(EACC) has recovered
assets, properties and cash
amounting to Sh7.8 billion
during the last financial year.
The commission also recov-
ered illegally acquired public
assets in form of cash amount-
ing to over Sh13 million while
that of land and immovable
properties and preserved as-
sets were valued at over Sh242
million and over Sh.1.3 billion,
respectively.

sent to the Assembly Speaker
Elizabeth Ayoo on Monday,

and encourage the public to
participate in the fight against
corruption through civic en-
gagement in tracking expend-
iture, budgeting and social
audits of publicly funded pro-
jects and programmes,” said
Wabukala.
He announced that the anti-
graft body completed a total
of 32 assets tracing inquires
through court cases adding
that the commission had also
finalised 25 criminal cases
which resulted in convictions
of 26 persons, while 1,223 are
still under investigations.
“We have 13 other cases of
assets preserved valued at over
Sh1.3 million still pending in
court, awaiting their recovery
and return to the public,” said
Wabukala and added that the
Commission is still pursuing

longing to the University of
Nairobi that was illegally ac-
quired.

PUBLIC NOTICE ON INSPECTION OF CONSOLIDATED CARGO AT THE
COUNTRY OF SUPPLY
The Kenya Bureau of Standards (KEBS) is a statutory body established under the Standards Act, CAP 496,
Laws of Kenya. KEBS is mandated to offer among other services, quality inspection of imports based on
Kenya Standards or approved specifications.
The Kenya Revenue Authority (KRA) is a statutory body established by an Act of Parliament, CAP 469 of
the laws of Kenya. The Authority is charged with the responsibility of collecting revenue on behalf of the
Government of Kenya and enforcement of laws relating to imports.
KEBS and KRA wishes to notify all importers and the general public that a new procedure (“Route D”)
has been developed for inspection and certification of Consolidated Cargo under the Pre- Export of
Conformity (PVOC) programme. This procedure applies to cargo containing a wide range of products or
merchandise generally in small quantities or parcels belonging to several consignees who have pooled or
assembled together their parcels to form one consignment which may be declared as belonging to one
importer at the port of destination or de-consolidated back into the original individual consignments for
delivery to the respective cargo owners upon arrival at destination port.
ALL consolidators for both air and sea cargo are required to register with KEBS to have their goods inspected
under this Route. Application for registration should be received not later than 20th April, 2018. Please note
that ALL Consolidated cargo MUST be inspected in the country of supply by the KEBS appointed inspection
agents and issued with a Certificate of Inspection (CoI) before shipment to Kenya.

Start-up blazes Kenya’s path to

Fourth Industrial Revolution
Kenya seeks to embrace industrialisa-
tion both under Vision 2030 and within
the recently underlined Big Four initia-
tive. Yet, not many Kenyans know that
a local enterprise, Gearbox, is already
blazing the trail on the manufacturing
front. The Director of the Government
Advertising Agency (GAA), Ngari
Gituku, sought audience with the
founding Executive Director of Gear-
box Ltd., Dr Kamau Gachigi, and this
is what he had to say.
What’s your background?
Before launching Gearbox I taught engineering
at the University of Nairobi for about 15 years.
During that period, I consistently observed that
a good number of our graduate engineers —and
scores others outside engineering circles—
bubble with ideas ripe for commercialisation.
However, they lack the means and an explicit
support system to commercialise, or, at least,
monetise their ideas. As many as 700-800 en-
gineers graduate from Kenyan universities every
year.
While at the University of Nairobi, assisted by
former PS Prof. Crispus Kiamba, I started the
Fab Lab through funding from the government.
I later left the university to start Gearbox with
the crew at the iHub, Kenya’s best-known soft-
ware space.
What does Gearbox set out to achieve?
Gearbox has a collection of digital fabrication
machines that are available to interested parties
on a shared-access basis. Essentially, we oper-
ate like a gym. We grant access to people on a
membership basis. One exciting aspect about
Gearbox is that it plugs directly into the sensi-
bilities and hallmarks of the Fourth Industrial
Revolution or 4IR.
Klaus Schwab, the Founder and Executive
Chairman of World Economic Forum, captures
the highlights of the Fourth Industrial Revolu-
tion in a memorably succinct manner.
He argues in a 2016 paper titled, ‘The Fourth
Industrial Revolution: what it means, how to
respond’, that, “The First Industrial Revolution
used water and steam power to mechanise pro-
duction. The Second used electric power to cre-
ate mass production. The Third used electronics
and information technology to automate pro-
duction. Now a Fourth Industrial Revolution is
building on the Third, the digital revolution that
has been occurring since the middle of the last
century. It is characterised by a fusion of tech-
nologies that is blurring the lines between the
physical, digital, and biological spheres”.
What kinds of things have been made at Gear-
box?
One of our engineers, Kimali Muthoka, designs
the circuitry for the big three speed governor
suppliers in Kenya. This means we are capable of
making the speed governor prototype at Gear-
box, ensure it works well and then send it off
to China (yes, China) when large numbers are
needed. Douglas Omondi, on the other hand,
was contracted to design and make 50 circuits
for a pay-as-you-go system for solar water
pumping. This feat was accomplished within
two weeks, yet it would have taken perhaps two
months had it been outsourced.
Over time, at Gearbox, we’ve made Com-
puter Numerical Control (CNC) machines such
as plasma cutters and wood routers in-house,
both which are selling in Nairobi like hot cakes.
Esther Mwangi, who is not an engineer,
came with the idea of creating vending ma-
chines to retail sanitary towels. Her idea was
transformed into 4 prototypes that allowed her
to set up a pilot. She is now setting up 50 ma-
chines equipped with Internet of Things (IoT)
for remote management of sales and accounts
through the Internet.
My current Head of Engineering, William
Maluki, is at Pier 9, a cutting-edge facility in
Silicon Valley in California, developing an au-
tomated pipe-bender for the African market.
Meanwhile, my former students set up a com-
pany that is building 3D printers. One of their
inventions was used to print models for the
famous surgery in which twins who were con-
joined at the spine were successfully separated

