CONSTITUTION/HANDBOOK

PREAMBLE

NYSC STATE ICT CDS was established to firmly and solemnly bring all ICT expert graduates
together as one indivisible group under God, dedicated to the promotion of integrity, youth
empowerment, professionalism and international relations among similar group globally: and to
provide a constitution for the purpose of promoting the welfare of all members of the group on the
principle of equality fairness, justice and good governance and for consolidating the unity of our
members and Nigeria at large and also been conscious of our rights, duties and obligations as
computer science graduates do hereby make, enact and give to ourselves the following and thus agree
that this instrument should be cited as the code of conduct as our regulatory measures, which must be
obeyed by all members. Disobedience to those rules will attract some measures of punishment.

STATE ICT CDS group is open to all ICT lovers and ICT oriented corps members with the believe
that ICT is a medium of unity and networking the world
AIMS AND OBJECTIVES OF NYSC STATE ICT CDS GROUP

OBJECTIVES

The ICT CDS which shall form the guiding principles upon which it shall operate shall inter alia be:

1. To promote cooperation between ICT CDS members and public individuals.


2. To foster relationship between the group and other tech-bodies or firms.
3. To protect the image and safeguard the interest of the computer science profession.
4. To foster unity and harmony between members of the group and among others.
5. To promote the understanding of the study of computer science Nigeria and abroad.
6. To provide a link between prospective computer science graduates and the industrial world.
7. To project the image of computer by way of sensitization, workshops, lecture, symposia and
other activities aim at achieving this goal.

Automation is said to be the means of easy life around the globe, state ICT CDS group is one of the
numerous CDS groups in NYSC Enugu state charged with the responsibility of maintaining high level
of technology trending within the NYSC scheme and the state at large through the CDS.

RULES AND REGULATIONS OF THE STATE ICT CDS

1. DRESSING CODE
a. The approved dress code for CDS is
 White polo or NYSC crested vest.
 Khaki trouser
 White canvas or NYSC jungle boot.
b. Any dress code contradicting the above (a) is unaccepted.
2. ATTENDANCE
a. Attendance to CDS is mandatory; it qualifies a member to his/her monthly
payroll/signing.
b. A member must have 100% monthly CDS attendance to earn clearance for the month.
c. Any member that attends CDS in mufti will not be allowed for CDS meeting and will be
regarded absent.
d. Query will be administered to any member absent from meeting and this will be treated
officially.
3. PUNCTUALITY
a. CDS meeting resumption time is 9qm prompt, however 15mins has agreed period of
grace.
b. Any person or group of persons that come a minute late after 9:15am will be regarded
absent.
c. Nobody will leave the CDS meeting before the closing time (12:00pm), any person(s) that
is caught trying to leave or heard that left before this time, after investigation will face a
severe disciplinary actions and penalty will be administered to the affected corps member.
4. PERMISSION
a. Any person(s) that has any reason not to attend CDS must give a week notice in writing
to the office of the ICT CDS Coordinator through the office of the President; calls are not
accepted. Failure to follow this rule will attract query.
b. Any reason whatsoever that will cause any member to be late, should be communicated to
the President in advance in case of emergency.
c. Nobody should leave the CDS vicinity without a proper permission taken from the
President. The violator will be punished with adequate penalty.
5. LOITERING AND NOISE MAKING
a. No sort loitering is allowed during CDS; going to the canteen while CDS is on, going to
buy sachet water, trying to see a visiting friend or eating during CDS meeting is not
allowed until if and only if permitted by the provost else the person(s) shall face a
penalty.
b. Noise making of any sort is prohibited; shouting, laughing in whatsoever way without any
cause dividing the CDS meeting will be liable to punishment.
c. Operating of any sort of device during the CDS meeting will attract a punishment.

6. GENERAL
a. On no account should anyone insult the member of executives, any person who violates
this will be severely dealt with as the issue will be handled administratively by the ICT
coordinator.
b. Nobody should fight or quarrel with his/her fellow member be it during CDS meetings or
when embarking on any outing, anyone found guilty of this will be prohibited.
c. No visitor should be allowed to disturb or distract the ICT CDS group, unless with the
approval of the coordinator.
d. Any member celebrating his/her wedding and wish to invite us will write a letter through
the office ICT CDS coordinator.
e. To provide a link between prospective computer science graduates and the industrial
world.
f. To project the image of computer by way of sensitizations, workshops, lectures, symposia
and other activities aimed at achieving this goal.
ICT CDS EXECUTIVE MEMBERS AND THEIR DUTIES

PRESIDENT

1. The president shall be the first member and chief executive of the ICT CDS group
2. Presides at all administrative activities of the ICT CDS
3. Calls for meeting of executive boards through the general secretary when necessary
4. Calls for emergency meeting of the general members when necessary
5. Gives directives to all other executive members when necessary
6. Performs other duties as requested by the CDS coordinator

VICE PRESIDENT

1. Shall perform all the duties of the president in his/her absence


2. Assist the president as requested
3. Performs other duties assigned by the president

GENERAL SECRETARY

1. Records minutes of all the ICT executive and general membership meetings
2. Maintenance effective records and administration of the ICT CDS
3. Uphold the legal requirements of the governing documents of the ICT engagements
4. Ensures proper logistical details of the ICT CDS engagements
5. Performs other duties as requested by the president

ASSISTANT GENERAL SCRETARY

1. Assists the general secretary in the discharge of his/her duties


2. Assume all duties and responsibilities if the general secretary in that event is unable to
function.

FINANCIAL SECRETARY

1. Collects dues from ICT CDS members and make deposits


2. Records financial matters of the ICT CDS
3. Provides reports for all disbursements and file for recording purposes
4. Reports on financial matters to the executive boards of the CDS
5. Submit financial statements of the ICT CDS at the end of each of the tenure
6. Performs others duties as requested by the president

