I. Subject International Health Regulations Joint External Evaluation Workshop (IHR JEE)
11-13 July 2018, Ciudad Christia, San Mateo Rizal
II. Premise Relevant National Policies and Plans:
 AO No. 2012-0022 National Policy for the Implementation of International Health
Regulation (IHR) and Asia Pacific Strategy for Emerging Diseases (APSED) in the
Philippines
 DPO No. 2017-4125 Organization of Steering Committee and Working Groups for the
International Health Regulations (IHR) Joint External Evaluation
III. Action The Following actions requested from the second and third IHR JEE meeting:
Requested  To inform the concerned offices of meeting activities and schedule before and during the
IHR JEE;
 The Epidemiology Bureau proposes to elevate and present the IHR JEE plan to the
EXECOM level as soon as possible since the results of the external evaluation will be
published online.
o to inform senior leadership of the upcoming site mission in September;
o to relay the results of the Philippines’ observer experience during the Japan JEE mission;
o to harmonize the functions of the concerned offices in preparation for the JEE;
o to encourage accountability of the concerned offices to deliver on their assigned tasks;
 To inform concerned office representatives to be present during the actual IHR JEE this
September
IV. The third workshop aims to consolidate all the inputs from the concerned offices to come up with
Objective the final version of the IHR JEE tool to be given to the evaluators one month before the
evaluation.

The workshop aims to finalize the schedule for the concerned offices one month before the actual
IHR JEE.
V.  To address the international call (WHA65.23 / IHR 2005) to strengthen country capacity to
Background address public health threats, the Joint External Evaluation Tool – IHR 2005 was developed
to assess a country’s ability to prevent, detect and respond to public health threats
independently of whether they are naturally occurring, deliberate or accidental.
 JEE features voluntary participation, multisectoral collaboration by the host country and
external international teams, establishment of baseline measurement of country capacity,
identify capacity areas for enhancement, transparency, information sharing and public release
of reports.
VI. Key The following are the salient points discussed during the workshop:
Discussion  After reviewing the initial draft of the IHR JEE tool, the representatives from the WHO
Points emphasized that we should not only focus on the human health but also animal health.
 The speaker also suggested that all the concerned offices should have a plenary meeting
prior to the actual IHR JEE to discuss the 19 focal areas more comprehensively
(example: national legislation, policy and financing)
 All the resource persons that will be present during the actual IHR JEE should not only
knowledgeable to his concerned agencies but also to other focal areas.
 The IHR JEE draft should be presented and seek for SEC’s approval. During the
EXECOM, there is also a need to determine if there is a need to present this to a higher
level (office of the president) because the results of this IHR JEE will be published
online.
 There should be an increase coordination between DOH and BAI.
 The representatives from the WHO also emphasized that the concerned offices should
produce documentary evidences to support the IHR JEE tool.
 They also emphasized that the IHR JEE tool should be complete and concise because the
external evaluators will only rely on the tool because they don’t know anything about the
Philippine health care system.
