Introduction
A week after the start of City Ordinance the Philippine National Police
(PNP) has already rounded up more than 8,000 “Tambays” (loiterers)
around Metro Manila, averaging more than 1,000 arrests per day. The
police operation was in response to President Rodrigo Duterte order last
week to intensify the campaign against loiterers, saying they are
“potential trouble for the public. The Philippine National police has vowed
to strictly enforce city ordinances against loiterers or “mga tambay” as
ordered by President Rodrigo Duterte according the PNP Chief Director
General Oscar Albayalde however clarified that the crackdown against
loiterers including those who are drinking liquor in the streets and
roaming half-naked has already been ongoing even before the President
has given a directive. After receiving of the Manila Police District for its
campaign against loiterers or tambay said persons arrested on the street
should be called violators of local ordinances. Most of the 448 persons
arrested in Manila violated ordinances against being shirtless in public,
drinking in public, illegal gambling and smoking, Manila Police District
(MPD) spokesman Superintendent Erwin Margarejo said. Violators of
local ordinance,” Philippine National Police Chief Oscar Albayalde told
his men on Monday, as he ordered a ban on the word “tambay” from their
reports when referring to arrests of drinkers, smokers and half-naked
individuals roaming the streets. The offenses of those arrested included
smoking in public, drinking alcohol in public, loitering half-naked,
urinating in public, and minors violating a curfew ordinance.

The police has arrested thousands in Metro Manila over the past week over
supposed violations of local laws in line with President Rodrigo Duterte directive
to crack down on criminality. Philippine National Police Chief Director General
Oscar Albayalde said 2,981 bystanders have been arrested in Metro Manila from
June 13 to June 18. He reiterated only those violating local laws not those
loitering in the streets will be arrested and smoking in public, drinking alcohol in
public, loitering half-naked, urinating in public, and minors violating a curfew
ordinance police units to intensify the conduct of Oplan Sita, Oplan Bulabog,
Oplan Bakal, and other police operations to curb criminality.
He said the police should coordinate with barangay officials and the Local Peace
and Order Council, as well as the Sanggunian Bayan (Municipal Council) in
areas where the campaign has not yet been implemented, Albayalde said.
“Be reminded that among our operational thrusts is the active presence and
aggressive deployment of our policemen as an urgent intervention to prevent the
occurrence of common street crimes,” the police chief said in the directive.
Albayalde assured the public that the drive against street crimes is in line with
existing Police Operational Procedures and observes human rights and dignity of
those apprehended
A total of 18,763 people were apprehended in Metro Manila in the past 15 days
for violating local ordinances as part of the crackdown on tambay or loiterers
ordered by President Duterte, a police official said yesterday.National Capital
Region Police Office (NCRPO) director Chief Supt. Guillermo Eleazar said 9,308
of the violators or 49.68 percent were reprimanded, 5,904 fined and 3,525
charged in court and 94 arrested in Manila Police District. The Philippine National
Police has stopped using the term tambay in their reports as authorities
maintained that mere loiterers were not arrested or apprehended but only those
who violated local ordinances