PROVOST

1. Ensures peaceful conduct and discipline in all the meetings of the CDS
2. In charge of the ICT CDS properties
3. Performs any other function that maybe assigned to him/her by the president

WELAFRE

1. Shall be responsible for the general welfare condition of the members of the ICT CDS
2. Shall be in charge of any committee so formed by the ICT CDS to oversee to oversee the
welfare of the members of the ICT CDS
3. Shall perform any other duties as spelt out by the president from time to time

SENSITIZATION AND CO-ORDINATING OFFICES

1. There shall be sensitization officers


2. The sensitization officers shall be made up of the software director and hardware director
hosting the offices in accordance with the provision of section 1-6 of this code of conduct
3. Officers appointed in 2 above shall have the power to appoint or select sensitization teams
which shall be made up members nominated from the ICT CDS
4. They shall represent the president and executives in their units which they shall administer
over
5. They shall perform other functions specified by the president and the executives in
accordance with the provision of this code of conduct

ELECTORAL MATTERS AND PROCESS

1. Every fully and dully registered member of the ICT CDS is eligible to vote
2. The process of election shall be by nomination
3. The office shall be announced
4. The house gets to nominate 2 candidates that deem fit for that office and the presiding officer
of that office will nominate 1 candidate
5. There shall be a 2 minutes manifesto each from the candidates nominated
6. Ballot papers shall be distributed to members of the house (nominees inclusive), the name of
the candidate will be penned down on the ballot paper and submitted to the election officers
which comprises of the executives only
7. The election officers will collate the results and announce the winners of the offices till the
last office is being elected

NB; some offices are not to be voted for but strictly, by appointment from the ICT CDS coordinator;
Mr Dandy and Mr Bassey.

8. Candidates who were nominated for a previous office and did not win can be re-nominated
for another office as long as the choice is unanimous
9. Individuals already holding posts as assistants will automatically assume the main office and
then leave the assistant position vacant
CONCLUSION

This code of conduct is subject to amendment through the right procedures. No one has any authority
to amend, alternate or add to any part of this code of conduct with the consent of 2/3 majority of the
executive members and should be subject to approval of the ICT CDS coordinator.
POST DESCRIPTION

JOB TITLE: SECRETARY GENERAL

REPORTS TO: President, coordinators.

JOB OVERVIEW:

RESPONSIBILITIES AND DUTIES

i. Keep records of all CDS activities or meetings.


ii. Prepare minutes of all meetings involving the CDS and reading of minutes.
iii. Make available required report or record at any given time.
iv. Oversees or vet any report provided by any committee of the CDS before passing it to the
president and coordinator.
v. Make/draft out meeting agenda and calling the Excos meeting as directed by the
president.
vi. Drafting of sensitization letters

JOB TITLE: WELFARE

REPORTS TO: Coordinators, president, financial secretary.

JOB OVERVIEW:

RESPONSIBILITIES AND DUTIES

i. Meeting up with sick Corp members. Call Corp members that miss CDS meetings.
ii. Ensuring a conducive meeting environment for Corp members.
iii. Ensure safety of all Corp members in events; birthdays, sent forth or any celebration.

POST DESCRIPTION

JOB TITLE: FINANCIAL SECRETARY

REPORTS TO: coordinators, president.

JOB OVERVIEW:

RESPONSIBILITIES AND DUTIES

i. In charge of all monetary aspect of the CDS.


ii. Collection of all forms of dues; death, marriages.
iii. Ensure all members have paid their monetary dues before being cleared.
iv. Ensure proper sensitization of any project done by any adhoc committee before releasing
of funds.

QUALIFICATION

POST DESCRIPTION

JOB TITLE: PRO

REPORTS TO: coordinators, president

JOB OVERVIEW:

RESPONSIBILITIES AND DUTIES

i. Make sure the pass CDS meeting announcements 48hrs or 64hrs before the meeting time.
ii. Update corps members with relevant information.
iii. Vetting of members information before posting to the general house.
iv. Ensure chat room policies are abided. Take proper record of sensitization.
v. Update Facebook platform and WhatsApp group of weekly event in both texts and
pictures.
vi. Distribution of sensitization letters to host committee and ensure proper follow up.

JOB TITLE: PROVOST


REPORTS TO: coordinators, president, financial secretary.
JOB OVERVIEW:
RESPONSIBILITIES AND DUTIES

i. Ensure proper meeting condition, controlling the meeting decorum both excos
and general.
ii. Ensure proper attendance and sitting arrangement during meeting.
iii. Ensure proper coordination of Corp members during sensitization.
iv. Collection of clearance letters during payroll week and proper distribution.
v. Control the exit and entry of Corp members during meetings.
vi. Make sure there’s no usage of gadget during meetings.
vii. Assist the financial secretary in collection of dues.
viii. Pass clearance letter to Fin Sec to verify that the Corp member is due to be
cleared for the month.
POST DESCRIPTION

JOB TITLE: SW DIRECTOR AND HW DIRECTOR


REPORTS TO: coordinators, president
JOB OVERVIEW:
RESPONSIBILITIES AND DUTIES

i. Ensure all committee heads or group heads bring report of local and committee
sensitization.
ii. Provide area of specialization/concentration to group heads. 48hrs-24hrs before local or
committee specialization.
iii. Look into technological issues with regards to sensitization.
iv. Impact of technology and give relevant advice.
v. Give report at the end of sensitization from group heads.
vi. Visit offices to confirm if the team deployed did their job. If yes, what were the
challenges they faced? And also proffer relevant solution.
vii. Follow up after every meetings with group heads if need be.
viii. Giving of tips and motivation to put the minds of the student during sensitization to love
the tech trend.
ix. Solve all ICT related issues.
