1.0 INTRODUCTION
The purpose of the document is to define the minimum requirements for electrical
power, control and earthing cables of offshore facilities by MDC Oil and Gas
(SK320) Limited (COMPANY).
This document is not intended to make redundant good engineering practices and
consideration will be given to special circumstances where more or less rigorous
criteria should be applied. In case of licenced units, the design criteria of the
system licensor will generally be followed to ensure guarantees unless there is a
specific requirement by COMPANY.
This specification, in conjunction with COMPANY specifications and referenced
industry codes and standards, define the minimum acceptable requirements for
the process design of upstream offshore oil and gas production facilities.
2.0 DEFINITIONS

verifies that the equipment/package has been designed
constructed and tested in accordance with code.
Regulating Authority The authority of the country of installation that is legally
charged with the enforcement of the requirements of the law
and regulations of that country relating to the
equipment/package.

environmental conditions as described below:-

During air condition failures the equipment shall be able to operate normally for a
minimum of 24 hours under the following conditions:
7.1 General
All cables herein specified shall be new and unused, recently manufactured, and
free from all defects and imperfections that would affect their performance.
The cables specified shall be a product regularly manufactured by the Vendor.
Cables shall be manufactured in one continuous length up to the maximum
permissible cable drum length. Splices in conductors, insulation or sheaths are not
acceptable.
Unless otherwise specified, the voltage designations of the LV and HV cables shall
be 0.6/1 (1.2) kV and 3.6/6 (7.2) kV respectively.
Cable conductors shall be made of Class 2 stranded/compacted circular,
continuous, tinned, high conductivity copper conductor made up from fully
annealed round copper wires, free from slivers, splinters, scales or other
imperfections in accordance to IEC 60228. Sector shaped stranded conductors
may be used for cable size 25mm2 and above.
Conductors shall be formed to minimise interior voids or if circular, the interior
voids, shall be homogeneous filled with non-hygroscopic fillers.

The cable insulation shall generally be XLPE. However, EPR insulation may be
used in place of XLPE insulation where greater flexibility is required.
The cable insulation (XLPE or EPR), semi-conducting screens (if applicable) and
other non-hygroscopic compound (if applicable) shall have a temperature rating of
90oC for continuous operation.
Cable cores shall be identified by colour coded insulation or markings along entire
core length.
Cable armour of armoured cable shall function as the earthing conductor;
dedicated, separate earth wire/cable/core is not required. In accordance to IEC
60092-350, cable armour when used as earthing conductors shall have a value of
conductance at least equal to that of the value for phase conductors for cross
section up to and including 16mm2 and 50% of the value for phase conductors with
cross sections greater than 16mm2. In cases where the galvanised steel armour
cannot meet the minimum conductance, it is permissible to include sufficient
copper or tinned copper wires in the amour layer to ensure compliance.
Inner and other sheaths of cables shall be of LSZH compound flame-retardant to
IEC 60332-3 (Category A).
LV cables for vital circuits such as AC UPS (Instrument, Telecommunication), DC
UPS and navigational aids system shall be fire-resistant to IEC 60331 to withstand
750oC for 1.5 hours. These fire-resistant cables shall have MGT applied over the
conductor.
All cables shall be shall have oxygen index not less than 33% tested in accordance
to ISO 4589-2, and temperature index not less than 250oC tested in accordance to
ISO 4589.
Multi-core HV and LV cables shall be of “effectively-filled” construction to avoid the
use of barrier glands. Filler shall be of non-hygroscopic material with binding tape
when necessary.
Conductor sizes shall be as specified in the purchase order. For LV multi-core

cables, the maximum cross section shall be 240mm while the minimum cross

section shall be 2.5mm . For HV multi-core cables, the maximum cross section
shall be 300mm2 while minimum cross section shall be 25mm2.
The cable inner and outer sheaths shall be extruded over the insulation and
armour. They shall be resistant to scuffing, rough handling, UV radiation, heat, oil
and natural gas corrosive agents normally found within a petrochemical/gas
processing facility.
The cable outer sheath shall be coloured according to the cable type and
embossed with the cable identification at one (1) metre intervals.

