Job Search Assistance Services for Wage Employment to increase the number of job seekers
placed through following employment exchange facilities (i.e., Public Employment Service Office
(PESO), Private Recruitment and Placement Agencies (PRPA), Contractors and Sub-Contractors,
and Phil-Jobnet, Employment Kiosks), and career advocacy.
Capacity-building Services for Livelihood to assist disadvantage workers who opt to engage in
self-employment of entrepreneurial undertakings as their source of income. Services include
livelihood formation for disadvantaged unemployed workers in engaging in livelihood; informal sector
workers in enhancing their existing livelihood; wage worker in engaging in income augmenting
collective enterprises; and OFWs and their families in engaging in self-employment and in enhancing
their existing livelihood.
Social Partnership Promotion and Dispute Resolution Services to preserve employment through
the provision and implementation of measures and interventions that promote harmonious and
cooperative worker-employer relations, collective bargaining and expeditious and fair resolutions of
labor disputes, labor education, and social dialogues thereby avoiding and reducing job losses and
work disruptions due to labor disputes.
Services to Safeguard Fair and Just Terms and Conditions of Employment to protect workers’
rights at the local front by assisting large, medium and small business firms comply with general
labor standards. This is made possible through three approaches, namely Self-Assessment,
Inspection, and Technical Assistance Visits; and other regulatory services.
Social Protection and Welfare Services to facilitate workers access and enrollment to social
security (SSS, Philhealth), especially the informal sector workers and OFWs who are not usually
covered by the social protection schemes of the government.

Dissemination of Guidelines, Primers, Manuals on Infrastructure and Women’s Roles - To ensure
women and encourage participation in sector activities.
Consultation with Women In Needs Assessment Activities and Training Women in Planning,
Implementation, Operation, Management and Maintenance of Facilities - To ensure that the needs of
women are adequately considered in the construction of infrastructure facilities.
DSWD
Social Pension for Indigent Senior Citizens - The Social Pension for Indigent Senior Citizens is one of the
provisions under Section 5 of Republic Act No. 9994 otherwise known as the “Expanded Senior Citizens
Act of 2010”. It is an additional government assistance in the amount of Five Hundred Pesos (PhP500.00)
monthly stipend to augment the daily subsistence and other medical needs of indigent senior citizens
Supplementary Feeding Program - The Supplementary Feeding Program is the provision of food in
addition to the regular meals to currently enrolled daycare children, as part of the DSWD’s contribution
to the Early Childhood Care and Development (ECCD) program of the government.
Pantawid Pamilyang Pilipino Program - Pantawid Pamilya is a human development program of the
national government that invests in the health and education of poor households, particularly of
children aged 0-18 years old.

MSME Development (MSMED) is a key strategy to achieve the government’s goal of inclusive
growth and jobs generation. The 2013 General Appropriations Act (GAA) has earmarked funds
under the budget of the Department of Trade and Industry (DTI) to implement its “Big Push” for
MSME development. A major component of the MSMED Program is the Shared Service
Facilities (SSF) Project which aims to improve the competitiveness of MSMEs by providing them
with machinery, equipment, tools, systems, skills and knowledge under a shared system.
