TO WHOM IT MAY CONCERN:

Greetings with love and peace!

This is in connection with your letter which was received on July 20, 2018, regarding
your query on the transfer of MRS. ANALIE N. MIGUEL to another station.

In response thereto, this office offers the following reasons for your evaluation:

1. First, this office would like to inform your good office that the
transfers/reassignment and/or re-shuffling is being done with all good faith and to
maximize the potentials of the school heads involved in the reassignment. In
addition, this transfers/reassignment and/or re-shuffling are being done division
wide.

2. Second, this office humbly informs your good office that if ever that there is an
impending project that needs to be implemented by the school head concerned,
the school head is very much welcome to file their written request for his/her
transfer to be held in abeyance, indicating the possible reason to hold her transfer
in abeyance.

3. Third, this office wanted to state that the reason for the transfer is due to
exigencies of public service. This office is just performing its management
prerogative to improve the performance of this division office as a whole. This
office does not capriciously and whimsically imposes employee movements
without any logical nor valid reason. Moreover, this office recognizes the potentials
of the school heads based, on the experience that when school officials have stayed
long enough in one station, there is a tendency for them to become stale and
unchallenged by new situations and conditions, and that some administrative
problems accumulate for a good number of years1.

4. Finally, this office is very much willing to tackle whatever concerns of the school
heads involved, and this office is very much willing to entertain appeals of whatever
kind. Thus, this office would like to ask for your forgiveness considering that your

office was used as a mechanism to somehow question the said reassignment
considering that the rules have sufficiently provided for the proper remedy in cases
like this.

If Tony Rose Foundation really wants to help the school in progressing then no matter
who the school head will be, it will continue to support the institution. Thus, we see no reason
to hold the transfer of Mrs. Miguel in abeyance.
