Management and operation of SDMP program in LAfarage Angono

RESEARCH PROBLEM:
What are the existing management policies and procedures with
regards to the implementation of SDMP of Lafarge Angono vis-à-
vis with its compliance on the implementing rules and regulations
of RA 7510?

OBJECTIVES.

1) To review and assess the existing SDMP policies and

procedures of Lafarge Angono in terms of its compliance with
the approved Implementing Rules and Regulations (IRR) of RA
7510 “ Mining Law”

2) To review and assess the existing policies of Lafage Angono in

terms of the new frameworks and methodologies acceptable in
the Social Work profession

3) To develop and conceptualize government compliant SDMP

activities and new internal policies and procedures aligned with
corporate vision of Lafarge yet suitable among the
beneficiaries in Angono, Rizal

Internal assessment of SDMP program = structures, policies, how you operate and managemet
KEY CONCEPTS.
The Municipality of Angono has been a recipient of SDMP for almost twenty (20) years because
of the passage of Mining Law RA 7510 in its mining agreement with Lafarge Aggregates
Corporation.
The duly approved SDMP activities formulated by the local government officials with minimal
consultation from Lafarge covers only basic programs such as donations of medicine and school
supplies, street-mural paintings, fiesta sponsorships, and other community-sponsored requests.

According to Administrative Order 2010- 21 (AO 2010-21) of RA 7942, Social Development and
Management Program (SDMP) refers to the comprehensive five-year plan of the
Contractor/Permit Holder/Lessee authorized to conduct actual mining and milling operations
towards the sustained improvement in the living standards of the host and neighboring
communities by creating responsible, self-reliant and resource-based communities capable of
developing, implementing and managing community development programs, projects, and
activities in a manner consistent with the principle of people empowerment.

The key concept of this study is to assess the effectiveness of SDMP and its effect on the day-to-
day living

The key concept of this study is the assessment of the effect of the implemented 5-year SDMP
programs among the estimated thirty thousand families living in Angono, Rizal. At the end of the
study, it aims to answer the following key questions:
 Did SDMP improve the social-economic status of the recipient community?
 What programs are still considered relevant or outdated in the next rollout period?
 What are the quantitative metrics that can be used to evaluate the success of each SDMP
program vis-à-vis with the compliance defined by Mining Act as a self-reliant community?
