Guidelines for PETA 1: Concept Paper

1. TASK and RUBRIC


With the advent of technological developments, civic and non-government organizations
recognize the need to constantly innovate in promoting their advocacies to the public. In line with this,
you are to produce a well-researched, informative, and creative concept for a short film showcasing an
advocacy which fits the overall theme for the MIL-K Film Festival. You belong to a project team of 8-10
tasked to produce a concept paper and storyline based on the advocacy of your organization. There is a
research team responsible for finding supporting information, statistics and case studies about the
organization’s advocacy; the creative team responsible for thinking of an interesting and unique
narrative storyline based on the input provided by the researchers; the project editor who will unify the
outputs of the research and creative teams and do proofreading, editing and revising of the final output;
and the overall project head who oversees the entire team and coordinates with the project editor in
finalizing the paper. The concept paper will be submitted to the executives of your organization and will
be assessed based on the following rubric:

II. The ADVOCACY
A. Topic: The topic is the advocacy which will be showcased in your short film. (E.g. freedom
from oppression, liberation from self-destruction, etc.)

B. Objectives: The objectives are what you hope to achieve through the production of the short
advocacy film. Provide at least 3 objectives.
o Some points to remember while crafting your objectives:
 As much as possible, your objectives must be specific, measurable,
attainable, realistic, and timebound.
 These are NOT research objectives, and thus your objectives are NOT to
know, discover, prove or find out something.
 Rather, the objectives of your advocacy film are to either inform, persuade
or convince, promote your advocacy to a specific audience, or expose
something to them.
C. Rationale: This is where you will be using the references / data that you have gathered in
relation to your topic. This part answers the question, WHY HAVE YOU CHOSEN THE TOPIC /
ADVOCACY? You must justify the need for your advocacy. To do that, ensure that you include credible
supporting information, statistics and case studies which serve as evidence that your chosen advocacy
is relevant, timely and necessary. Write a minimum of 3 paragraphs.
Remember: your group’s stand regarding your advocacy is merely opinion or hearsay until you provide
proof to support your belief.
NOTE: Ensure proper in-text citation for all sources.

III. The FILM NARRATIVE


A. Theme: The theme is what you want to say about the topic. It is a one-sentence statement
which reflects your group’s stand about the advocacy that you chose. The theme is where your film’s
narrative or story will revolve. (E.g. Smoking is bad for an anti-smoking film; or Love conquers all for
romance films)
B. Time and Setting: This is when and where your story takes place. Time may refer to hours,
eras, or time periods in history. The setting, meanwhile, may refer to specific geographical locations, or
generic locations such as houses, classrooms, etc.
Note: Far-flung locations are discouraged given possible issues in logistics and safety of the production
crew.
C. Main Characters: Here, list down the names of your main characters of your story in bulleted
form. Include a short yet detailed description (one paragraph) for each character, emphasizing major
characteristics which are crucial to your narrative. You may include basic information such as age,
gender, relationship status, and family background, among others.
D. Synopsis: The synopsis is the summary of your narrative in paragraph form (not bulleted
form). Follow the narrative structure, to wit:
o Exposition – time and setting are established, and main characters are introduced
o Inciting incident – the source of conflict is introduced, or something that happens in the
story which changes the “ordinary” lives of the characters
o Conflict – what is the central struggle or problem of the characters which will be resolved in
the story?
o Rising action – these are the events which happen between the inciting incident and the
climax, or how the conflict develops.
o Climax – this is the highest point of conflict in your story. It may be a confrontation or a
scene depicting high emotions before the conflict is resolved.
o Denouement – this is where the narrative’s conflicts are resolved, denoted by a falling
action following the climax.
o Ending – this is where the narrative ends. It may be a definitive end where all loose ends
have been tied, or an open end which leaves the ending to the viewers’ imaginations.
E. Plot, Angling and Point of View: If the synopsis is a sequential narration of your story, the
angling or plot is how you will tell the story. Where will the film begin? Does it begin in the middle or
end? Do you intend to use flashbacks or foreshadowing? How will you tell the story? Whose point of
view will the story come from?
IV. THE PROJECT: This is the part where the logistical concerns will be introduced.
A. Itemized budget and logistics: Include here the estimated costs of producing the short
film, such as transportation expenses or equipment rental, among others. List all
necessary equipment and other items.
