SUMMARYOF FINDINGS ON COMPLAINTS VSc

I. MS. JAINAL’S LETTER OF EXPLANATION DATED12 November 2015:

 Clarify the issues on the ff:


o Alleged demand for Loptop and Plastic Drawer (Caha de Oro/Orocan)
o Recieving of payent for removal exams

Issue No. 1: Demand for Laptops and plastic drawer:

 There were some students who failed in their finals in Filipino 2


SY 2014-2015. Their only chance to pass the subject is to take
removal exams.
o The results of those who did not pass the removal exams led to the
appeals and pressures of sudents to change the rating for fear of their
parents and for reconsideration since they were serving duty hours as
well as having to get other exams from other subjects.
o In the case of Ms. Jumlail and Ms. Jayag, both were scholars under the
CHED Program and to get a rating of 3.0 meant they will be losing the
scholarship program. This led students to bargain for a special project
in exchange of changing the ratings from 3.0 to 2.5. Due to the urgency
of the submission of grades, Mam Jainal was pressured into requiring
them to pay P500.00 each in order to add the fund for the plastic
drawer.
o In the case of Leonardo and Ebol, both also appealed for special projects
to enable them to get the passing marks. The demand for Laptop was
made as a joke. Their special project was also for the plastic drawer.
She also passed the students with the understanding that both will
comply with the contribution requirment of the plastic drawer.
o In the cse of Ebol, there was grave abuse in threathening students with
slapping up and down just because the stuent did not appear to comply
for the special projects.

Root casue analysis:

1. No clear definitition of what entails “special project”.


2. No monitoring of the change of final ratings specially from failure to passing, what
was required and when it was complied by the students.
3. No proper instruction and follow-up regarding collection of money and immediate
remittance specially for removal exams.

Recommendations:
1. While Ms. Jainal admitted of guilt to all allegations of c omplaints, this does not
exonerates her from wrongdoing specially in the matter of collection and non-
remittance of payment to the school cashier.
Offense: Category I, Item No. 4 – written notice
Category III, Item No. 4 –acts of embarassment –suspension- 5 days
Category IV, Item No. 3 (fraud and breach of trust) suspension -5 days
