Friday: Many Walking, Few Staying
Friday evenings, 41st is busy with people walking - dramatically more so than on other weeknights. Yet few people stop and
stay, this street is not as sticky as it could be. More can be done, there is a great opportunity to invite people walking to stop
and spend time along the street, and to see it as a public space, not just a movement corridor.

Jaywalking
While crosswalks and mid-block crossings exist,
crosswalk waiting times on 41st are too long. People
jaywalk to shorten their journey. Shorter waiting
times and more opportunities to cross will enhance
the walking experience and reduce risky crossing
behavior.

At some crosswalks on 41st the wait time is 10

minutes! This is equivalent to adding 10 blocks to
people’s walks!

World Class Transit
Ridership Without Transit
Infrastructure to Match
41st Street has some of the highest ridership in
Miami Beach. Bus ridership is consistent throughout
the week and weekends. These travelers are some
of the streets most frequent visitors. High ridership
deserves high quality bus stations that invite riders to
spend time on the street

• 5 bus routes
• 28 bus stops
• Growing ridership

The City is currently redesigning bus stops. The recommendations in this

report should be coordinated with that effort. Miami Beach, FL

41st is a place for necessary activities, such as running errands or waiting for transit - these are
things they have to get done. Currently, there are few optional activities - activities people choose to
participate in when they have free time, such as socializing, playing, and eating and drinking outside.

Cyclists are Sidelined

On paper, 41st Street is a well connected place to ride. In

practice, it feels unsafe and scary to travel in sharrows
alongside 5-lanes of traffic. Bike infrastructure on 41st and
adjacent streets should reflect that the street is envisioned
as major multi-modal corridor.

What Success Looks Like

• More people - of all ages and backgrounds -
spending more time on 41st Street

Miami Beach 41st Street Vision 66

Make Life More Comfortable
Make walking, biking, and spending time on 41st
enjoyable experiences.

How To Do It

Miami Beach 41st Street Vision 67

Provide Meaningful Shade
Protect people from the sun as they walk, bike, or
wait for the bus, and provide moments of refuge
where people can stop and spend time.

How To Do It
• Increase tree canopy
• Increase awning coverage
• Provide shade at bus stops

What Success Looks Like

• More people walking
• More people staying and engaged in more
‘optional activities’

Miami Beach 41st Street Vision 68

Introduce Human Scale Green
Make 41st Street lush. Human scale vegetation will
make 41st feel like a livelier, more relaxing, and
comfortable place to be.

How To Do It
• Utilize hanging plants/vines
• Increase tree canopy
• Introduce planters
• Create bio-swales and planters that can support
climate adaptation and social activity on the street

What Success Looks Like

• More shade
• More green on the map
• More people staying

Miami Beach 41st Street Vision 69

Green
means
more than
trees

Miami Beach 41st Street Vision 70

Bridge the Gaps
Make it easier to cross 41st Street when walking north-
south and make the walk along 41st Street east-west more
consistent, connected, and seamless.

How To Do It
• Shorten crossing distances
• Increase pedestrian walk times
• Remove sidewalk clutter
• Improve pavement quality
• Increase mid-block crossings

What Success Looks Like

• More people walking, day and night
• More space allocated for people
• More people crossing in crosswalks (less jaywalking)

Miami Beach 41st Street Vision 71

Create World Class Bus Stops
Capitalize on Miami Beach’s world-class bus
ridership numbers and make bus stops places that
inspire getting out of one’s car and traveling by foot,
bike, or bus.

How To Do It
• Protect riders from rain and sun at existing bus
stops
• Provide seating
• Leverage bus shelters as places that can also
provide neighborhood amenities, such as bike
parking, bike pumps, public seating, or vending
• Create playful branding

What Success Looks Like

• More people riding the bus
• Bus stops become places for people to sit and
spend time on the street

The City is currently redesigning bus stops. The recommendations in this

report should be coordinated with that effort.

Miami Beach 41st Street Vision 72

Build the Bike Network
Make cycling a viable, safe way to move along 40th,
42nd, and 41st streets, whether one wants to shop,
go to dinner, take kids to school, or travel to the
beach.

How To Do It

• Extend bike lanes through intersections
• Light the bike lanes at night
• Create a bike friendly business award
• Make cycling safe on side streets and intersecting
roads
• Install bike parking at intersections on side streets
• Make space for cyclists on bridges

What Success Looks Like

• More people cycling - including women, elderly and
children
• More ‘everyday’ cycling to and from school, or to
and from the beach
Miami Beach 41st Street Vision 73

Miami Beach 41st Street Vision 81

The ‘hard truths’
Streets are public spaces - yet too often they operate for drivers only

There is enough space - it’s up to us to prioritize how the space is organized

How we use personal vehicles is changing - vehicular traffic on 41st St is not anticipated
to grow substantially and ride share services are growing

The only way to put people first is to put people first - we need to work from buildings out,
rather than from the roadway in

There is no parallel bike option - 41st St bridges must be crossed

Congestion is caused by people driving - and is at peak hours, not all day - moving people
more efficiently requires more choices

Climate adaptation requires social resiliency - places to meet are vital to resilient
communities

Miami Beach 41st Street Vision 82

Looking Ahead
1. Ideas to explore for permanent transformation
2. Pilots: test ideas in the near term to get feedback
and guide design and capital construction
3. Keep learning, keep looking, keep listening

Cost Variables
To identify street redesign costs, a cost estimator would need to be
hired, during the design process. In the interim, one can reference
Florida Department of Transportation (FDOT) example costs for a
street similar in width. FDOT examples refer to standard
streetscape materials and mainland construction costs. On
41st Street a series of variables related to quality of streetscape
materials and construction can increase costs. (See FDOT example
cost memo sent to city) Lights

A list of sample variables that could be considered when

budgeting is provided below - there most likely will be other Shade Protection
variables that are not noted here. More study and analysis is
needed to identify all variables and actual costs. C

Why Pilots?

Great public spaces are never finished. They require

continuous refinement and improvisation to keep up
with changes in culture and to respond to the evolving Urban Transformation Strategic Vision
city.

Engagement at the Scale of 1:1

A pilot project is a form of active engagement that uses
temporary programming and physical installations
to reach people where they are, during their everyday Pilot
routines. A pilot can serve as a base to bring people
together and build awareness for long-term plans. Pilot

• Turn road space into people space Use empty lots or parking spots
to create food markets or other
• Turn parking spaces or parking lots into places vibrant destinations, with ample,
for people to sit comfortable seating and shade.

• Remove clutter and make existing spaces more

usable

Why this pilot?

• Promote the street as a public space, not just a
transit corridor
• Create reasons to stay, rather than be in and out
• Test how creating more space for people can
be scaled up along the entire street and what
activities are best at attracting people