at the Kenyatta National Hospital by a team of
local doctors a while back.
Kenyans have distinguished themselves as a
very receptive lot when it comes to innovation
in ICT. How do you propose to imbue that same
spirit into industrialisation?
It’s already there! In my line of work I always
come across amazing young people—and many
not so young—who are making all manner of
things; sufurias, cassava flour, condiments,
washing machines - you name it! The trouble is
hardware tends to be less sexy than ICT. Believe
me, there are people doing all manner of pro-
duction in this country of ours, in spite of enor-
mous handicaps. With only a few well-placed
policy implementations, our craftsmen and
women can collectively make a huge impact on
joblessness and our GDP.
The role of Gearbox is to introduce these
people to modern tools that can pave the way
for product improvement. By modern I have
in mind electronics control systems in manu-
facturing such as robotics, payment systems
automated through the Internet of things,
block-chain solutions, augmented and virtual
reality. We teach all these using intense short
courses. We also partner on the same with
world leaders such as Autodesk, Dassault Sys-
tems and Microsoft.
India started her industrial journey with textile
manufacturing. What is Kenya’s best bet as a
starting point?
One of the central tenets of economics is the
notion of comparative advantage, which in
my mind can result in handicapped thinking.
Japan, a nation without iron ore or coal, went
from zero steel production in the 1960s to being
the biggest steel producer globally in the 1980s.
Taiwan went from zero electronics to become
at one point the global leader in the produc-
tion of integrated circuits (ICs). Most Far East-
ern nations have developed similar successes
in areas that they apparently had no historical
strength. But if you look more closely, the com-
mon thread is that they developed and then lev-
eraged the most important resource any nation
has - its human resource. This is through poli-
cies that encouraged State sponsorship of their
own citizens in the best universities in coun-
tries in North America and Europe, encouraging
them to gain work experience in industries in
those countries after graduating, and then sup-
porting them to come back and set up industries
is a proven and winning strategy. Recently I met
a Kenyan who set up a business in the US after
his studies in hi-tech materials science. Tony
Githinji is the CEO of 4Wave, whose customer
base includes companies like Samsung, and has
facilities in Asia too. He is now getting set to
move his base from the U.S. to Kenya. Through
companies such as his I believe we can gain
strengths in areas that are considered to be out
of our league as a so-called third world country.
His products could conceivably include cutting-
edge energy sources based on materials like
graphene, and even super-conductors.
Among the nations of the world that have em-
braced industrialisation to a good showing,
which ones offer the most immediate inspiration
to Kenya and in what exact ways?
I immediately think of Brazil and India. I am
privileged to serve as the chair of the Board
of the National Industrial Training Author-
ity (NITA) and we recently did benchmarking

