• Two proposals to govern distribution of
resources returned to IANA

• A re-draft of Prop-069 which failed to gain
global consensus.
• Address space is voluntarily returned to IANA
• All space held until first RIR reaches
exhaustion
• RIRs must be ‘eligible’ to receive allocations
• Resources cannot be transferred without a
new global policy.
