DEAR Madam President:

Greetings Of peace!!

Comes now,the undersigned barangay offcials of barangay San Manuel Phase V San Jose
Del Monte Bulacan,and prominent persons of good standing and reputation,relative,and
unto your prestigious and highly honored office,The Office Of The President, and other
lined agencies as alter egos, respectfully and jointly avers;

1. That we are mindful of the conviction of Elicia Napoles Y. Gonzales, C95P-

098 who is now serving her sentence at Correctional Institution For Women,
Mandaluyong City, for having been convicted for the crime pf Illegal
Recruitment In large Scale before the RTC Br.8 Malolos City docketed as
CC:1847-M-89 and meted to suffer a prison term of Life Prisonment.
2. That we however respect the verdict of the Honorable Trial Court RTC Br.8
Malolos City which considered one of the most enduring pillars of the
country’s democratic edifies and strong bulwark and vigilant guardian of the
liberties;
3. That the above –named convict has already served 16 years and 7 months
including the benefit of GCTA.
4. That the above –named convict has been charge nor convicted of other crime
a side from the one which has been convicted and was sentence to Life
Imprisonment.
5. The Elicia G. Napoles her conviction is a person of good standing generous ,
and a very concerned citizen that her Conditional liberty, if ever granted , will
not pose threat nor endanger the lives of the inhabitants and that our hands
are wide open to welcome her upon her return to the free society
WHEREFORE, in view of the foregoing it is respectfully prayed the CONDITIONAL
PARDON be granted to Elicia G.Napoles.