The State Department for Housing intends to hold an Exhibition on Innovative Building Materials
and Technologies to sensitize the public on affordable housing solutions. Promotion of affordable

In this regard, the State Department for Housing and Urban Development wishes to invite eligible

An elephant hurled her on to rocks,
crushing her bones; not only did she
live to tell the tale but she has dedi-
cated her life to rescuing, rehabilitat-
ing and reintegrating elephants and
rhinos
A
fourth generation Kenya-born Briton, Dr
Dame Daphne Sheldrick adopted her first
orphaned animal, a bushbuck, when she
was only three years old. “My parents always
told me that wild animals never belong. They
are on loan, and if you love them, you will set
them free. When the bushbuck felt the call of
the wild, it broke my heart.”
This background set the stage for her lifelong
love for animals. Sheldrick founded the David
Sheldrick Wildlife Trust (DSWT) in 1977 in
memory of her husband, a fellow conservation-
ist. Through the Trust she started a pioneering
orphans’ project which has successfully become
world renowned in the rescue, rehabilitation
and reintegration of elephants and rhinos.
After finishing high school, Sheldrick moved
to Tsavo National Park where met her husband,
a senior warden at the park. He had built the
park, the size of Wales or Michigan, but faced
challenges from bureaucracy in a changing
regime, crooked scientists, poachers, ivory
cartels, and logistical obstacles of living in the
remote bush.
Sheldrick describes her husband and co-con-
servationist in colourful terms: “He was good
at everything. A wonderful shot, the youngest
major in the Second World War King’s African
Rifles...a man of impeccable integrity.”
Sheldrick was a capable and devoted partner
to her husband, having learned valuable sur-
vival skills from her mother. He wrote of her:
“She was very artistic; she sewed all our clothes
and knitted our jerseys. She was an excellent
cook. And she always loved flowers and gar-
dens...” She turned the solitary outpost into a
warm and cosy home.
Together, they reared orphans of misfor-
tune...elephants, black rhinos, buffalo, zebras,
elands, kudus, impalas, duikers, reedbuck,
dik-diks, warthogs, civets, mongooses and
birds. This hands-on experience, coupled with
her husband’s quarter-century tutelage, en-

dowed Sheldrick with a rock-solid foundation
of knowledge — more than one could attain in
any classroom or laboratory.
The couple derived much joy from the me-
nagerie such that each animal’s death shred-
ded Sheldrick’s heart. The elephants under
two years old died because cow milk is lethal
to them. The husband-wife team never gave up
their trial-and-error quest for the right home-
made formula. The missing component was co-
conut, biologically closest to elephant milk fat.
Tragically, when Sheldrick finally created the
correct formula after 28 years, her husband was
not there to share her joy. He died unexpectedly
of a heart attack in 1976 at 56, leaving her and
daughters Jill and Angela devastated. She knew
she probably would have a long time on her
own. “But it was worth it,” she declares.
Widowed and with no means to support
herself, the government allowed her to build
a small tin house in the Nairobi National Park,
where she would work as a volunteer conser-
vationist. However, “reticent and laid-back”,
Sheldrick, as she describes herself, had no idea
she would be required to raise more elephants, a
calling that has involved years of foster-moth-
erhood of elephants and rhinos.
The new phase began when the Kenya Wild-
life Service (KWS) asked her to nurture an
infant elephant at the orphanage. She had to
drive through the national park day and night
for three hours to bottle-feed the orphan. When
other babies arrived, she asked KWS to take
them to her house.
Meanwhile, her husband’s friends convinced
her to create a trust in his memory, which she
would chair. They managed to raise some money
by showing films and giving talks in clubs and
DSWT was born. “We sent a hat around for a few
bob here and there,” she recalls.
Today, the Trust has around 200 staff — a
level of growth Sheldrick had never imagined.
She prefers to have zero orphaned wildlife and
yet the Trust’s growth is the sad testament of
human greed and cruelty, which has assumed
holocaust proportions for elephants and rhinos.
Sheldrick describes elephants as “very
human”. She explains: “They mirror our de-
velopment at every stage. Up to three years, the
babies need 24-hour tender loving care for their
physical, emotional and social growth. When
teething, they develop severe diarrhoea that
claims many of them.”
The octogenarian wakes up at 5:30am. “I
like housework, so I dust and clean my house.”

