We, the students of the University of the Visayas - Main Campus

College of Engineering and Architecture, sets confidence on the


good welfare of our University that can only be achieved through
service, love, collaboration, and commitment. Achieving its vision
and mission with the guidance of our Dear God, we do hereby

establish ourselves into the UV Engineering and Architecture

Council of Leaders and promulgate this Constitution and By-laws.


ARTICLE I
NAME AND DOMICILE

Section 1 This organization shall be known as the University of


the Visayas – Engineering and Architecture Council of

Leaders (UV EACOL).

Section 2 The official office of the UV EACOL shall be located at


the 2ND Floor, Don Josefa Building, adjacent to CEA Dean’s
office of the UV Main Campus along Colon Street, Cebu City.
ARTICLE II
SCOPE

Section 1 The University of the Visayas Engineering and


Architecture Council of Leaders is composed of all the students in
the University of the Visayas Main Campus College of Engineering
and Architecture, that is the Architecture, Mechanical Engineering,
Industrial Engineering, Civil Engineering, Electrical Engineering,
Electronics and Communications Engineering, Safety Engineering
and Computer Engineering students.
ARTICLE III
STATEMENT OF PRINCIPLES

Section 1 The guiding principles of this organization are based on


the historical experiences of the Students and their collective
struggle for quality and social transformation.

We believe that:

A. That educational system of Engineering and Architecture


being the principal institutional mechanism for imparting
knowledge and developing skills amongst CEA students shall be
given priority attention and support;
B. Education is a right and not a mere privilege;

C. The organization enhance democratic processes in the


college;

D. The organizations shall not be subject to the rules and


regulations that unduly hamper

E. The student council, being the highest expression of student


power in the college, shall have the right to participate in the
formulation of college’s policies directly affecting CEA
students.
ARTICLE IV
UV EACOL POWERS, FUNCTION & DUTIES

Section 1 The UV EACOL shall have the power, functions and

duties; to wit:

A. Formulate policies, plans and programs that will promote


student’s participation in the educational development of the
college;

B. Provide continuing information dissemination to students in


the college on educational and other related development
efforts and issues in order for the students to actively
participate in their educational development;
C. Establish and maintain camaraderie among students;

D. Design programs for the total development of students;


F. Adopt measures to promote the welfare of students;

G. Exercise such other powers and perform such

other functions, which will bring about stronger ties


among the students.
ARTICLE V
JURISDICTION AND MEMBERSHIP

Section 1. All bona fide students who are enrolled in the College of

Engineering and Architecture shall be deemed automatic


members of the UV EACOL and shall pay voluntarily in monetary.

Section 2. The UV EACOL shall exercise jurisdiction over all the


College of Engineering and Architecture student organization.
ARTICLE VI

UV EACOL COMPOSITION AND FUNCTIONS

Section 1 The composition of the UV EACOL shall be the following:

a. Twelve (12) executive officers (elective)

b. Two (2) board of directors per department/ college

Section 2 These are the Executive Officers of the UV EACOL

A. President

B. Executive Vice President


C. Executive Secretary
D. Secretary of Finance

E. Assistant Secretary of Finance


F. Secretary of Marketing

G. Assistant Secretary of Marketing

H. Secretary of Events

I. Assistant Secretary of Events

J. Secretary of Membership
K. Assistant Secretary of Membership
L. Past Relation Officer
M. Board of Directors
Section 3 The functions of the following officers are:

President

1. To execute and administer the policies, measure orders


and approved resolutions.

2. To preside all meetings except departmental meetings

3. To set the direction of the organization and recommend


plans and programs of college.

4. To sign contract/ MOA in behalf of the organization


upon the authorization of the majority of the officers.

5. To approve the organizational budget.


Section 3 The functions of the following officers are:

Executive Vice President

1. To automatically do the functions of President


when necessary.

2. Preside the meetings of the different standing


committees and the department team leaders.

3. To perform such other duties as may be prescribed by


the President.

4. Co-head of sponsorship
Section 3 The functions of the following officers are:

Executive Secretary

1. To take charge of the maintenance of the EACOL in the


absence of a duly elected official.

2. To be the custodian of all records of the EACOL.

3. To prepared the agenda for each meeting in


consultation with the president.

4. To perform such other duties as may be assigned


by the Executive Vice President.
Section 3 The functions of the following officers are:

Secretary of Finance

1. To keep the financial records and documents pertaining to


the total contribution collected for the EACOL.

2. To make financial reports of all expenses incurred out of


the EACOL funds.

3. To perform budgetary functions during student activities


and developmental programs.

4. To give certification as to the availability of funds.


Section 3 The functions of the following officers are:

Assistant Secretary of Finance

1. Assist to keep the financial records and documents


pertaining to the total contribution collected for the EACOL.

