INTRODUCTION
1.1 Sector Background
The Departrrent of Water Supply and Sewerage (DWSS), with responsibility of planning,
implementation,. operation and, maintenance of water supply and sanitation systems
throughout the country is the lead implementing agency of the WASH Sector. In Nepalese
WASH Sector the involvement of users in the process had significantly increased the
coverage from 46% (1990) to 86.45% (2015) in water supply and similarly 6% (1990) to
81.95% (2015) in sanitation. DWSS is currently implementing various programs both in the
urban and, the rural areas to achieve the objectives set by National Water Plan 2005 and
Sustainable Development Goals (SDGs).
According. to National Water Plan. 2005, byq2017 hundred per cent of the population. will
have, access to water supply, twenty-seven per cent of the population will have medium or
high water supply service and by 2027 fifty per cent of the population will have medium or
high. water supply service level. Till date, statistics show that approximately 18% of water
supply projects provide safe water. After the target year of Millennium Development Goal
came to an end in 2015 with partial success, on September 25th 2015, countries adopted'
Sustainable Development Goals with the target to achieve universall and equitable access to
safe and affordable drinking water for all by the end of 2030 -
Similarly, the Ministry has developed rolling plan Sector Development Plan (SDP) which
covers the period 2016-2030 in three phases aligned with the Sustainable Development Goals
First phase (2016-20) covers universal access toL basic WASH services and improved service
levels reconstruction the second phase (2021-2025) covers improved service levels
(medium/high) functionality, and sustainability, improvement and the third phase (2026-2030)
covers improved service levels and impact assessment
Improvement of the level of water supply service to the consumers in terms of quality,
quantity, continuity, reliability, accessibility and cost is the most important objective set by
DWSS There are many water supply projects in the district headquarter that need necessary
treatment units but are running till now without any sort of treatment facilities Water Quality
Section under Department of Water Supply and Sewerage is responsible for drinking water
quality improvement Water Quality Section is implementing water quality improvement
program gradually for the existing water supply projects throughout the country to upgrade
and improve the service level of existing water supply facility.
