INTRODUCTION

The importance of the identifying hazards and assessing the risks of an accident should
be seen as a serious issue (Roger, 1996). This is because, the action or decision taken to
reduce risk is very important to take care of. By the amount of the hazard presents in the
workplace, it requires immediate reaction, resources and efforts to control the risk. So, Hazard
Identification, Risk Assessment and Risk Control (HIRARC) is needed to ensure any potential
risk that effect to the 3 safety, which is health, environment and business can be reduced
(Charles, 1998).

Hazard Identification, Risk Assessment, Risk Control (HIRARC) is a combination of a


process to identify, evaluate or measure the hazards and risks that need to be controlled at any
workplace. The risk identification, assessment and its perseverance are the procedures that can
be implemented and controlled. The process of risk assessment is to evaluate the risk of safety
and health in the workplace (DOSH, 2008).

HIRARC also can be achieved for a better performance of an organization which does
not harmful to the people, surroundings, assets and authority by identifying, evaluating and
controlling the hazards at the work. It is also can be explained by the process of determining the
probability and result to identify the hazardous event and the risks to the workers (Colling David,
1998). The evaluation of the risk requires associated with an identified hazard to make sure any
treatments taken can be controlled and asperity of the potential hazards.

The HIRARC is so important because it can decrease the hazard as an act to put up
with the act of OSHA 1994; Section 15 (2) (a) which stated that “ the supply and maintenance of
the plants and systems of work that are as far as is practicable, safe and without risks to health”.
To ensure the safety, health and welfare all the employee practicable is the duty of every
employer and self-employed person that are stated in section 15 (1).

In conclusion, the HIRARC is very helpful to reduce the number of accidents occur in the
workplace in the future by identifying the hazards and its solutions to prevent them.

DISCUSSION

There are many hazards that can occur in laboratory. Hazard is a situation that can harm
human injury, damage to property and the environment. In Industry Safety and Health, to
identify the type of hazard at laboratory by using HIRRAC. There are 3 step process of HIRARC
which is hazard identification, risk analysis, and risk control.

The title of this experiment is radiation heat transfer. There are many hazards that can be
identified from work activities that can be listed before, and during, experiment. First work
activity, which is connected apparatus to electrical supply before starting the experiment. Make
sure our hand is not wet or clean from water. This is because, when the hand become wet it will
give excessive electrical current to the hand. As effect student might get shocked because of
the electrical current. Next hazard is about how to settings power control. Unguarded machine
with wrong settings will cause an explosion, or fatal injury. After that, the objective of this
experiment is to record a result reading of radiometer with heat source during the experiment.
There are two hazards of this work activity. First, the student suddenly touches the heat source
which will cause skin burn during using radiometer. Besides, during recording radiometer
student must be careful to record the result. The hazard that can get from this activity is when
student suddenly clamped hand during the experiment which it will cause a minor injury. Next,
students who stay too near and too long exposed to heat from heat source will cause heat
stroke. Lastly, during the experiment sitting on the chair with wrong posture can affect body
posture especially backbone.

Risk analysis is to identify the level of risk. The formula of risk is likelihood x severity.
Based on the HIRARC table from our experiment, there are three levels of risk which is low,
medium, high. There is one work activity with low risk which is clamped hand between
radiometer and heat source that will cause minor injury. For medium risk, there are four work
activities that will cause hazard which are connected apparatus to power supply, record
radiometer reading and suddenly touch the heat source, too near to a heat source that exposed
to heat, and sitting on a chair with wrong posture. Lastly, there is one work activity that will
cause high risk which is settings power control. Unguarded and wrong settings power control
will cause an explosion and will give effect fatal injury. The three levels of risk which is low,
medium, and high is very important in HIRARC because action will be taken to prevent hazard
based on the level of risk.

For risk control, there are a few recommendations to be measured. Risk control is very
important to counter or prevent of hazard identification. The student also must wear leather
hand glove and follow Standard Operation (SOP) rules to avoid from excessive current during
connect apparatus to the electrical supply. Next, follow the procedure of lab manual safely and
carefully while handling the equipment during use laboratory apparatus to avoid any accidents
occur. Besides, make sure doing an experiment guided by lecturer or technician in the
laboratory. During the experiment, students must sit on the chair with a good posture. Because
wrong posture can affect body posture and as effect, it will affect to the backbone.

CONCLUSION

To summarize this report, the HIRARC must be implemented in order to identify the
hazard of the work activity that probably can happen in the work place. The HIRARC also can
recognize the effects or causes of the hazard which is, after someone is being exposed to the
related hazard. Furthermore, it advantages are can rate the likelihood, severity and risk, plus
can control the risk in the second section, which determination to avoid the exposure so that the
workplace is safe and clean from the risky and deadly hazard soon. In this report, there are six
hazards were identified based on the methodology of the experiment, including electrical,
environmental and ergonomic type of hazards. The highest risk that has been analysed was 16
rated, meanwhile the lowest risk analysis was 3 that identify through the experiment. Last but
not least, the last section which is risk control, enable to recommend the best solution in order to
give the step to encounter the hazards so that any hazardous thing will not happen in that time.