3. Assist to perform budgetary functions during student


activities and developmental programs.

Section 3 The functions of the following officers are:

Secretary of Marketing

1. To create and make marketing designs that will be


used for a particular activity

2. To lead the marketing side in terms of endorsement of


the organization as well as having social media
interactions.

3. To perform such other duties as may be prescribed by


the President.

4. Co-head of sponsorship
Section 3 The functions of the following officers are:

Assistant Secretary of Marketing

1. Assist to create and make marketing designs that will


be used for a particular activity

2. Assist to lead the marketing side in terms of


endorsement of the organization as well as having social
media interactions.

3. Assist to perform such other duties as may be


prescribed by the President.

5. Co-head of sponsorship
Section 3 The functions of the following officers are:

Secretary of Events

1. To lead the proposal of activities involving the


participation of students in the college of Engineering
and Architecture.

2. To perform immediate actions on the day of activity


that will concern its success.

3. To make plans and project proposals for the whole


the academic year 2018-2019.

4. To perform such other duties as may be prescribed by


the President.
Section 3 The functions of the following officers are:

Assistant Secretary of Events

1. Assist to lead the proposal of activities involving the


participation of students in the college of Engineering
and Architecture.

2. Assist to perform immediate actions on the day of


activity that will concern its success.

3. Assist to make plans and project proposals for the


whole the academic year 2018-2019.

4. Assist to perform such other duties as may be


prescribed by the President.
Section 3 The functions of the following officers are:

Secretary of Membership

1. To compile the master list of students from different


departments of the college.

2. To exhibit the student’s interaction during activities


organized by the UV EACOL.

3. To do such other acts or perform such measures to


protect the interest of the UV EACOL.

4. To perform such other duties as may be assigned by


the Executive Vice President.
Section 3 The functions of the following officers are:

Assistant Secretary of Membership

1. Assist to compile the master list of students from


different departments of the college.

activities organized by the UV EACOL.

3. Assist to do such other acts or perform such measures


to protect the interest of the UV EACOL.

4. Assist to perform such other duties as may be


assigned by the Executive Vice President.
Section 3 The functions of the following officers are:

Past Relation Officer

1. To raise suggestions and advises for the activities to


be made which has been done by the previous
administration.

2. To act as consultant in the proposal of activities to


be decided by the officers.

3. To do such other acts or perform such measures to


protect the interest of the UV EACOL and other duties
as may be prescribed by the President.
Section 3 The functions of the following officers are:

Board of Directors

1. To act as representatives of their respective


departments and to relay information the UV EACOL may
prescribe.

2. To be the primary people to look for sponsors

3. To perform such tasks and duties as the UV EACOL may


require.
ARTICLE VII
QUALIFICATIONS AND PRIVILEGES

Section 1 The qualifications of the officers are:

A. Must be a bona fide student of the UV Main Campus;

B. Must be of Good Moral Character;

C. Possesses satisfactory academic performance;

D. Have not been removed for cause from any office in


any extracurricular organizatons;
E. Must be a drug-free student;

F. Never been accused and convicted of any violations in the


Revised Penal Code of the Philippines or the other pertinent
laws two (2) years prior to the date of election.
ARTICLE VII
QUALIFICATIONS AND PRIVILEGES

Section 2 The privileges of the officers are:

A. Must be given an extra curricular grade during the final


computation by the CEA instructors that will depend on the
result of his/her performance deliberation by the Council and
Organization Advisers;

B. Must be excused and given considerations by CEA


instructors during emergency meetings or activities presided
by the President/Organization;
ARTICLE VIII
TERM OF OFFICE OF EACOL OFFICERS

Section 1 Term of Office. The term of all officers shall in full


academic year from the time they are elected.

Section 2 Vacancies and Successions. In case of vacancies, the


officers next in rank shall succeed him/ her. The successor shall

hold office for the unexpired portion of the term.


ARTICLE IX
MEETINGS

Section 1 The officers and Board of Directors shall have the

following meetings; to wit:

a. Regular Meeting. The regular meeting shall be held once a


month every first Saturday of the month at 1-5PM at
EACOL Office.

b. Emergency Meeting. The President can call an emergency


meeting whenever necessary.

Section 2 There should be a General Assembly meeting at least


once a year on the date prescribed by the UV EACOL Officers.
ARTICLE X
AMENDMENTS

Section 1 This constitution and By-laws may be amended only


at the General Assembly Meeting called for purpose.

ARTICLE XI
EFFECTIVITY

Section 1 This Constitution and By-laws shall take effect upon


ratification of the majority of all the members of the EACOL.
