SANGGUNIAN RESOLUTION NO. 2015-111

A RESOLUTION DECLARING MS. NELIA S. LOMOCSO, OFFICER-IN
CHARGE OF CABADBARAN CITY SCHOOLS DIVISION AS PERSONA
NON GRATA.

WHEREAS, sometime in September 27, 2013 Ms. Nelia S. Lomocso, was

appointed as Officer-in-Charge of the Department of Education, Cabadbaran City
Schools Division;

WHEREAS, issues of misuse involving financial assistance from the City

Government of Cabadbaran to the DepEd-Cabadbaran City Schools Division recently
surfaced that needs to be clarified and shed light on in the spirit of transparency and
accountability;

WHEREAS, the Sangguniang Panlungsod of Cabadbaran City invited Ms. Nelia S.

Lomocso to attend the Session of the City Council being the OIC and the most
appropriate person to answer the alleged controversy;

WHEREAS, instead of heeding the formal invitation of the City Council,

Ms. Nelia S. Lomocso, for so many times blatantly evaded and made various alibis and
lame excuses not to be present during the City Council’s Sessions and even invoked a
Memorandum from the DepEd insinuating that the City Council of Cabadbaran City
has no authority over her;

WHEREAS, it is the position of the Sangguniang Panlungsod of Cabadbaran

City, Agusan del Norte that this actuation and offensive conduct of Ms. Nelia S.
Lomocso, a Division Head at that of a Government Department that is supposed
to instill morality, professionalism, honesty, integrity and dignity to the young
individuals of Cabadbaran City is very unacceptable, unwelcomed, and repugnant to the
residents of Cabadbaran City;

WHEREAS, there is a need to let the DepEd and the whole wide world know
that Ms. Nelia S. Lomocso is an extremely bad influence to the children and her
abusive behavior should not be tolerated.

NOW THEREFORE

BE IT RESOLVED, by the 3rd Sangguniang Panlungsod, in its 91st Regular

Session, to declare Ms. Nelia S. Lomocso, Officer-in-Charge of Cabadbaran City
Schools Division as Persona Non Grata.

RESOLVED FURTHER, forward a copy of this Resolution to Hon. Dale B.

Corvera, City Mayor and to provide copies of the same to Ms. Nelia S. Lomocso,
OIC, Schools Division Superintendent; to the Cabadbaran City Public School
Heads, all of this City and to Dr. Rebecca V. Delapuz, CESO IV, OIC Regional
Director, Office of the Regional Director, DepEd Caraga Region, J.P Rosales Avenue,
Butuan City for their information.
