Assignment 3- Onsite Analysis
“Assessment of Disaster Risk atUrban level”

Introduction: As most cities in India draw closer to becoming smart cities, it is also critical to look at their
vulnerability to disasters. Also, Cities are not static. Adaptive capacity changes over time in response to
transformations in the urban context due to population growth, economic growth, technological developments
and many others. UNISDR in May 2010 has also launched “The Making Cities Resilient: My City is getting
ready!' campaign, that addresses issues of local governance and urban risk. Rockfeller foundation also talks
about 100 resilient cities thatfeature Bangalore, Chennai and Surat from India.

Disasters cause great damage or loss of life and property. Urban areas especially markets are always prone to
risk due to high density of people, inflammable goods, presence of vehicles etc. This becomes even more critical
at the times of festivals, when the pedestrian movement area is also taken up by the existing shops, vendors
who spread their wares leaving no space for clear access in case of hazard situation and the overcrowding of
people. This on-site study aims to assess the risk and vulnerabilities of the urban areas so that priorities can be
set up to reduce risk and make cities resilient.

Formulating Risk management plans comprises of all forms of activities, including risk assessment, structural
and non-structural measures to avoid (prevention) or to limit (mitigation and readiness) adverse effects of
hazards. It involves the systematic application of management policies, procedures and practices to the tasks of
establishing the context, and identifying, analysing, evaluating, treating, monitoring and communicating risk.

You are required to assess the site for the threats and risks it faces with respect to natural and man-
made hazards. This should result in formulating strategies in terms of architectural interventions and
guidelines for disaster management planning of that area or building.

SITE TO BE SELECTED:

You are required to select a site that is a urban area and which has a history of undergoing transformations
during the festivals. This can be a market place with all its additional shops of festival items, a temple with the
Ram lila event everyday etc.

Chandigarh : A section of a market of sector 15, 19, 22, Rehri markets in sector 15, 19, 22

Option 2: A building e.g Kiran Cinema


A school, a small scale shopping complex(not elante)

METHODOLOGY: THE AREA WILL NEED TO BE MAPPED AS

1. Functional Mapping
To map the usage of building at each floor
To map the density accordingly to the functional utility of a space
2. Vulnerabilities mapping
A) Identification of vulnerabilities at building level
B) Vulnerabilities/observations with site surroundings
3. Disaster History Sheet
History of past events in the study area
4. Analysis of all the above documentation.
5. Formulation of disaster risk management plans
