Subject: NOMINATION FOR THE TRAINING COURSES OFFERED BY THE

PAKISTAN ACADEMY FOR RURAL DEVELOPMENT

Agricultural Research Institute, Faisalabad has forwarded the nomination of
Dr. Khalid Hussain, Economic Botanist, Arid Zone Research Institute, Bhakkar to
attend the training course “Monitoring & Evaluation of Development Projects” which is
going to be held from April 19 – 21, 2016 organized by Pakistan Academy for Rural
Development, Academy Town, Peshawar.

The brief back ground of this case is that subject training course was
received from Pakistan Academy for Rural Development, Academy Town, Peshawar
(at page-274/c) and it was circulated vide this Department’s letter dated 11-03-2016
(at page-275/c). Pakistan Academy for Rural Development, Peshawar (PARD) is a
Training and Research Organization of the Federal Government working since 1957
and offers training programme to meet the changing needs of professionals working at
various levels of governance. There is no training fee and the participants, however,
will have to bear the boarding and lodging costs towards TA/DA to be borne by the
respective office.

D. G. Agriculture (Research), Ayub Agricultural Research Institute,


Faisalabad has also recommended that proposed training course titled “Monitoring &
Evaluation of Development Projects” offered by Pakistan Academy for Rural
Development, Peshawar is very much relevant to the current position of Dr. Khalid
Hussain, Economic Botanist, Arid Zone Research Institute, Bhakkar and it will pay a
significant role in his capacity building. It has also been intimated vide page-285/c &
page-285 that there is no departmental inquiry / nothing due against the officer.

It is, therefore, proposed that Dr. Khalid Hussain, Economic Botanist,


Arid Zone Research Institute, Bhakkar may be nominated to attend the training course
“Monitoring & Evaluation of Development Projects” which is going to be held from April
19 – 21, 2016 organized by Pakistan Academy for Rural Development, Academy
Town, Peshawar.

Pakistan Manpower Institute, Ministry of Federal Education &


Professional Training, Islamabad is organizing a series of training courses / seminars
/ workshops in the wide spectrum of Human Resource Management (HRM), Human
Resource Development (HRD) and Human Resource management (HRP). These
programmes are organized for the managers and executives of public and private
section organizations dealing with Human Resource Management. The purpose of
organizing such programmes is to disseminate information to the participants and
enhance their skills.

D. G. Agriculture (Research), Ayub Agricultural Research Institute,


Faisalabad has recommended that training course “Application of Project Management
in MS Project” is very much relevant to current position of the Mr. Azhar Mehmood
Aulakh, Assistant Research and it will play a significant role in capacity building. D. G.
Agriculture (Research) has also recommended that course – Diversity Management at
Workplace is quite relevant to Mr. Muhammad Saeed, Assistant Botanist (Maize). It is
also intimated that there is no departmental inquiry / nothing due against the officers.
There is no training fee for the course / workshop and TA / DA &
accommodation facility will be provided to the participants by their respective
organizations.

It is, therefore, proposed that Mr. Azhar Mehmood


Aulakh, Assistant Research, Arid Zone, Research Institute, Bhakkar for training course
“Application of Project Management in MS Project” and Mr. Muhammad Saeed,
Assistant Botanist (Maize), Maize & Millets Research Institute, Yousafwala, Sahiwal
for training
course – “Diversity Management at Workplace” may be nominated to attend the
courses which is going to be held from 11 – 13 April, 2016 and 18 – 20 April, 2016
respectively organized by Pakistan Manpower Institute (PMI), Islamabad.

GOVERNMENT FOR THE YEAR 2016

Section Officer (I&FT), P&D Department has intimated vide


letter at page-1/c that Economic Affairs Division, Govt. of Pakistan, Islamabad
has forwarded Multilateral / Bilateral Training Courses / Seminars /
Programmes offered by Chinese Government for the Year-2016 with the
request to forward nominations of suitable officers complete in all respects for
placing the same before the PSSB for its consideration against the training
courses / seminars relating to Agriculture Department.

Institute, Faisalabad vide PUC at page-18/c has nominated Dr. Riffat Bibi,
Assistant Research Officer (Regular), Soil & Water Conservation Research
Institute, Chakwal for training course titled “Technology of Agricultural
Automatic Irrigation and Water Conservancy for Developing Countries” from
24 May 2016 to 20 June 2016.

The case has been examined and it is observed that nominated


officer has already availed three foreign trainings at USA, China and Australia
respectively (at page-20/c). The officer has done M. Sc (Hons) Agriculture
(Soil Sciences) alongwith Ph. D Agriculture (Soil Sciences) from the University
of Agriculture, Faisalabad. The training course for which the officer has been
nominated is titled as “Technology of Agricultural Automatic Irrigation and
Water Conservancy for Developing Countries”. Director, Soil & Water
Conservation, Research Institute, Chakwal has issued a relevance certificate
in her favour stating that training course on Technology of Agricultural
Automatic Irrigation and Water Conservancy for Developing Countries is
relevant to the nominated officer - Dr. Riffat Bibi, ARO, Soil & Water
Conservation Research, Chakwal.

It is observed that the officer has already availed a number of


foreign scholarships. D. G. Agriculture (Research) should have proposed
some other officers, so that opportunity of foreign training may also be availed
by them.
It is, therefore, proposed as under: -

titled Technology of Agricultural Automatic Irrigation and
Water Conservancy for Developing Countries” from 24
May 2016 to 20 June 2016 and her nomination may be

before PSSB for its consideration.

panel of three suitable officers, so that the same may also
be sent to P&D Department for placing the same before
PSSB for its consideration.

24 May 2016 to 20 June 2016, who had already availed a number of foreign
trainings in USA, Australia and China.

Earlier the case was dealt with vide paras-4/n to 9/n. Director
General, Agriculture (Water Management), Punjab, Lahore (vide letter at
page-27/c) has recommended the name of Mr. Muhammad Adeeb Faisal,
Assistant Director (Tech.) (BS-18), Directorate of Water Management, Punjab,
Lahore for training course titled “Technology of Agricultural Automatic
Irrigation and Water Conservancy for Developing Countries” from 24 May
2016 to 20 June 2016.

Lahore has provided the relevancy certificate to the nominated officer vide
page-31/c and stated that Water management Wing of the Agriculture
Department is actively involved in planning, execution, management and
monitoring & Evaluation of development activities aimed at integrated water
resources management (IWRM) through Participatory Irrigation Management
including Watercourse Improvement, LASER Land Leveling, High Efficiency
Irrigation Systems. On Farm Surface Drainage, Groundwater Management
etc. in the Punjab for efficient utilization of scarce water resources. The Course
titled “Technology of Agricultural Automatic Irrigation and Water Conservancy
for Developing Countries” from 24 May 2016 to 20 June 2016 is aimed at
building the capacity of the participants to resolve water resource
management issues and will also provide an opportunity to Mr. Muhammad
Adeeb Faisal, Assistant Director (Tech.) to improve his capabilities to develop
strategies for irrigation water resources at farm level.

It is, therefore, proposed that Mr. Muhammad Adeeb Faisal,


Assistant Director (Tech.) (BS-18), Directorate of Water Management, Punjab,
Lahore may be nominated for training course titled “Technology of Agricultural
Automatic Irrigation and Water Conservancy for Developing Countries” from
24 May 2016 to 20 June 2016 and his nomination may be communicated to
P&D Department for placing the same before PSSB for its consideration.
