exposed inside the
auxiliary transformer. R45(1)(v)

b) Protection class neutral CT of adequate ratio should be provided in the neutral


earth flat of Aux. transformer and connected to the earth fault relay for protection of
Aux transformer against earth fault. R45(2)(ii)

21. The earth flats are not run throughout the length of the secondary cable tray of the
cable cellar room at various locations. The earth flats should be taken along with all
the bus duct on both the side and the ends should be looped and connected to the
main earthing system. R12(1)&41(xiv)

22. The power cables are clamped using binding wires / flimsy PVC cables ties at the
cable trays in all the locations. The above cables should be supported to the trays
using metal clamps in all the locations. R12(1)

23. The opening around the cable entry at various locations in cable cellar room is not
closed. The above gap should be completely sealed without any gap using fire stop
material. R:12(1)

24. The layout showing the location of the earth electrodes and earth flats connected
thereto should be prepared and displayed in the control room for ready reference.

25. Danger Notice of standard design should be affixed at front sides of all the panels and
lighting / power distribution boards. R.18

26. Emergency lights should be provided for the power room, common passageways,

27. The TANGEDCO’s 33KV supply available at your premises should be disconnected
and dismantled immediately after availing 110kV supply. R12(1)

28. The test certificates of the EHV / HV breakers, power transformers and HT cables
should be got acceptance from the CEIG’s. R46

29. An amount of Rs.20500/- is remitted as inspection fees in advance. But the actual
inspection fees works out to Rs.45370/-. The balance amount of Rs.24870/- should
be paid and the original remitted challan sent. GO(Ms) No.30 Dt.1.4.2002

Particulars of the Installation :


1. The scrutiny reports for the drawings were issued in this office letter No: TRY 503 /
CEIG / D3 / Drg /2018 Dated:26.04.2018
a) The specific condition item Nos.: 4, 7 &11 imposed therein are found complied with.
b) The specific condition item Nos.: 1,2,3,5,6,8,9 & 10 imposed therein are not
complied with and Vide defects report.

2. The test certificates of the 2 x 20/25MVA & 2 x 10/12.5MVA transformers, 200KVA


transformer, EHV / HV breakers and HT cable are yet to be accepted. The same
should be accepted from the CEIG’s office. Vide defects report.

3. The electrical works were done by Thiru. Alfa Power Engineers Pvt Ltd., No.34,
Alandur road Extn, saidapet,chennai –16.. Having ESA 205 Valid up to 26.07.2019
under the supervision of Thiru. T.Mahalingam holding C 19801 Valid up to 26.06.2019.

4. The Designated person of the consumer Thiru.S.R.Sethuram Alagappan holding


C – 30691 valid up to 23.06.2020 is present for the inspection.

5. An amount of Rs.20500/- was remitted in advance vide challan No.:347 Dated:


01.06.2018 SBI / chennai Billed for Rs.45370/- Now Balance : Rs.24870/- Vide DR.