7.3.2 Low Voltage Multi-Core Armoured Fire Resistant Cable (Type P2)
Unless otherwise specified, type P2 cable rated voltages shall be designated 0.6/1
(1.2) kV in accordance to IEC 60502-2, Cu/MGT/XLPE/SWA/LSZH type, and
constructed and tested in accordance to IEC 60502-1 as follows:

(iii) Inner Sheath / Flame retardant and LSZH compound; having flame
Bedding retrardant properties complying to IEC 60332-3
(Category A), smoke density to IEC 61034, and
halogen free to IEC 60754 and IEC 60684-2.
(iv) Armour AWA over bedding.
(v) Outer Sheath Flame retardant, UV resistant and LSZH compound;
having flame retrardant properties complying to IEC
60332-3 (Category A), smoke density to IEC 61034,
and halogen free to IEC 60754 and IEC 60684-2.
(vi) Outer Sheath Colour Black
(vii) Typical Utilisation LV power distribution for DC service like battery DC
circuit.
7.3.4 Low Voltage Single-Core Armoured Fire Resistant Cable (Type P4)
Unless otherwise specified, type P4 cable rated voltages shall be designated 0.6/1
(1.2) kV in accordance to IEC 60502-1, Cu/MGT/XLPE/AWA/LSZH type, and
constructed and tested in accordance to IEC 60502-1 as follows:

Unless otherwise specified, type P5 cable rated voltages shall be designated 0.6/1
(1.2) kV in accordance to IEC 60502-1, Cu/XLPE/LSZH type, and constructed and
tested in accordance to IEC 60502-1 as follows:
7.3.6 Low Voltage Single-Core Unarmoured Fire Resistant Cable (Type P6)
Unless otherwise specified, type P6 cable rated voltages shall be designated 0.6/1
(1.2) kV in accordance to IEC 60502-1, Cu/MGT/XLPE/LSZH type, and
constructed and tested in accordance to IEC 60502-1 as follows:
7.3.7 Low Voltage Single-Core Unarmoured and Unsheathed Cable (Type P7)
Unless otherwise specified, type P7 cable rated voltages shall be designated 0.6/1
(1.2) kV in accordance to IEC 60502-1 or 450/750V in accordance to BS 7211;
Cu/LSZH type; and constructed and tested in accordance to IEC 60502-1 (or BS
7211 for 450/750V rated cable) as follows:

The conductor LSZH insulation shall have a temperature rating of 90oC for
continuous operation.
7.4 DC Cables
DC cables shall be similar in construction to the LV Cables specified in Section 7.3.
The conductor LSZH insulation shall have a temperature rating of 90oC for
continuous operation.

The cable shall be placed on individual reels as specified in the requisition by the
Purchaser.
Drum radius shall not be less than 125% of the minimum bending radius of the
cable. Reels shall be of substantial construction to withstand multiple handling in
transit. The reels shall be non-returnable.
Each cable reel shall have a permanently attached, weatherproof UV resistant
(stainless steel or plastic) tag attached to the flange with the following information
embossed/engraved in English:

• Cable Type
• Date of Manufacture
• Conductor Size/Sizes
• Number of Conductors

Actual lengths of cable on a reel should not be less than specified in the Purchase
Order. No negative tolerances are allowed.
8.1 General
All checking, inspection and testing of the equipment shall be carried out in
accordance with the applicable codes and the requirements indicated in the
approved contract ITP.
COMPANY, Purchaser and Inspector shall have normal access to Vendor’s
manufacturing facilities and those of sub-vendors for the purpose of confirming