whether it slept well or had nightmares, the

can be fine one day and dead the next. Sheldrick
therefore endeavours to quickly diagnose and
remedy situations. She tests blood samples of
sick orphans before administering drugs, very
much like one does with human children.
The conservationist has delegated much of
the running of the Trust to her daughter, An-
gela, but remains an active adviser. Compiling
and publishing elephant diaries from rangers
countrywide enables Sheldrick to virtually keep
her finger on the pulse of each pachyderm in her
care.
She explains that elephants are highly intel-
ligent, and death in their family deeply trau-
matises them. They mourn just like humans and
return periodically to the site of a loved one’s
death to pay their respects. Yet they carry on, a
philosophy that has comforted Sheldrick in her
darkest moments. “I draw emotional stamina
from elephants, who suffer tragedy and heart-
break almost daily, but find the courage to turn
the page and focus on life after grieving, just as
acutely as us humans, and perhaps even more
so.”
Sheldrick has trained 50 elephant keepers,
who care for the orphans using complex proce-
dures. The keepers, she asserts, probably know
more about elephants than any scientist. This is
because “the elephants consider them family,
so they behave totally naturally around them.
They love them and come back after living in the
wild. They bring their babies along to show the
keepers.”

ally release the orphans into the Tsavo. Previ-
ously, she entrusted repatriated orphans to her
old friend, Eleanor — a Samburu matriarch,
whom she raised in the 1960s. Eleanor and
Sheldrick maintained contact for over 30 years
until they lost touch, but Eleanor was sighted in
2006.
Once during a visit to Tsavo, Sheldrick mis-
took another elephant for Eleanor. The cow
walked towards her, appearing friendly, Shel-
drick reached out to touch her ear. Startled, the
elephant flicked her with her trunk and sent
Daphne flying into a pile of rocks, instantly
shattering her legs. She realised too late that this
was not Eleanor. Months of treatment enabled
her to regain use of her limbs.
Despite the excruciating encounter, Sheldrick
is happy to be alive. Ironically, the animal she
now fears the most is her beloved elephant, al-
though her love and understanding of elephants
surpasses any fear. She believes she has a duty
to share her life-long knowledge from studying
elephants and their habitats, hence the mem-
oirs, articles and videos she has published. She
is known for her devotion and toil, for which
she receives regular invitations to award cer-

Sheldrick would rather be in the bush. The
naturalist is never lonely among birds and other
wildlife. “The one animal I’m not that comfort-
able with is lots of humans,” she says. “As for
the accolades, I find them a bit of a pain, hon-
estly, I don’t like travelling overseas.”
However, she cherishes the Moran of the
Burning Spear presidential award, which meant
a lot to her because it came from Kenyan peo-
ple. The British-passport-holder has always
regarded Kenya as her home and with the new
Constitution in place, she is contemplating dual
citizenship.
The matriarch has taught her daughters and
four grandchildren that; “you reap what you
sow; if you treat people and animals kindly, it
comes back to you. People recognise what you
do and help you do more.”
Sheldrick has successfully reared over 150
elephants, excluding 100, which arrived too-
far-gone to survive. The Trust’s mobile veteri-
nary units have helped save 800 elephants. With
worldwide public support, the DSWT has saved
almost 1,000 elephants, which would most cer-
tainly have died.

dam is set on a 5-acre piece
of land donated to East Africa
Railway Corporation (EARC)
by a local wealthy farmer.
Local accounts say the dam
was built by EARC to primar-

But the glamour is no more.

mendations in the report were
never implemented. Over
time, the dam descended into
a state of dilapidation as all
pipes were vandalised. The
once pristine fence also fell
apart and water levels reduced

He also revealed that the
proposed Mzima 2 water pro-
ject would serve the dam.
“We will get a pipe to supply
the dam with water but after
the rehabilitation exercise is
over,” he said.
After its restoration, the
dam is expected to serve over
a thousand homesteads in six
villages surrounding it. There
are also efforts to rehabilitate
Mbololo and Mwambirwa
forest as part of county and
Kenya Forest Services (KFS)
initiative to restore forest cover
and protect the streams.
Mr. Linet Mombo, a farmer
in Ikanga, said water shortage
had been a constant challenge
since Kighombo dam dried up.
She noted that with the pro-
posed rehabilitation will save
residents the pains of going for
water kilometres away.
“We are waiting for this
project and hope it will be a
success. It will solve all our
water problems,” she said.
