Thanks Anthony and everyone in the Cohort 2 (Joe too!) for class this weekend. It is great to see
everyone having their legacy work coming together and with so many different issues.

Jared - I am by no means an expert in Census, but did have direct experience implementing the
2010 changes and fully support the mission to reach hard to count populations and communicate
the value of participation. I do agree that State support for the effort seems appropriate and in the
best interest of the State (this one in particular) to maximize formula based federal allocations -
would it be effective to communicate your funding ask $5MM in terms of expected return on federal
allocations?

Jared,

I have no experience or knowledge about the Census so I can’t really offer any relevant
feedback. Just out of simple curiosity; how and where did you come up with $5 million?

Good ideas, everyone! I’m excited to see where they all go.

Hi Kim,

Honestly... I just randomly picked the number. I am working to get an approximation of


what the actual cost would be, but have not heard back from my partners yet. That being
said, last Census the state spent about $1 million but they did a terrible job on
implementation and they received a significantly more federal funding than what they are
getting this census.

Jared,

I think your coalition and passing of legislation to offer the money for your ideas to count the
"invisible" are great ideas. educating people of the importance of the census is reallt key. Also
as we had discussed in class that those who wish to hide in the shadows due to immigratoin
issues are the biggest barrier i am sure. Putting trusted people from the community into these
coalitions will be the way to bridge this gap. I like all three ideas, and we missed you at our
meetings! :)

Hi Jeremy,

Thank you so much for your comment. I would love to learn more about your Census work in
2010. I would love to be able to argue what the expected return on every dollar invested would
be related to the federal allocations. Sadly, when working with our state demographer and
national organizations, I have not been able to calculate this return. I am working to
approximate what we lost in the 2010 census but I am still waiting to get the figures.

Jared:

The census work can be really valuable - especially with the planned changes to the census. One
comment on the 2020 Working Group – I like the idea of a working group focused on the three
largest counties. Is there a similar group that already meets that could champion or take on this
issue? Was there a similar working group in the past that may provide lessons learned.

Hi Niel,

Yes, there was a working group that was created in the 2010 census that I would try to mirror.
Other than that, there are regional coalitions such as Nevada's mental health coalitions that
focus on Washoe, Clark and the Rural Counties but they don't focus on the Census.

Hi Jared,

I'm familiar with the census but never realized its impact on government, so I'd be interested to
learn how the campaign would be structured and what messages you would focus on. As
Andreana mentioned, the immigrant population seems hesitant to participate, especially those who
are undocumented. What are your thoughts on the new citizenship question and how would you
address it with the immigrant population?

Hi Caitlyn,

The citizenship question is going to be a huge issue in regards to having documented and
undocumented residents returning the census. I have been working with some national
organizations to develop a communications plan regarding the citizenship question. I don't

have the solution but it seems that open communication from a respected member/members
of the community is the best solution.

Hi Jared,

I think your project is very important for the state of Nevada -- so I am pleased you are taking this
on! All three of your solutions offer a productive way of making sure everyone is counted in the
2020 census. In solution two, I like your focus on a media campaign. I think a media campaign
about the census, in English and Spanish, is vital so everyone in Nevada understands the
importance of getting an accurate count.

Hi Jared :)

This truly is an important issue at hand and one that may take a bit of thinking outside of the box. I
believe that an media outreach program is a perfect idea. I also think that organizing events in
areas that are inhabited by the populations that are not being represented correctly in the census
would be a good idea, such as at local parks (homeless) or community centers (LGBTQ) as some

may not have access to the internet or television. I think that like voter registration, possibly a
group of a few individuals could work as a street team and get more people to give their
information leading up to the Census.

Hi Shani,

Yes, the goal would be to go into areas that are inhabited by populations that are not being
represented in the areas that they may reside. A major component of this would be granting
out to nonprofits/community organizations that would be able to go in person (on the street) to
meet with those individuals.

Hi Jared,

Collection of census data can be a daunting task. Albeit the process of obtaining data has
hopefully become more sophisticated. I am curious to know how you would calculate return on
investment since public, private, and academic agenda profit heavily in one way or another from
demographic information. Also, in this day of data dredging, invasion of privacy from social media
and telecommunication companies, and immigration issues I believe there are groups of people
who chose to stay off the grid. What incentives do you propose for people to expose information
about their household? Perhaps you can hold information sessions about why census data
collection is beneficial to specific underrepresented groups/communities.