that quality assurance procedures and equipment manufacture and testing are
satisfactory. Vendor shall make available all relevant quality assurance procedures
and records for review.
Vendor’s quality plan with ITP will be reviewed by Purchaser/COMPANY. After
agreement, certain activities will be designated as “witnessed” or “hold points”.
Vendor shall give 21 calendar days advance notice to Purchaser and Purchaser’s
inspection representative for all hold points and 14 calendar days for other
witnessed activities.
Vendor shall assume final responsibility for the inspection and testing of the
packages in accordance with the requirements of the referenced codes and
standards.
Vendor shall provide a quality plan to cover the design, material purchase,
fabrication, inspection and testing of the packages. All inspection and witnessing of
tests shall be as indicated on the ITP. All “hold points” during the manufacturing
and fabrication program shall be agreed by mutual consent. Equipment
manufacture shall not commence until the quality plan has been approved by
Purchaser.
Inspection by Purchaser or its representatives shall not relieve Vendor of any of his
responsibilities for ensuring that the equipment meets all the requirements of this
specification.
Any manufactured part which does not comply with the requirements, or any
material which shows defects during inspection, will be rejected. In such an event,
the Vendor will be notified in writing.
Purchaser representative(s) shall have the right to request additional inspection or
examination if deemed necessary to ensure that the equipment complies with the
relevant codes and standards. These additional inspections will be to Purchaser’s
account, unless such examinations reveal defects not previously detected, in which
case the Vendor shall bear the full cost of such additional inspection, necessary
remedial repairs and subsequent further examinations required to ensure the
satisfactory manufacture of the equipment.
Vendor’s fabrication schedule, material control, quality assurance, welding
procedures and ITP shall be reviewed and discussed at the prefabrication meeting
to be held after award.

Any requirement for special tools in handling of the cable shall be highlighted by
the Vendor/Manufacturer.
The Vendor and his sub-Vendors shall operate a quality system satisfying the
applicable provision of ISO 9000 (series), or agreed equivalent standard,
commensurate with the goods and services provided.
The format and outline content of the Quality Plan shall be agreed between Vendor
and purchaser, prior to order placement. Detailed Quality Plan, the scope of
testing and the "hold points" shall be submitted by the Vendor for purchaser review
and approval after award.
The Vendor shall be responsible for ensuring that the goods and services supplied
meet all applicable regulations on HSE issues.
The Vendor safety plan shall be available for inspection upon request.
Vendor shall warrant that the cables as stipulated in this specification supplied are
new, unused, comply fully with this technical specifications, free from defects in
materials, free from defects in workmanship, fit and suitable for the purpose and
use for a period of twenty four (24) months from the date when the cables has
been delivered in accordance with the delivery term which shall be specified upon
Purchase Order issuance or twelve (12) months after the package have been
successfully commissioned offshore, whichever occurs earlier.
The Scope of Warranty coverage shall include replacement of all materials found
defective during warranty period at no cost to COMPANY and Purchaser. Vendor
shall bear the cost of all technical services required for making good any defective
parts during the warranty period.
The scope of Vendor's warranty shall cover all expenses incurred in the repair,
replacement, remedy, field services personnel and transportation of the defective
parts at the mill, Purchaser fabrication yard, COMPANY Supply Base or in offshore
(The transportation cost from COMPANY Supply Base to offshore shall be borne
by COMPANY).

For third party materials/components used in the cables, the Vendor shall transfer
the warranty to the Purchaser / COMPANY. Liaison with the 3rd party
materials/components for warranty issues shall be coordinated by Vendor.
Vendor shall have final and total responsibility for the design and performance of
all the cables supplied under this specification. Any defect discover during the
warranty period shall be rectified free of charge.
The warrantee / guarantee shall be governed by the warranty / guarantee clause
mentioned in the bid package.
The Vendor shall be responsible for preparation of the cables for export shipment
and completion of all required preservation for storage in tropical climates (for a
maximum period of twelve (12) months from the date of receipt by Purchaser.
Vendor shall provide full details on the preservation method and any scheduled
requirements during the year.
Items liable to be damaged during shipment shall be dismantled, shipped
separately and reinstalled at the site. Such items shall be tagged.
The shipping crates shall be constructed of wood and suitably packed to protect all
items against damage during the shipment and storage. Miscellaneous shall be
tagged or marked with the tag item number for which they are intended. All such
parts shall be suitably boxed, firmly attached to the main item and shipped with the
unit.
Protection shall be provided against atmospheric corrosion while in transit and
while in outdoor storage.
The contents of all boxes or packages shall be recorded in detail on the packing
list. The transported package shall have the necessary fastenings, protections
and lifting facilities to satisfy lifting and sea-fastening loads and restraints.
