The methodology for this assessment includes specific criteria, qualitative and quantitative
evaluation of environmental impact, notably those required by CONAMA Resolution 01/86, as
well as the concepts of environmental aspects and environmental impact listed in ISO
14001:2004, the namely:
The criteria for assessing environmental impacts were developed from the systematic study of
various methodologies of environmental impact assessment adopted by other organizations
and researchers for licensing projects. Furthermore, it was considered the legal and regulatory
framework at the federal, state and municipal force regarding local implementation of the
project and its typology.
The environmental impact assessment is developed from the concepts described below:
Intensidade (A)
Intensity (A)
This concept indicates the gradation of the consequences that the impact, positive or negative,
generates over the environment. It was standardized considering following levels and values:
Mostrado no Quadro, indica a extensão territorial sobre a qual o impacto age, podendo ser:
Pontual - Impacto que atua diretamente sobre um ponto determinado, não se configurando como
(1) distribuído em toda a Área Diretamente Afetada (ADA) do empreendimento.
- Impact that acts directly on a particular point, not shaping up as distributed throughout the
Punctual (1) Directly Affected Area.
Restrita - Impacto que age sobre a Área Diretamente Afetada (ADA) do empreendimento, podendo
(3) ainda incluir a Área de Entorno (AE).
- Impact acting on the Directly Affected Area (ADA) of the project, and may include the
Restrict (3) Surrounding Area.
Externa - Impacto que age sobre as Áreas de Influência Direta (ADA e AE) e Indireta (AII) do
(5) empreendimento.
External (5) - Impact acting on the Areas of Direct and indirect Influence.
Indefinida
(7)
Indefinite (7) - Impact on the environment without geographical limit given to its effects.
à classificação do impacto, conforme Quadro a seguir:
Significance
Ratio (A / B), the ratio between the intensity (A) and Area of influence (B) which corresponds
to the classification of the impact, as shown below:
3/3 - - Impact of medium intensity restricted to Directly Affected Area and surroundings
Significant 5/3 - - Impact of high intensity, influence over Directly Affected Area and surroundings
5/5 - - Impact of high intensity, influence over Directly and Indirectly Affected Areas;
7/1 - - Impact of very high intensity, punctual influence.
- Impacto de intensidade muito alta, de abrangência sobre a ADA;
7/3
5/7 - Impacto de alta intensidade, com abrangência Indefinida;
Muito Significativo
7/5 - Impacto de intensidade muito alta, de abrangência sobre a ADA e AII;
- Impact of high-intensity, influence over Directly Affected Area;
7/3
5/7 - Impact of high-ntensity, Indefinite influence;
very Significant
7/5 - Impact of very high intensity, influence over Directly and Indirectly Affected Areas;
7/7 - Impact of very high intensity, Indefinite influence.
Incidência
Incidence
- Direct: when the first order impacts interfere with the Directly and Indirectly Affected Areas;
- Indirect: when the impacts of second or other orders interfere with the Indirectly Affected

Reversibilidade
Reversibility
- Reversible: the impacted environment can return to its original condition after the origin is
finished or controlled,
- Irreversible: the impacted environment can not return to its original condition after the
origin is finished or controlled,
Efeito
Effect
The assessment of environmental impacts of a project can be made according to two points of
view:
This assessment, however, does not allow an adequate knowledge of the impacts that will be
effectively generated by the project since, adopting the planned mitigation measures, these
impacts will not occur or will have its significance reduced.
Identifies and indicates the impact that the project is likely to cause, considering all designed
control systems and other mitigation measures planned. This should be the evaluation to be
considered for verification of environmental viability of the project.
Note that it is possible to have impacts that can not be mitigated, so that in such cases, the
impacts are likely to maintain the same potential.
